COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Civil Legal Division
a.
Discussion and possible action to enter into an Agreement between Webb County (COUNTY), the City of Laredo (CITY), Legacy Water Supply Corporation (LWSC), and Legacy Municipal Management District (LMMD) pursuant to Chapter 791 of the Texas Government Code for the purpose of providing the public with drinking water through the creation of a sustainable groundwater resource in the region.
Issue: The water supply in Webb County has caused water restrictions to reach Stage 3 and, without preparation, there will be a shortage of water supply for the community over the coming years as the community grows.
Solution: The LWSC, LWMD, CITY, and COUNTY will agree to the governmental function of providing public drinking water through the creation of a sustainable groundwater resource.
Result: An additional water source will reduce the likelihood of water scarcity.

Discussion and possible action to authorize the County Judge to submit a letter to the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) authorizing CoreCivic to negotiate an Intergovernmental Service Agreement (IGSA) with ICE for provision of detention and transportation services by CoreCivic at the CoreCivic facility and any matters incident thereto. [Requested by Martin Cuellar, County Sheriff; No effect on the County budget]
c.
Discussion and possible action to enter into a one (1) year (September 1, 2024 through August 31, 2025) Interlocal Agreement between the Texas Parks and Wildlife Department and Webb County to store patrol boats and equipment at the Lake Case Blanca Storage Facility at a monthly storage rate of Two Hundred Dollars ($200.00) for a total storage rate cost of TWO THOUSAND FOUR HUNDRED DOLLARS ($2,400.00) over the term of the agreement and authorizing the County Judge to execute all relevant documents, and any matters incident thereto. d.
Discussion and possible action to enter into a Software Subscription Agreement for thirty-six (36) months (August 12, 2024 - August, 12, 2027) between Thomas Reuters and Webb County on behalf of the Webb County Sheriff's Office for the product known as (Clear Proflex) at a monthly cost of Three Hundred Seventy-Four Dollars ($374.00) with a 5% increase year over year; and authorizing the County Judge to sign and execute all relevant documents and any other matters incident thereto. [Requested by the Webb County Sheriff's Office; Account #1001-3010-001-464005 (Books and Subscriptions)]
e.
Discussion and possible action to ratify the submission of wage determination and fringe benefits paid by CoreCivic to their employees who work at the Laredo Processing Center as Senior Detention Officer(s) (the facility is owned and operated by CoreCivic) to the US Department of Labor under federal contract IGSA 70CDCR18DIG000010; and authorizing the Webb County Judge to sign all relevant documents and any other matters thereto. This will have no impact on the County's General Fund. [Laredo Processing Center Account #1001-209250-185]
Issue: The current IGSA contract with the federal government requires that CoreCivic's Webb County Detention Center have a wage and classification for the duties that the employees performs. The position that is not customary requires a request for authorization for additional classification and rates for the Department of Labor. Webb County is the Service Provider and by and through Sheriff's Office facilitates the relationship and adminsters the contracts between federal government and CoreCivic.
Solution: Approve CoreCivic to submit the request for wage determination and fringe benefits to the U.S. Department of Labor.

Discussion and possible action to enter into a non-financial memorandum of understanding with Laredo College for English as a second language and high school equivalency classes at Fernando A. Salinas Community Center, Fred M. & Anita Bruni Community Center and Lilia Perez Community Center for a two-year period (July 1, 2024 – June 30, 2026) and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [No effect on county budget]

a.
Discussion and possible action to authorize the County Judge to issue a letter of concurrence to the Foreign-Trade Zones Board, U.S. Dept. of Commerce in support of establishing a usage driven FTZ designation (Minor Boundary Modification), City of Laredo Foreign Trade Zone (F.T.Z.) No. 94 for American Air Freight Inc., located at 502 San Bernardo Avenue (Lots 6-7 Blk 42 WD), Laredo, TX 78040, within Webb County’s Taxing Jurisdiction, and any matters incident thereto. [Requested by American Air Freight, Inc. and City of Laredo. No effect on budget]
b.

Community Action Agency
a.
Discussion and possible action to approve grant award contract #61230004294 for the Community Service Block Grant Program (CSBG) from the Texas Department of Housing and Community Affairs (TDHCA) for FY-2023, in the amount of FIFTY SEVEN THOUSAND TWO HUNDRED SIXTY-TWO DOLLARS ($57,262.00) and authorizing the County Judge to sign all relevant documents. The contract shall commence on July 01, 2024, and shall end on September 30, 2024. Documentation has been reviewed by Webb County Economic Development Department and is compliant with SPOC policies and procedures. This action will not have an impact to the General Fund.
Issue: The Texas Department of Housing and Community Affairs (TDHCA) has awarded Webb County Community Action Agency the amount of $57,262.00 under the Community Services Block Grant Program (CSBG).
Solution: Court approval for the acceptance of CSBG grant award contract #61230004294.
Result: The support services are intended to continue assisting eligible low-income Webb County residents to transition out of poverty.
Issue: The Texas Department of Housing and Community Affairs (TDHCA) has awarded Webb County Community Action Agency the amount of $57,262.00 under the Community Services Block Grant Program (CSBG).

Issue: TDHCA has awarded CAA a grant increase under the CEAP Program in the amount of $33,768.00.
Solution: The Court approval of CEAP Amendment #3 will benefit both operations and administrative expenses.
Result: Webb County CAA Social Services will continue to provide direct services to eligible low-income residents of Webb County under the CEAP Program.
Issue: TDHCA has awarded CAA a grant increase under the CEAP Program in the amount of $33,768.00.
Solution: The Court approval of CEAP Amendment #3 will benefit both operations and administrative expenses.
Result: Webb County CAA Social Services will continue to provide direct services to eligible low-income residents of Webb County under the CEAP Program.
c.

Solution: Request to fill this vacant slot will allow the department to continue to operate effectively.
Result: The filling of the slot #1149 will allow the department to be fully staffed if the court grants approval.

Discussion and possible action to ratify a credit card charge in the amount of $6,265.00 for the payment of 7 registrations utilizing the Webb County credit card; and any other matters incident thereto. [Account #2160-2260-001-456205 (Training & Education)]
Issue: The Childrens Advocacy Center of Dallas updated their registration process and no longer accept purchase orders or checks.
Solution: To authorize the use and make an exception to the rule of using the County credit card for only airfare related expenditures.
Result: Registrations will be secured and we will be able to book hotel rooms.

Economic Development
a.
Discussion and possible action to authorize the acceptance of the "Substance Abuse and Mental Health Administration (SAMHSA) Continuation Grant application as developed, written, and submitted by and for the Webb County Adult Drug Court Program in the amount of Four Hundred Thousand Dollars ($400,000.00) and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any kind of match; therefore, there is no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Margarita H. Garza, Drug Court Director]
Issue: Webb County Adult Drug Court SAMHSA Grant Application was selected for year 2 of funding. Notice of Award was received on 07/21/2024.
Solution: Acceptance of the SAMHSA Webb County Adult Drug Court Program Grant requires Commissioner's Court approval.
Result: If accepted, the Webb County Adult Drug Court Program will continue to provide substance-use disorder treatment, mental health and recovery support services to all eligible individuals in Webb County and surrounding areas.
Issue: Webb County Adult Drug Court SAMHSA Grant Application was selected for year 2 of funding. Notice of Award was received on 07/21/2024.
Solution: Acceptance of the SAMHSA Webb County Adult Drug Court Program Grant requires Commissioner's Court approval.
Result: If accepted, the Webb County Adult Drug Court Program will continue to provide substance-use disorder treatment, mental health and recovery support services to all eligible individuals in Webb County and surrounding areas.

Discussion and possible action to approve the submission of a continuation Rural Law Enforcement Grant (Texas Senate Bill 22) application in the amount estimated at $500,000 to the Texas Comptroller of Public Accounts as developed, written, and submitted by Webb County Sheriff’s Office Grant Writer in conjunction with the Webb County Judge’s Office for the salary/fringe benefits of peace officers and radio dispatchers as well as equipment, minor tools, contractual services, repairs & maintenance, and supplies for the Webb County Sheriff’s Office; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any cash match; and, thus, there will be no impact to the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. [Requested by Martin Cuellar, Webb County Sheriff; Grant Fund #2716]
Issue: Like other local law enforcement agencies, the Webb County Sheriff’s Office utilizes limited financial, operational, and manpower resources to grapple with, deter, mitigate, and/or resolve various serious criminal justice matters that stem from a confluence of deeply rooted, difficult, and often highly complex societal problems.
Solution: Leveraging of other federal, state, and local resources available to local law enforcement agencies allows the Webb County Sheriff's Office to be able to provide better and more enhanced law enforcement services with a positive financial impact to local taxpayers, who also pay state and federal taxes but do not always receive the same federal/state benefits/services as other communities.
Result: The Webb County Sheriff’s Office law enforcement efforts will be enhanced and supplemented by the continued grant funding of additional grant-funded personnel, equipment, supplies, and other needs.

Discussion and possible action to authorize the Economic Development Department to develop and submit an application and resolution for the FY 2025 Solid Waste Management Projects and Implementation to the Texas Commission on Environmental Quality (TCEQ) South Texas Development Council, for up to Thirty-two Thousand Dollars ($32,000.00) in grant funds for solid waste clean-up activities in the colonias; and authorizing the Webb County Judge to sign all pertinent contract documentation. No cash match is required, therefore there is no financial impact on the general fund. [Co-Sponsored by Commissioner Rosaura Tijerina, Pct 2]
Issue: Rural areas of Webb County have been experiencing illegal dumping offenses in the Colonias. The tires become a breeding ground for mosquitos and snakes, posing a danger to the community.
Solution: Remove the tires by collaborating with the Road and Bridge Department.
Result: The Department will implement three clean-up activities where the monies will be used for tire collection and disposal. The removal of the tires will control the mosquito and snake population near the Colonia homes.

Issue: District Attorney’s Offices all over Texas are having a hard time retaining and hiring employees due to the competitive salaries in the private sector and other government agencies.
Solution: Use the amount if awarded to pay higher salaries and be able to retain employees
Result: This will allow the District Attorney’s Office to retain and recruit talented employees.

Engineering
a.
Discussion and possible action to approve Change Order No. 1 (Rain Days) for Quantcorp Construction LLC., for ARPA Project No. 2-Southern Fire Station. The Contract Sum will not be increased by this Change Order; and authorize the Webb County Judge sign any relevant documents; and any other matters incident thereto. [No impact to the account]

Issue: Webb County owns an interest in the Property along with the United Independent School District and the City of El Cenizo by virtue of a Sheriff's Deed since August 2015. The City of El Cenizo has approached Webb County about donating its property interest in said property to the City of El Cenizo who will be seeking to build a park on said property.
Solution: Webb County waives the ad valorem taxes owed them and transfers its property interest in a Special Warranty Deed to the City of El Cenizo with the condition that it be used as a public park, otherwise the property would revert to Webb County.
Result: El Cenizo would be able to build a city park as outright owner of the property.
Issue: Webb County owns an interest in the Property along with the United Independent School District and the City of El Cenizo by virtue of a Sheriff's Deed since August 2015.
