Discussion and possible action to approve the appointment of Mr. James Flores, Economic Development Department Executive Director, as the Labor Standards Officer for the Texas Parks and Wildlife Department – 2025 Webb County Colonia Splash Pads Project, Grant No. 48-01312, and authorize the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This action will not have an impact on the general fund. 

Issue: A Labor Standards Officer must be formally appointed in order to comply with the funding agency’s grant and contract requirements for the Texas Parks and Wildlife – 2025 Webb County Colonia Splash Pads Project.

Solution: The appointment of Mr. James Flores will allow the oversight of the project’s labor standards requirements and ensure compliance with applicable fair housing and equal opportunity provisions required under the grant agreement.

Result: The Economic Development Department will be able to monitor and document compliance with all applicable labor standards, fair housing and equal opportunity requirements, thereby helping ensure Webb County remains in good standing with the funding agency throughout the project period.

Grant funds were awarded by the Texas Parks and Wildlife Department for the 2025 Webb County Colonia Splash Pads Project, with a total project cost of $1,170,000.00, which includes a required 50% cash match from Webb County.

The grant award was accepted by Webb County Commissioners Court on December 8,2025.
