Discussion and possible action to enter into a one year (March 1, 2026 through February 28, 2027) consulting services agreement with Rafael Duenas in an amount to not exceed Two Thousand Five Hundred Dollars ($2,500.00) a month ($30,000.00 over the term of the Agreement) where Mr. Duenas will continue to act as a direct Liaison between Webb County and Mexican counterparts on joint projects affecting international and global relations, trade, economic development and business, and cultural education; and to further authorize General Counsel to prepare said consulting service agreement and any matters incident thereto. [Account #1001-1130-001-432001 (Professional Services) and Account #1001-1130-001-431007-010 (General Fund-General Operating Exp-Administration-Operational Reserve)]
 
Issue: Mr. Duenas has been providing Webb County with consulting services as described even though his consulting service Agreement with the county expired February 28, 2026.
 
Solution: Execute an new Consulting Service Agreement with Mr. Duenas to continue providing consulting services work for Webb County.

Result: If approved, Mr. Duenas will continue to provide consulting services work through February 28, 2027.
