COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Auditor
a.
Discussion and possible action to approve, by Order, the following budget amendment (line-item transfer) within grant funds to cover the balances under TDHCA Community Resiliency Program (Contract #70800001013). All required documents were sent for review through the Economic Development Department and the solicitation complies with the Webb County Single Point of Contact (SPOC) procedures. No impact to the general fund. [Requested by Economic Development]
Issue: The septic tank system needs modifications and additions, which causes the New Construction line item to be deficient in the amount of $14,058.14.
Solution: Move $14,058.14 from the Architect/Engineer Fees line-item budget to New Construction.
Result: Adequate funds will be available for the repairs and additions to the septic tank system.

Building Maintenance

Discussion and possible action to approve the posting and filling of the following Slots subject to the availability of payroll funds and any applicable Civil Service guidelines, effective November 12, 2024.

Solutions: Approval from Commissioners Court to post and fill slots.
Result: The filling of slots will allow the Building Maintenance and Parks Department to function efficiently and effectively.

Casa Blanca Golf Course
a.
Discussion and possible action to authorize the Purchasing Agent to solicit Requests for Proposals (RFP) to replace the current golf cart fleet with new reliable carts for the Casa Blanca Golf Course, and any other matters incident thereto.
Issue: The current fleet lease will expire in April 2025. The aging fleet has let to increased maintenance costs and frequent downtime, inconveniencing visitors and reducing overall satisfaction.
Solution: Request proposals from vendors with sufficient time to have a contract in place before expiration.
Result: Replacing the current golf cart fleet with new, reliable carts to enhance operational efficiency and improve the quality of service offered to the community and visitors at Casa Blanca Golf Course.

Civil Legal Division
a.
Discussion and possible action to approve a Five (5) year lease renewal agreement by and between Webb County as Lessor, and the Laredo Rifle & Pistol Club, Inc., (L.R.P.C.) as Lessee for the use of approximately 80.00 acre tract of land, more or less, owned by Webb County which is located on the south side of U.S. Hwy. 59 at a monthly rental rate of $1,000.00 per month, commencing November 1, 2024, thru October 31, 2029, and authorizing the Webb County Judge to execute all relevant documents and any other matters related thereto.
b.
Discussion and possible action to enter into a Tax Abatement and Incentive Agreement for Property in a Neighborhood Empowerment Zone with Adriana Cecilia Ceballos, for property located at 519 Hidalgo St., Laredo, TX, 78040 and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [No effect on county budget]

Commissioners Court

Discussion and possible action to authorize the payments in the amount not to exceed Forty Thousand Dollars ($40,000) to the various vendors for the Webb County Employee Christmas Dance scheduled for Friday, December 6, 2024, with further action to release check upon court approval and authorizing County Judge to sign any associated service agreements; and any other matters incident thereto. Discussion and possible action authorizing county administration and counsel to negotiate a parking lease proposal for the downtown property located at 1101 Matamoros St., in Laredo, Webb County, Texas, in an effort to obtain additional parking for the Webb County Sheriff’s Administration building; and any other matters incident thereto.
Issue: Additional county parking space will be required for the new Webb County Sheriff’s Administration Offices.
Solution: There is available property located at 1101 Matamoros St. that is adjacent to the Sheriff’s building.

Honorable Tano E. Tijerina, Webb County Judge
a.
Discussion and possible action to enter into a Service Agreement between Webb County for the benefit of the Texas Emergency Network Diversion (TEND) Court Program and for Holy Family Psychotherapy Training Institute, PLLC under TEND Grant $4325004 for mental health services from October 1, 2024, through September 30th, 2025 at an amount not to exceed Twenty-Thousand Dollars ($20,000.00), subject to annual budget appropriations and authorizing the Webb County Judge to sign and execute all relevant documents; and any other matters incident thereto. [Requested by Judge Selina Mireles, Webb County Child Protection Court & TEND Court; Account #2747-1150-001-457008-025 (Contractual Services) (Grant Number 4325004)]
Issue: Texas Emergency Network Diversion (TEND) Court will enter into a contract with Holy Family Psychotherapy Training Institute, PLLC.
Solution: The TEND Court is an Office of the Governors (OOG) grant, and will pay for services in a timely manner provided by Holy Family Psychotherapy Training Institute, PLLC.
Result: Holy Family Psychotherapy Training Institute, PLLC, will provide mental/therapy services for the TEND Court youth according to this contract.

Drug Court Program

Discussion and possible action to approve a professional services agreement from (September 30, 2024 - September 29, 2025) between Webb County for the benefit of the Adult Drug Court Program and La Familia Consulting and Counseling Services L.C. for services associated with the evaluation of the Webb County Adult Drug Court Program funded by SAMHSA grant No. 5H79TI085855-02 in the amount of Two Thousand Eighty-Three Dollars ($2,083.00) per month for a total cost not to exceed Twenty-Five Thousand Dollars ($25,000.00) for the year; authorizing the County Judge to sign all relevant documents and any other matters incident thereto. Issue: Program Evaluation Services for the Drug Court requires authorization by Commissioners Court.
Solution: Approval of the Contractual Services will allow the submission of evaluation reports required by SAMHSA Funding Agency.

Issue: Program Evaluation Services for the Veterans Treatment Court requires authorization by Commissioners Court.
Solution: Approval of the Contractual Services will allow the submission of evaluation reports required by SAMHSA Funding Agency.

Issue: Telehealth Treatment Services for the Veterans Treatment Court requires authorization by the Commissioners Court.
Solution: Approval of the Contractual Services will allow the Treatment Provider to provide telehealth services for all eligible participants on active duty as required by SAMHSA Funding Agency.

Issue: Commissioners Court approval is required to authorize the professional services agreement between the Veterans Treatment Program and Recovery Monitoring Solutions.
Solution: Approve the contractual agreement.
Result: If approved, the Veterans Treatment Program will be able to provide alcohol and substance-use monitoring device services to ensure the fidelity of the Drug Court Model.
Issue: Commissioners Court approval is required to authorize the professional services agreement between the Veterans Treatment Program and Recovery Monitoring Solutions.

Economic Development

Discussion and possible action to modify the job title of grant-funded Slot 2408, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective November 12, 2024. [Requested by Martin Cuellar, Sheriff]
Issue: The Office of the Attorney General is requesting that the position title be updated to comply with VCLG grant requirements. The liaison will have the same requirements, duties and responsibilities.
Solution: Amend the title to Crime Victim Liaison to comply with the grant requirements.
Result: Changes to the job title will meet the grant requirements.

Discussion and possible action to authorize the Economic Development Department to submit a grant application to the United States Environmental Protection Agency –Environmental and Climate Justice Community Change Grants Program to provide clean drinking water to colonias adjacent to Hwy 59 and La Presa through a hydro panel systems technology. The grant shall not exceed Four Million Dollars ($4,000,000.00) and authorizes the County Judge to act as the County's Executive Officer and Authorized Signator in all matters pertaining thereto. This grant application does not require a county cash/in-kind match. All required documents were submitted to the Economic Development Department, and the solicitation complies with the Webb County Single Point of Contact (SPOC) policy and procedures.
Issue: Colonias along HWY 59 and La Presa in rural Webb County need access to clean drinking water.
Solution: Provide residents of Webb County, Hwy 59, and La Presa colonias access to clean drinking water through a hydro panel systems technology.
Result: If funded, Webb County will establish access to clean drinking water through a hydro panel systems technology in rural areas of Hwy 59 and La Presa.

Discussion and possible action to authorize the acceptance of a FY 2025 Operation Lone Star Grant award of $4,217,243.86 from the Office of the Governor Homeland Security Grants Division. The funding will be used for critical needs, including equipment and minor tools, software and internet services, fuel and supplies, as well as new and continuing salaries and fringe benefits to support our workforce and enhance operational efficiency for the Webb County Sheriff’s Office and other Webb County Offices; and authorize the Webb County Judge to execute all relevant documents and any other matters incident thereto. This grant requires no match, and, thus, will have no impact on the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: Local law enforcement in international border communities must operate under tight budget constraints to deliver both proactive and reactive services. In contrast, transborder criminal organizations have virtually unlimited resources, enabling them to acquire the latest technology and equipment to evade detection and disrupt law enforcement efforts, funded by the substantial profits from illegal activities such as drug trafficking and other criminal enterprises.
Solution: Supplemental grant award to provide supplemental resources to assist in combating illegal drug trafficking and provide enhanced border security for the residents/citizens of Laredo/Webb County.
Result: The Webb County Sheriff’s Office and its sworn officer force will be equipped with needed additional resources.

Discussion and possible action to authorize and approve a Memorandum of Understanding (M.O.U.) between the City of Laredo-Webb Neighborhood Housing Services, Inc. DBA NeighborWorks Laredo (“NeighborWorks Laredo”), and Webb County for the Environmental Protection Agency Department Climate Justice Community Change Program. This M.O.U. shall be for a Five-year (5yr.) term, and authorizing the Webb County Judge to execute any and all relevant documents and any other matters incident thereto.
Issue: Collaboration between NeighborWorks Laredo and Webb County is essential to implement the Environmental Protection Agency Department Climate Justice Community Change Program. Effective partnerships will ensure streamlined execution and access to necessary resources.
Solution: Authorize the Memorandum of Understanding (MOU) between NeighborWorks Laredo and Webb County for the Environmental Protection Agency Department Climate Justice Community Change Program to outline the project's collaboration terms.
Result: The MOU will provide a structured framework for collaboration, ensuring both parties are aligned in their objectives and responsibilities. This agreement will facilitate effective communication and project management, ultimately enhancing infrastructure in the area.

Issue: The current employer-required contribution rate for Webb County is 13.12%, while the TCDRS rate for 2025 is set at 12.94%. The employee deposit rate will remain at 6.00%. This revision must be completed before December 15, 2024.
Solution: Approving the recommended revision now will help Webb County align its retirement plan contributions with the 2024–2025 budget.
Result: Approval of this revision will comply with the TCDRS timeline and will adhere to the required employer contribution rate set by TCDRS.

Discussion and possible action to amend the Planning Department’s plat application fees to incorporate separate driveway development fees. Proposed driveways need to be reviewed by the Webb County Road & Bridge, Engineering, Fire Marshal and Planning Departments for compliance with applicable development regulations affecting County roads and emergency access. A permit fee of $50.00 for residential/agricultural and $150.00 for commercial/industrial is proposed for driveways that lead to a County maintained road.
Issue: Increased residential and commercial development in Webb County has resulted in a need for a higher coordinated review process by the different County departments with jurisdiction over development in Webb County.
Solution: Authorizing an amendment to the subdivision plat application will allow for better coordination with County departments and streamline the development/approval process.
Result: If approved, the development/approval process will be more efficient.

Issue: An Irrevocable Letter of Credit in the amount of $37,679.85 was submitted in lieu of completion of proposed public improvements for the World Logistics Park, Phase 1 Plat. All public improvements have been completed in compliance with County subdivision requirements. Developer has requested a release of the Letter of Credit.
Solution: Releasing the Letter of Credit will remove the financial burden from the developer for all completed improvements.
Result: Releasing the Letter of Credit will close the project.
