Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

a.
Discussion and possible action to establish two escrow funds for the County Tax Assessor Collector pursuant Texas Tax Code 31.072 for ad-valorem property taxes.
Issue: Texas Tax Code 31.072 for escrow accounts required to be maintained by the Tax Assessor Collector
Solution: The escrow accounts are required to be maintained by the Tax Assessor Collector in the County depository.
Result: Reporting compliance with Texas Tax Code 31.072 for escrow accounts.

Discussion and possible action to establish a new custodial funds for City of Laredo Tax Increment Reinvestment Zone (TIRZ) #1 and Gateway Municipal Utility District #1.
Issue: A new custodial funds are required to properly allocate the distribution of receipts for City of Laredo Tax Increment Reinvestment Zone (TIRZ) #1 and Gateway Municipal Utility District #1.
Solution: Establish a separate custodial fund to recognize the amount attributable to City of Laredo Tax Increment Reinvestment Zone (TIRZ) #1 and Gateway Municipal Utility District #1.

Issue: Line item transfer is needed to cover prior year major open purchase orders that have been carried over to the new FY-2025.
Solution: Funding is available in contingency reserve for encumbrances to cover prior year purchase orders for goods or services that have not been received.
Result: With court approval of budget line item transfer, vendors will be paid in a timely manner.

Civil Legal Division
a.
Discussion and possible action to enter into a 12 month lease agreement (January 1, 2025 to December 31, 2025) between Webb County and the United States Federal Government/US Attorney’s Office to designate 5 parking spaces located at 1200 Washington St. for a total cost of $6,000 Dollars to be paid to Webb County through Federal Contract ID 15JA7922P00000017 and authorizing the County Judge to sign all relevant documents any matters incident thereto. [Account #1001-1250-358000 (Parking Fees/Cost)]
b.
Discussion and possible action to enter into an Asbestos Removal and Abatement Agreement with River City Environmental, LLC for asbestos removal and abatement related to the building located at 918 and 920 Houston Street (“Rock House”) in the amount of SEVENTEEN THOUSAND FIVE HUNDRED DOLLARS ($17,500.00) with work to be completed within four business days from the issuance of the “Notice to Proceed”, authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. [Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration-Professional Services)]
Issue: Webb County was gift deeded the property to 918 and 920 Houston Street; however, the building located on said property has asbestos, according to the report produced by O’Connor Engineering & Science, Inc.
Solution: O’Connor Engineering has developed the specifications regarding a remediation plan for said building which will be followed by River City Environmental, LLC in order to remove and abate the asbestos in the building.
Result: Approving a contract with River City Environmental, LLC will allow Webb County to remediate and abate the asbestos in the building.

Solution: Request is being made to post and fill slot #0328.
Result: The action will allow the department to continue to function efficiently and effectively.

Discussion and possible action to authorize a county sponsorship in the amount of Five Thousand ($5,000.00), from Community Promotions funds for the Laredo Gateway Rotary Paul Harris Fellow awards on January 23, 2025 in Laredo, Webb County, Texas; and any other matters incident thereto. Community Action Agency
a.
Discussion and possible action to accept a donation from the Mena Family in the amount of Five Hundred Dollars ($500) as per Texas Local Government Code 81.032 (Acceptance of Donation) for the Webb County Community Action Agency’s Meals on Wheels Program; and any other matters incident thereto. The Webb County Community Action Agency/Meals on Wheels Program currently intends to use these unrestricted funds for the acquisition of needed materials and supplies; and any other matters incident thereto. [Account #2371-5150-357420 (Other Revenue) and Account #2371-5260-521-461000 (Meals on Wheels - MOW Operating-C.A.A. - Materials & Supplies)]
Issue: The Webb County Community Action Agency (CAA) received a donation check in the amount $500.
Solution: This donation will provide supplemental but needed funding for the Webb County CAA’s Meals on Wheels Program operations.
Result: The Webb County CAA will be able to utilize these funds for operations in order to continue to serve the needs of the local community and its citizens.
Issue: The Webb County Community Action Agency (CAA) received a donation check in the amount $500.
Solution: This donation will provide supplemental but needed funding for the Webb County CAA’s Meals on Wheels Program operations.

Discussion and possible action to approve the 2025 Comprehensive Energy Assistance Program (CEAP) Contract #58250004403 between the Texas Department of Housing and Community Affairs (TDHCA) and Webb County Community Action Agency (CAA) in the amount of ONE MILLION, EIGHT HUNDRED EIGHTY-SIX THOUSAND, NINETY-THREE DOLLARS ($1,886,093.00); authorizing the Webb County Judge to sign all relevant documents; and any other matters incident thereto. The contract shall commence on January 01, 2025, and shall end on December 31, 2025. This action concerns a grant contract; and, thus, will not have an impact on the General Fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: The Texas Department of Housing and Community Affairs (TDHCA) has awarded the Webb County Community Action Agency $1,886,093.00 of grant funds under the Comprehensive Energy Assistance Program (CEAP).
Solution: The Court’s approval and acceptance of grant funds will allow the Webb County CAA to provide direct services to eligible low-income residents of Webb County under the CEAP Program.
Result: The Webb County Community Action Agency will be able to assist eligible low-income Webb County residents with up to 3-6 months of payments towards their outstanding electric bills.

Honorable Tano E. Tijerina, Webb County Judge
a.
Discussion and possible action to enter into a Consultant Agreement under Grant #4325004 (Oct. 1, 2024, through September 30, 2025) between Laredo/Webb County - Texas Emergency Network Diversion (TEND) Court and Gabriela Magnon-Salinas to provide professional services in an amount not to exceed Eighteen Thousand Dollars ($18,000.00) at a monthly rate of One Thousand Five Hundred Dollars ($1,500.00) and authorizing the County Judge to execute all relevant documents and any other matters incident thereto. b.
Discussion with possible action to adopt a resolution in support of Starr County’s request to sever from Border Region Behavioral Health and join Tropical Texas Behavioral Health Center, due to the closer proximity of services available in Hidalgo County, Texas to better serve the need of its residents; and any other matters incident thereto. Honorable Isidro Alaniz, District Attorney
a.
Discussion and possible action to approve an agreement between the Webb County District Attorney's Office and the United States Marshals Services for reimbursement of employee overtime incurred from joint law enforcement operations project JLEOTFOT, for the performance period of October 12, 2024, through September 30, 2025, in the amount of Twenty One Thousand Seven Hundred Forty-One Dollars ($21,741.00). District Attorney Forfeiture funds will be utilized to cover the applicable fringe benefits associated with this project's employee(s) overtime, therefore there will be no impact to the General Fund; and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. Issue: Collaboration between Federal, State and local law enforcement agencies is necessary to pursue and dismantle organized crime organizations along the Texas border and within our community.
Solution: Accept Federal assistance to continue local participation in USMS investigations, strategic initiatives and prosecution of organized crime.
Result: Disruption of organized criminal activity in Webb County and along the Texas border.
Issue: Collaboration between Federal, State and local law enforcement agencies is necessary to pursue and dismantle organized crime organizations along the Texas border and within our community.
Solution: Accept Federal assistance to continue local participation in USMS investigations, strategic initiatives and prosecution of organized crime.
Result: Disruption of organized criminal activity in Webb County and along the Texas border.
12.
Drug Court
a.
Discussion and possible action to approve a professional services agreement eleven (11) months (September 30, 2024, through August 31, 2025) between Webb County for the benefit of the Drug Court Program and Recovery Monitoring Solutions for services associated with the monitoring devices at costs that are outlined and defined per service as set forth in the agreement in an amount not to exceed THREE THOUSAND SEVEN-HUNDRED THIRTY-TWO DOLLARS ($3,732.00). There is no impact to the county budget; and authorizing the County Judge to sign and execute all relevant documents and any other matters incident thereto. Issue: Commissioners Court approval is required to authorize the professional services agreement between the Drug Court and Recovery Monitoring Solutions.
Solution: Approve the contractual agreement.
Result: If approved, the Drug Court Program will be able to provide alcohol and substance-use monitoring device services to ensure the fidelity of the Drug Court Model.
Issue: Commissioners Court approval is required to authorize the professional services agreement between the Drug Court and Recovery Monitoring Solutions.
Solution: Approve the contractual agreement.
Result: If approved, the Drug Court Program will be able to provide alcohol and substance-use monitoring device services to ensure the fidelity of the Drug Court Model.
b.
Discussion and possible action to approve and ratify the annual contractual agreement renewal (September 30, 2024, through September 29, 2025) subscription license renewal between Webb County for the Veterans Treatment Program and Orion Healthcare Technologies for services associated with an electronic healthcare record system at costs that are outlined and defined per service as set forth in the agreement in an amount not to exceed Three Thousand One Hundred Thirty-Two Dollars ($3,132.00). There is no impact to the county budget; and authorizing the County Judge to sign and execute all relevant documents and any other matters incident thereto. Issue: Commissioners Court approval is required to authorize the continuation of professional services with Orion Healthcare Technologies for the Webb County Veterans Treatment Program.
Solution: Enter into a subscription service to utilize a web-based program to process clinical documentation as well as program administrative functions.
Result: Authorizing the contractual agreement renewal will allow the Veterans Treatment Program to provide an Electronic Healthcare Record System through Accucare to ensure fidelity to the Drug Court Model.
Issue: Commissioners Court approval is required to authorize the continuation of professional services with Orion Healthcare Technologies for the Webb County Veterans Treatment Program.

Economic Development
a.
Discussion and possible action to accept the award from the Office of the Governor, Public Safety Office, Criminal Justice Division for Laredo/Webb County Texas Emergency Network Diversion (TEND) Court Program, Grant #4325004, Year 4, in the amount of Two Hundred Forty-Seven Thousand Dollars ($247,000.00) beginning October 1, 2024. The TEND Court will utilize this funding opportunity to prevent the exploitation, human trafficking, and the commercial sexual exploitation of children living in foster care. This formal request shall authorize the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in this grant and sign all relevant documentation. There is no match requirement for Grant #4325004; therefore, it will not impact the general fund. This contract and agreement commences on October 1, 2024, and terminates on September 30, 2025, as the grant application is submitted yearly for renewal. All required documents were reviewed by the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: Notice of Award and Activation was received by the Funding Agency on 12/12/2024, and now acceptance by the Commissioners Court is required.
Solution: Accept the award for the Texas Emergency Network Diversion (TEND) Court Program and proceed with the continuity of the TEND Court in Laredo/Webb County.
Result: The Texas Emergency Network Diversion (TEND) Court program is on its 4th year of funding, and will utilize funding to continue efforts on awareness and prevention of exploitation, human trafficking and the commercial sexual exploitation of children within age groups10 -17, living in foster care, and identified as at-risk.
Issue: Notice of Award and Activation was received by the Funding Agency on 12/12/2024, and now acceptance by the Commissioners Court is required.
Solution: Accept the award for the Texas Emergency Network Diversion (TEND) Court Program and proceed with the continuity of the TEND Court in Laredo/Webb County.

This grant does not require any cash match; thus, this grant will have no impact on the general fund. The grant would also contract with AMISTAD Consultation and Evaluation services LLC of San Antonio, Texas for the evaluation services and consulting of the grant. The request is of $300,000.00 for one year. Grant funds shall be utilized to provide outpatient services to area juveniles charged before the county courts-at-law that qualify for outpatient treatment. Authorizing Webb County Judge to execute all relevant documents any other matter incident thereto. This grant does not require a match; and thus, will not have an impact on the general fund. Issue: Item is a regulatory compliance matter of the Webb County Flood Damage Prevention Order and Federal floodplain management requirements. The current financial guarantee expires January 19, 2025.
