Issue: Casa Blanca Golf Course, a Webb County facility since its opening in 1967, has not undergone any major renovations to its greens or overall layout. Over time, this has resulted in conditions that, while still playable, fall below the standard expected by the community and the volume of play the course receives.The course remains one of the most utilized recreational assets in the region, supporting daily public play, seven local high school and middle school golf programs, and numerous nonprofit and community events. It also serves as a host site for the Border Olympics, the longest-running high school golf tournament in the area.

Solution: The proposed master plan represents a long-term investment in a critical community asset, ensuring Casa Blanca Golf Course continues to serve as a hub for recreation, youth athletics, and regional events while improving overall course conditions and operational efficiency.

Result: Approval of this master plan will authorize the continuation of detailed design and engineering phases necessary to prepare construction-ready documents and initiate the procurement process for future improvements.
