CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.

Honorable Isidro Alaniz, District Attorney
a.
Discussion and possible action to ratify the purchase of televised commercial advertisement from FOX Laredo for the FOX National Football League (NFL) Sunday Football Television advertising in Laredo by the Webb County District Attorney’s Office, for the “Make the Right Call” campaign. The campaign discourages drinking and driving in Webb County. The FOX advertisement package commercial ads commence August 2024 and follow the entire season through the end of February 2025, at a total cost of Forty Two Thousand Eight Hundred Dollars ($42,800.00) for Two Hundred Fifty Two (252) ads. The Webb County District Attorney’s Office will be featured in the advertisement and authorizing the Webb County Judge to execute all relevant documents, and any other matters thereto. Economic Development
a.
Discussion and possible action to authorize the acceptance of a Victim Coordinator and Liaison Grant (VCLG) grant award in the amount of $49,500 for the salaries and applicable fringe benefits for the Crime Victim Advocate and as prepared, written, and submitted by the Webb County Sheriff’s Office Grant Writer; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any type of match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: Victims of violent crime suffer significant financial duress, emotional trauma, and physical injuries. While the State of Texas has set up a system to compensate these victims for their expenses and financial losses due to death, disabling injuries, and emotional trauma utilizing collected court costs from convicted offenders, the victims often must navigate the complex state compensation system and extensively document their benefit eligibility while still under emotional and physical distress.
Solution: The Webb County Sheriff’s Office grant funded Crime Victim Advocate will offer critical support, facilitate/expedite filling out detailed paperwork, provide needed guidance through the bureaucratic process, and deliver outreach/education to the local community.
Result: Victims of violent crime in Webb County, including victims from special populations, such as children, youth, rural, colonia, monolingual, and elderly populations, will be provided with direct victim services, training, and outreach/education.

Discussion and possible action to authorize the submission of a FY 2024 Justice Assistance Grant application to the Bureau of Justice Assistance (BJA) as prepared, coordinated, written, and submitted by the Webb County Sheriff’s Office Grant Writer in conjunction with the City of Laredo for equipment, minor tools, contractual services, training/travel, and supplies for a total amount estimated at $28,733.50 and authorizing the Webb County Judge to execute all relevant documents related to this grant; and any other matters incident thereto. This grant has no match requirements; and, thus, is at no cost to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Discussion and possible action to accept a FY 25 Truancy Prevention and Intervention Program grant in the amount of $22,962.26 from the Office of the Governor as developed, prepared, written, and submitted by the Justice of the Peace, Pct.4 in conjunction with the Webb County Sheriff's Office Grant Writer to continue to pay the grant-funded salary and fringe benefits for the Juvenile Case Manager in order to continue to divert-at-risk truant juveniles from entering into the criminal justice system, and designating the Webb County Judge as the authorized official; and any other matters incident thereto. This grant requires no matching and/or in-kind requirements; and, furthermore, the difference in salary and fringe benefits of $37,140.74 will be paid from Account #2014-2180-001-410000 (Juvenile Case Manager fund). Thus, there is no impact to the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. Issue: Truancy can be considered a gateway to juvenile delinquency and is a nationwide problem that negatively affects not only the deliquenct youth and their families but also adversely impacts schools, neighborhoods, and the local community at large. In addition, youth at-risk for juvenile delinquency who enter into the juvenile justice system tend to face limited future career, educational, and other socio-economic prospects, especially in the South Texas area.
Solution: Grant award to continue to fund a currently grant-funded truancy case manager in order to continue to provide prevention, diversion, and intervention strategies through the court of the Justice of the Peace, Precinct 4 in Laredo/Webb County area.
Result: Increased focus on diversion strategies to steer at-risk juveniles from the juvenile and criminal justice system.

Discussion and possible action to accept joint collaboration between the Rio Grande International Study Center (RGISC) and Webb County Community Action Agency (WCCAA) to develop and submit an Environmental and Climate Justice Community Change Grants Program application to the U.S. Environmental Protection Agency, Office of Environmental Justice and External Civil Rights (OEJECR) for the purposes of purchasing electric vehicles and charging stations for the CAA El Aguila Rural Transit and CAA Meals-on-Wheels/Elderly Nutrition Programs and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. This grant does not require any cash match; and thus, there will no impact to the general fund. The total benefit to CAA and Webb County will be $1,124,500.00. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. Issue: The community lacks access to affordable low- or zero-emission transportation options, leading to disproportionate difficulties in daily life, limiting access to educational and economic opportunities, and creating vulnerability to climate risks.
Solution: Collaborate with RGISC to submit an application for the purchase of electric vehicles and charging stations for the CAA El Aguila Rural Transit and CAA-Meals-on-Wheels/Elderly Nutrition Program.
Result: Webb County will help to reduce and remediate health-harming pollutants to improve public health.

e.
Discussion and possible action to authorize the development and submission of the Methodist Healthcare Ministries-Community Investment Grant for up to $250,000.00 and authorizing the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in the Community Investment Grant. No match is required. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: There is an undeniable and pressing need to enhance economic mobility through demanding occupation skills training tailored for veterans, guardsmen, and their families.
Solution: Obtain court approval for the submission of the Methodist Healthcare Ministries-Community Investment Grant application.
Result: If awarded, funding will provide CDL education and certification to veterans, guardsmen, and their families, as well as to all other active and retired members of the US armed forces.

Discussion and possible action to accept joint collaboration between the Texas Association of Community Action Agencies (TACAA) and Webb County Community Action Agency (WCCAA) to develop and submit a Digital Equity Act Competitive Grant application to the National Telecommunications and Information Administration (NTIA) for Human-I-T Digital Navigation Program for the purpose to promote awareness of digital inclusion services and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. This grant does not require any cash match; and thus there will no impact to the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. [Requested by Guillermo Walls, Director of Webb County Community Action Agency]
Issue: Digital tools and services are increasingly integral to social participation and engagement, yet, many individuals and families in our community, particularly in underserved areas, lack access to reliable internet and digital devices.
Solution: Collaborate with TACAA to submit an application for the purpose of promoting awareness of digital inclusion services.
Result: The grant would assist Webb County Community Action Agency to promote social equity by addressing disparities in digital access and skills, helping to ensure that all community members have the tools and knowledge they need to thrive in a digital world.

Discussion and possible action to authorize a Memorandum of Understanding (M.O.U.) between the City of Rio Bravo and Webb County for the U.S. Department of Agriculture Rural Development paving project. This M.O.U. shall be for a five year (5yr.) term, and authorizing the Webb County Judge to execute any and all relevant documents and any other matters incident thereto.
Issue: Collaboration between the City of Rio Bravo and Webb County is essential to implement the U.S. Department of Agriculture (USDA) Rural Development paving project. Effective partnership will ensure streamlined execution and access to necessary resources.
Solution: Authorize the Memorandum of Understanding (MOU) between the City of Rio Bravo and Webb County to outline the terms of collaboration for the project.
Result: The MOU will provide a structured framework for collaboration, ensuring both parties are aligned in their objectives and responsibilities. This agreement will facilitate effective communication and project management, ultimately enhancing infrastructure in the area.

Solution: Request is being made to post and fill slot #2599.
Result: This action will allow our department to promote from within and fill the vacant slot, allowing our department to continue to function efficiently and effectively.

Discussion and possible action to ratify the 2024 - 2025 United States Department of Agriculture Child and Adult Care Food Program (USDA CACFP) continuation grant for the Head Start and Early Head Start program from October 1, 2024 through September 30, 2025. This program provides reimbursement of meals (Breakfast, Lunch, Snack) to enrolled children and salaries of kitchen staff. Acceptance of this grant includes a 3% salary adjustment for all USDA CACFP staff. [Account #2303 (United States Department of Agriculture Child and Adult Care Food Program)]

Discussion and possible action to submit an Application for Special Risk Accident Insurance with Ameritas Life Insurance Corporation and to enroll and provide accident insurance coverage for 1354 participants who are enrolled children in Webb County Head Start/Early Head Start/Child Care Partnership. The term of coverage will be for One (1) year, effective October 1, 2024, and shall expire on September 30, 2025, for a total cost of Six Thousand Seven Hundred Seventy Dollars ($6,770), and authorizing the Webb County Judge to sign all relevant documents, and any other matters incident thereto. Discussion and possible action to enter into a One (1) year (October 1, 2024 - September 30, 2025) service agreement between BioMedical Waste Solutions, LLC., and the Webb County Public Health Services Department for the purpose of disposing biohazardous waste at a monthly flat rate of One Hundred Twenty Dollars ($120.00), and authorizing the County Judge to sign and execute all relevant documents. Discussion and possible action to approve the Tuition Reimbursement Obligation Agreement between Four (4) Webb County Public Health employees and Webb County for their voluntary participation in the Certified Phlebotomy Technician Program being offered by Texas A&M International University – Office of Continuing Education at a cost of Two Thousand Two Hundred and Ninety-Five Dollars ($2,295) per employee and paid for by Webb County, effective September 23, 2024; authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. Issue: Laboratory services for rural areas are being requested by residents, but there is a lack of providers in the area.
Solution: By having current staff receive certification, additional lab drawing services will be available in rural communities as well as the Employee Clinic.
Result: Staff will be able to provide lab drawing services at the Bruni Public Health Facility, Employee Clinic, and future South Public Health Facility. This will allow residents to access this service in their community without having to commute to Laredo and provide employees an additional site for lab drawing services.

Discussion and possible action to enter into a One (1) year (September 4, 2024 thru September 3, 2025) self-storage rental lease agreement with South Meadow Self Storage for use by the Webb County Engineering Department for two (2) 10’ by 15’ units (space rental numbers #117 and #155) at a cost of One Hundred Sixty Five Dollars ($165.00) per month for each unit with a one month discount for a one year lease (annual cost of $3,960 for both units), and authorizing the County Judge to sign and execute all relevant documents, and any other matters incident thereto. Issue: The Engineering Department is in need of storage space for their office furniture and filing cabinets as a result of them switching office spaces with the Public Health Department in their current facility. This move was done to accommodate for the increase in personnel in the Public Health Department.
Solution: Approval of rental units by Commissioners Court will allow the storage of these items at an off-site location and relieve office space that is needed.
Result: The storage units will store the filing cabinets and furniture needed by the Engineering Department at a later date.

Discussion and possible action to authorize Inter-Governmental Transfer (IGT) contributions payable to the Texas Health and Human Services Commission as required under the Texas Healthcare Transformation and Quality Improvement Program/1115 Waiver in amounts not to exceed a total of Nine Hundred Thousand Dollars ($900,000) for Fiscal Year 2024-2025. IGT contributions for FY 2024-2025 may be paid out, if necessary, thru December 31, 2025, contingent upon IGT transfer dates and deadlines established by the State of Texas. Issue: Since 2006, Webb County has participated as the Inter-Governmental Transfer (IGT) entity for Laredo Medical Center and Doctors Hospital of Laredo. The IGT submitted allows hospitals to receive federal matching funds that are used to offset the cost of uncompensated care that hospitals provide to Medicaid and uninsured patients.
Solution: Commissioners Court approval is needed in order to submit IGT contributions on behalf of local hospitals as requested by the State of Texas.
Result: The authorization of IGT will allow local hospitals to access matching federal funds for FY 2024-2025 to offset uncompensated care costs as well as receive supplemental payments from the State of Texas.

Discussion and possible action to enter into a medical services agreement with Nuestra Salud Health Clinic, P.C. for a One (1) year period (October 1, 2024 - September 30, 2025) for services to be provided for the Webb County Employee Health Clinic at a cost of One Hundred Twenty-Five Thousand Dollars ($125,000.00) a year to be paid at monthly rate of Ten Thousand Four Hundred Sixteen Dollars and Sixty-seven Cents ($10,416.67) for in-person and telehealth services; and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. Issue: Current agreement expires on September 30, 2024 and a new agreement is needed to be able to continue services through the Employee Clinic
Solution: Commissioners Court approval of this agreement will allow the current provider to continue providing medical care services to employees and their eligible dependents.
Result: The approval of this contract will allow employees and eligible dependents to continue receiving medical services through this provider with no out of pocket costs.
Issue: Current agreement expires on September 30, 2024 and a new agreement is needed to be able to continue services through the Employee Clinic
Solution: Commissioners Court approval of this agreement will allow the current provider to continue providing medical care services to employees and their eligible dependents.
Result: The approval of this contract will allow employees and eligible dependents to continue receiving medical services through this provider with no out of pocket costs.

There will be no increase in the retiree medical senior supplement plan which covers County retirees 65 and over and their dependents and any other matters incident thereto.
Issue: Webb County presently acts as the administrator for the Silver Choice program with TAC for those retirees receiving coverage through the program. There is no cost and no contribution from the County and the Risk Management Office merely drafts the total premiums from the Silver Choice retirees' accounts and forwards the premiums to TAC.
Solution: Continue administering the program for the Silver Choice Retirees for Plan year 2025 and sign the agreement with TAC.
Result: The coverage for those Silver Choice retirees who choose to remain in the program will continue without interruption.

Issue: The existing electric provider contract will expire at the end of the fiscal year. Recently, kwh rates have dropped slightly, and our energy consultant is recommending to lock in kwh rates at the recommended terms based on projected increases in kwh rates in the coming years.
Solution: Consideration to approve a new energy contract for supply of electricity with the selected electric provider who will provide best value kwh rates for the selected term.

Issue: The existing electric provider contract will expire at the end of the fiscal year. Recently, kwh rates have dropped slightly, and our energy consultant is recommending to lock in kwh rates at the recommended terms based on projected increases in kwh rates in the coming years.
Solution: Consideration to approve a new energy contract for supply of electricity with the selected electric provider who will provide best value kwh rates for the selected term.
Result: If approved, a new energy contract for supply of electricity will be executed as per terms and rates authorized by Webb County Commissioners Court.
