CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Honorable Victor Villarreal, County Court at Law #2
a.
Discussion and possible action to approve an 8-month agreement (effective December 1, 2024 to August 31, 2025) between Webb County for the benefit of the Webb County Court-at-Law II DWI Court Program and Amistad Consultation and Evaluation Services in the amount not to exceed Sixteen Thousand Dollars ($16,000.00). Amistad Consulting and Evaluation Services are listed in each grant for a total of ($8,000.00 each). Dr. Todd Russell and Drew Russell will service the DWI & Juvenile Drug Court Programs team to have access to professional evaluation of the court and consulting; as listed and approved on the grant's application through The Office of the Governor, Specialty Courts Grant Program (Grant #5091201 & Grant #5091601) and authorize the Webb County Judge to sign all relevant documents and any other matters incident thereto. Issue: Webb County Court-at-Law II operates The DWI & Juvenile Drug Courts programs.

Community Action Agency
a.
Discussion and possible action to accept a grant award and authorize Webb County to enter into a grant agreement with the Texas Department of Housing and Community Affairs, Office of Colonia Initiatives for the Colonia Self-Help Center Program, Contract No. CSH24-0168 in the amount of ONE MILLION DOLLARS ($1,000,000) and authorize the County Judge to sign all relevant documents. This contract commences on December 1, 2024 and terminates on December 1, 2028. This grant does not require any type of match, therefore there will be no impact on the general fund. All required documents were reviewed by the Economic Development Department and the acceptance of the grant award is in compliance with the Webb County Single Point of Contact (SPOC) procedures.
Issue: Webb County Submitted a grant application for Colonia Self-Help Center Funding to the Texas Department of Housing and Community Affairs.
Solution: Accept this grant award and enter into a grant agreement.
Result: Colonia Self-Help Center continues to serve Webb County colonia residents with funding for housing improvements and public services.

Honorable Roberto "Bobby" Quintana, Justice of the Peace Pct. 2, Place 1
a.
Discussion and possible action to enter into a seven (7) monthly armored car service agreement with Rochester Armored Car Co., Inc., (February 25, 2025, through September 30th, 2025) for monetary bank deposits for Webb County Justice of the Peace Pct. 2, Pl. 1, at a monthly fee of Three Hundred Twenty-Five Dollars and Thirty-Nine Cents ($325.39), and any other matters incident thereto; authorizing the County Judge to sign all relevant documents. Issue: Justice of Peace Pct. 2, Pl. 1 office has the services needed for armored car services for monetary bank deposits.
Solution: By getting approval from the Commissioners' Court to enter into a 7-month agreement with Rochester Armored Car Co. this fiscal year, we can reduce the risk for our office employees currently making daily deposits with personal vehicles.
Result: Having an armored car service for our collections department will eliminate risk factors that are currently potentially risky to our employees and Webb County.

Discussion and possible action to accept Constable Pct. 2 Racial Profiling Report to be In compliance with Texas Occupations Code1701.164 and Code of Criminal Procedure Article 2.1031-2.138.
Issue: Chief administrators of law enforcement agencies that meet the criteria must submit racial profiling reports to their governing body, as well as TCOLE.
Solution: Record Constable Pct. 2 Racial Profiling Report.
Result: Will be in compliance with Texas Occupations Code1701.164 and Code of Criminal Procedure Article 2.1031-2.138.

Discussion and possible action to authorize the purchase of four (4) APX-8000 Mobile radios including programming and installation for a total amount not to exceed $34,894.64 from Motorola (Contract No. 17724-HGAC (TX)-RA05-21) for the Webb Cty. Con. Pct. 4 office and in accordance with the Texas Local Government Code; Sub-Chapter F. Cooperative Purchasing Program, 271.101, 271.102 (Cooperative Purchasing Program Participation) and any other matters incident thereto. Issue: Grant funding has been reallocated to Webb County for the purpose of purchasing additional mobile radios to enhance law enforcement communications.
Solution: Consideration to authorize grant funded equipment for law enforcement use. Motorola has a cooperative contract with HGAC, meeting all competitve bidding requirements of the State of Texas.
Result: If approved, proceed with order. The estimated time of delivery is 60 days or less.

Economic Development

Discussion and possible action to approve a Resolution for approval to submit a grant application to the Office of the Governor for federal funds authorized under 34 U.S.C. §60702 Project Safe Neighborhoods Block Grant Program estimated at $49,993.25 over the term of the contract. This formal request shall authorize the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in this grant. All grant documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Engineering

Discussion and possible action to approve Change Order No. 1 (Rain Days) for Quantcorp Construction LLC., for ARPA Project No. 002-Southern Fire Station. The contract sum will not be increased by this Change Order; and authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [No Impact to the Account]
Issue: Due to several weather-related delays in the months of June, July, September, December 2024 and January 2025, the current substantial completion date will be extended.
Solution: Approval of Change Order. The new contract time will be increased by twenty-nine (29) days.

Fire Suppression & EMS Services

Discussion and possible action to enter into an interjurisdictional Mutual Aid Agreement between Webb County, La Salle County, Zapata County, Dimmit County, and Jim Hogg County to share resources, personnel, and equipment in the event of a natural or man-made emergency or disaster that exhausts local capabilities; and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Requested by the Volunteer Fire Department, No impact to the general fund]
Issue: The communities of Webb County, La Salle County, Zapata County, Dimmit County, and Jim Hogg County are vulnerable to property damage, injury, and loss of life in the event of an emergency or disaster resulting from natural or man-mad hazards.
Solution: Pursuant to Chapter 791, Texas Government Code (Interlocal Cooperation Act); Chapter 418, Texas Government Code (Texas Disaster Act of 1975), and Chapter 362, Local Government Code, Webb County, La Salle County, Zapata County, Dimmit County and, Jim Hogg County would like to enter a mutual aid agreement whereby resources, personnel, and equipment are shared in the event that local resources are depleted during an emergency event or disaster.

Discussion and possible action to ratify the purchase of computers/monitors from Dell (DIR-TSO-3763) in an amount not to exceed $329,901.74 and software from SHI Government (DIR-CPO-5237) in an amount not to exceed $70,057.60 for county offices based on the survey performed by the Information Technology Department pursuant to the Texas Local Government Code; Sections 271.101,271.102, Sub-Chapter F Cooperative Purchasing Program, and to further authorize a transfer of funds from Account #1001-1130-001-470000 (Capital Outlay) to Account #1001-1130-001-460105 (Minor Tools & Apparatus) in the amount not to exceed $400,000 and any other matters incident thereto.

Planning & Physical Development
a.
Discussion and possible action to issue a “Certificate of Compliance with Plat Requirements” to authorize an electrical service connection pursuant to Section 232.029(c)(2), Local Government Code., to an unplatted 9 acres tract of land, more or less, out of Abstract 1845, Survey 1105 known as Tract 11, as further described in Vol.400, Pgs. 285-287, WCDR; said site is identified by GPS coordinates of Lat. 27°27'23.771"N, Long. 98°59'7.713"W. (ID 14166).
Issue: Item is a regulatory compliance issue regarding real property development provisions of state law and local regulations with particular emphasis on the Model Subdivision Rules enacted for residential subdivisions. Commissioners Court must certify to certain property conditions before utility service connections may be authorized.
Solution: As reflected in agenda backup, staff has verified compliance matters and recommends the Court’s approval of this certificate.
Result: If approved, applicant may connect property to electrical utility services. If not approved, utility connection to property is prohibited.

Discussion and possible action to approve the renewal of the West Complete Legal Handbook Subscription, for five (5) years (August 1, 2025, through July 31, 2030) between Webb County and Thomson Reuters, for the Webb County Public Defender's Office, for legal reference material, in the amount of $285.38 per month for year one, $296.80 per month for year two, $308.67 per month for year three, $321.01 per month for year four, and $333.85 per month for year five, and authorizing the Webb County Judge to execute any and all relevant documents and any other matters incident thereto. Discussion and possible action to approve the posting and filling of the following slot, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective February 24, 2025:
Issue: Slot #0268 will become vacant on February 28, 2025. This slot may be filled from within, thus creating a vacant attorney slot.
Solution: Request is being made to post and fill the vacant Supervising Attorney slot (#0268), and to post and fill any remaining vacant slots created by promoting from within.
Result: This action will allow our department to promote from within, fill any remaining vacant slots, and will allow our department to continue to function efficiently and effectively.

Purchasing

Discussion and possible action to authorize the Purchasing Agent to process surplus and/or salvage property in accordance with the Texas Local Government Code, Section 263.152 (Disposition) and to publish notice to the public as per Local Government Code Section 263.153 (Notice) for surplus and/or salvage property being auctioned.
Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as, wear and deterioration, damaged, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department.
