Discussion and possible action to authorize the Purchasing Agent to solicit a formal Invitation to Bid (ITB) for the State Highway 359 Colonias Street Improvement Project Welch Road (Housing and Urban Development Grant No. B-24-CP-TX-2085) consisting of approximately 0.66 miles of a designated County road pursuant to the Texas Government Code; §2269.101 (Contracts for Facilities: Competitive Bids) and in accordance with §2269.102 (Use of Architect or Engineer) by designating the County Engineering Department to prepare the plans, specifications, estimated construction costs, construction administration throughout the duration of the project until closeout and any other matters incident thereto. [Sponsored by Rosaura "Wawi" Tijerina, Commissioner Pct. 2; Account #3528-7230-001-474502 (Highway 359 Colonias Street Imp-Construction In Progress-Administration-Infrastructure in Progress)]

Issue: The road to be serviced is paved but requires overlay repairs. Currently, streets in San Carlos II are unleveled, filled with potholes, and contain multiple cracks in the roadway. The problems on this road are only intensified by inclement weather, including flooding events that make the street unsafe and sometimes impassable. 

Solution: This road improvement project, consisting of 2" of Type D hot-mix Asphalt material and striping, will eliminate the hazardous conditions of this road utilized by residents of Colonia San Carlos II and the general public. 

Result: If approved, the ITB will be posted subject to submission of signed plans and specifications provided by the Webb County Engineering Department.

Webb County proposes to improve the State Highway 359 Colonias Street Improvement Project Webb County, Texas, in San Carlos II, a colonia along State Highway 359 and Welch Road is the specific street within this colonia. The project will take place on Welch Road, which is publicly owned by Webb County. Welch Road is 0.45 miles long and 30 feet wide. The proposed project will require a total budget of $500,000.00. Webb County’s project budget is $500,000.00 in grant funds. The project activities include Professional Services at $5,950.00 (1.19%), Construction (paving) at $469,050.00 (93.81%), and Administration at $25,000.00 (5%). The activities in this project scope include the 2” overlay and striping of the road. There is no land purchase/procurement to be completed for easements or rights-of-way. The project will not need clearings, excavations, utility installations, or fencing activities.
