Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2026-005 "Architectural/Engineering Services for a New County Building and Parking Lot Development" to the highest-ranking respondent to provide professional services for the design of a new County building and associated parking lot to be constructed on an approximate 0.28-acre tract of land located at 918 and 920 Houston Street.  Scope of services to be provided shall include, but are not limited to, project programming, schematic design, design development, preparation of construction documents (plans and specifications), bidding and procurement assistance, construction administration, and project closeout pursuant to the Texas Local Government Code; Chapter 2254 (Professional Services Procurement Act) and to further authorize General Counsel to negotiate the terms and conditions and associated fees of the professional service contract between selected respondent and Webb County and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund Professional Services)]
 
Issue: The County-owned properties located at 918 and 920 Houston Street were recently demolished, and additional parking is needed to address existing parking deficiencies, improve public accessibility and safety, ensure ADA compliance, and support continued Webb County operations.  The Webb County Commissioners Court authorized the solicitation of an RFQ to secure statement of qualifications from interested A/E firms.     
 
Solution: Consideration to award to the highest-ranking respondent as per recommendation by the evaluation committee and the Webb County Purchasing Agent. 
 
Result: If approved, General Counsel will negotiate the terms and conditions and associated fees of the professional services contract subject to any directives provided by the Governing Body.
