COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

CONSENT ITEMS

Honorable Joe Lopez, 49th District Court Judge
a.
Discussion and action to allow the District Courts to fill Slot no. 2959, Associate District Court Judge, at a salary amount budgeted for that slot in this fiscal year's budget, $151,737. Judge Joe Maldonado, who previously held the temporary Associate District Court Judge slot, has been selected to fill that slot.

Casa Blanca Golf Course
a.
Discussion and possible action to replenish Account #7100-6080-001-443000-035 (Repairs and Maintenance) in the amount of $40,000.00 for funds that were used to cover rent payments on leased equipment and further transfer funds from Account #1001-1130-001-431007-010 (Operational Reserve) to Account #7100-6080-001-443000-035 (Repairs & Maintenance); and any other matters incident thereto.
Issue: The remaining balance in the Repairs and Maintenance Account #7100-6080-001-443000-035 has been allocated to cover rent payments for off-lease equipment, leaving the account underfunded for upcoming maintenance needs.
Solution: Approve replenishing account and transfer funds to the Repairs & Maintenance line item.
Result: Approve the transfer of $40,000.00 to replenish the Repairs and Maintenance account to ensure adequate resources for ongoing and future maintenance requirements.

a.
Discussion and possible action to ratify issuance of a corrected letter of concurrence to the Foreign-Trade Zones Board, U.S. Dept. of Commerce in support of establishing a usage driven FTZ designation (Minor Boundary Modification), City of Laredo Foreign Trade Zone (F.T.Z.) No. 94 for Proactive Supply Chain Group USA, Inc., located at 4410 Pan American Blvd., Laredo, Webb County, Texas, 78045, within Webb County’s Taxing Jurisdiction, and further rescinding the approval and issuance of letter of concurrence on October 28, 2024 for Proactive Group of Companies MX Inc.(business entity the letter was erroneously issued for) and any matters incident thereto. [Requested by Proactive Supply Chain Group USA, Inc. and City of Laredo] [No effect on budget]
b.
Discussion and possible action to ratify an extension to the IGSA 70DCR18DIG000010 from March 14, 2025 to September 14, 2025 with the U.S. Department of Immigration and Customs Enforcement (“I.C.E.”) and Corecivic for the detention of federal inmates/detainees at the Laredo Processing Center (owned and operated by Corecivic) which is currently under renewal and Federal Request for Proposals Process; and authorizing the County Judge to sign any and all relevant documents and any other matter incident thereto. [Requested by Webb County Sheriff Martin Cuellar, Laredo Processing Center Account #1001-209250-185]

Commissioners Court Administrator
a.
Discussion and possible action to accept the declaration of public purpose pursuant to Texas Constitution Article 3 Section 52 for the community promotion expenditures approving a county sponsorship to the North American Strategy for Competitiveness (NASCO) in the amount of $2,500 for the 2025 Continental Reunion where county officials will be discussing strategies for stronger cross-border partnerships and economic growth; and any other matters incident thereto. [Community Promotions Account #1001-1140-001-463526]
b.
Discussion and possible action to authorize a declaration of public purpose pursuant to Tex. Const. Art. 3 Sec. 52 for a $2,000 donation to the Kazen Fellowship Program supporting local students with civic and government opportunities focusing on their collective enrichment in Webb County; and any other matters incident thereto. [Community Promotions Account #1001-1140-001-463526]

Community Action Agency
a.
Discussion and possible action to amend FY 2024 Federal 5311-2024-WEBB CO-00072 (RPT 2502 (22) 076_25) for Webb County Community Action Agency - El Aguila Rural Transportation from the Texas Department of Transportation (TxDOT). This is an amendment request to include the award of reallocated funds in the amount of SIXTY-THREE THOUSAND EIGHT HUNDRED FOUR DOLLARS ($63,804.00) to the project grant agreement 5311-2024-WEBB CO-00072 (RPT 2502 (22) 076_25). This amendment also requests to extend the end date of the project grant agreement to November 30, 2026. This grant does not require a County Match. All required documentation has been submitted to the solicitation to comply with Webb County (SPOC) Single Point Contact Procedures.
Issue: An amendment is needed to include the award of reallocated funds and to extend the grant agreement period.
Solution: The amendment needs the Commissioner's Court approval so that the agency can utilize all operational and administrative funds effectively, efficiently, and fully.
Result: Approval of the contract amendment will ensure the continuation of transportation services for the benefit of the rural areas of Webb County.
Issue: An amendment is needed to include the award of reallocated funds and to extend the grant agreement period.
Solution: The amendment needs the Commissioner's Court approval so that the agency can utilize all operational and administrative funds effectively, efficiently, and fully.

Discussion and possible action to authorize the Webb County Community Action Agency (CAA) to submit a member agency application and enter into an agreement with the South Texas Food Bank to become a food distribution site (pantry) at its newly inaugurated headquarters at 111 Camino Nuevo Road off of Highway 359; and designating the Webb County Judge as the authorized official in all matters pertaining to the application/agreement; and any other matter incident thereto. The funding for this food distribution site will be paid through CSBG grant funds and equipment donated by the South Texas Food Bank; and, thus, will have no cost to Webb County.
Issue: During these inflationary economic conditions, there is a greater need for additional services/expanded capacity to serve the impoverished residents of Webb County. The South Texas Food Bank has been seeking a partner to help with food distributions along Highway 359.
Solution: Develop a food pantry at the newly inaugurated Community Action Agency (CAA) headquarters at 111 Camino Nuevo Road off of Highway 359.
Result: Community Action Agency (CAA) will be able to provide additional services for the impoverished residents living along the Highway 359 corridor.

Discussion and possible action to accept Constable Pct. 1 Racial Profiling Report to be In compliance with Texas Occupations Code1701.164 and Code of Criminal Procedure Article 2.1031-2.138.
Issue: Chief administrators of law enforcement agencies that meet the criteria must submit racial profiling reports to their governing body, as well as TCOLE.
Solution: Record Constable Pct. 1 Racial Profiling Report.
Result: Will be in compliance with Texas Occupations Code1701.164 and Code of Criminal Procedure Article 2.1031-2.138.

Honorable Isidro Alaniz, District Attorney
a.
Discussion and possible action to purchase 22 tasers (Co-op No. 092722-AXN) in an amount not to exceed $79,000 in accordance with the Texas Local Government Code, Sub-Chapter F. Cooperative Purchasing Program; Section 271.102 (Cooperative Purchasing Program Participation) and any other matters incident thereto. [Account #2161-2260-001-457006]
Issue: District Attorney’s Office is requesting Tasers to assist Zapata Sheriff’s Office in obtaining a non-lethal defense option. Funding is currently available under state forfeiture account.
Solution: Use reputable vendor with cooperative contract for heavy equipment purchase. Utilizing cooperative contracts will meet the competitive bidding requirements of the State.
Result: The new equipment will help improve safety and will diminish lethal force.

Discussion and possible action to enter into an agreement between the Webb County District Attorney's Office and the United States Department of Justice, Drug Enforcement Agency for reimbursement of employee overtime for the Period of 11-01-2024 through September 30, 2026, in the amount of Twenty One Thousand Seven Hundred Forty Dollars and Fifty Cents ($21,740.50). District Attorney Forfeiture funds will be utilized to cover the applicable fringe benefits associated with this project's employee(s) overtime, therefore there will be no impact to the General Fund; and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. Issue: Collaboration between Federal, State and local law enforcement agencies is necessary to pursue and dismantle organized crime organizations along the Texas border and within our Community.
Solution: Accept Federal assistance to continue local participation in investigations, strategic initiatives and prosecution of organized crime.
Result: Disruption of organized criminal activity in Webb County.
Issue: Collaboration between Federal, State and local law enforcement agencies is necessary to pursue and dismantle organized crime organizations along the Texas border and within our Community.
Solution: Accept Federal assistance to continue local participation in investigations, strategic initiatives and prosecution of organized crime.

Economic Development
a.
Discussion and possible action to approve the submission of a grant application to the Office of National Drug Control Policy for the continuation of a High Intensity Drug Trafficking Area (HIDTA) Grant estimated at $530,150 over the term of the contract. This formal request shall authorize the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in this grant. There is no cash match requirement for this grant; however, the District Attorney's Office requests additional funding in the form of cash match in the amount of $148,000 to cover expenditures in excess of the grant award. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Contract Term: January 1, 2026 to December 31, 2026. [Requested by Isidro "Chilo" Alaniz, District Attorney; Fund #2592; Account #1001-1160-001-463903-025 (Federal Matching Narcotics Task Force DEA)]
Issue: There is evidence that trafficking in narcotics and dangerous drugs exists in Laredo, Texas and that such illegal activity has a substantial and detrimental effect on the health and welfare of the people of Texas.
Solution: Gather and report intelligence data relating to trafficking in narcotics and dangerous drugs. Conduct undercover operations and engage in other traditional methods of investigations.
Result: Disrupt the illicit drug traffic in Laredo by immobilizing targeted violators and trafficking organizations.
Issue: There is evidence that trafficking in narcotics and dangerous drugs exists in Laredo, Texas and that such illegal activity has a substantial and detrimental effect on the health and welfare of the people of Texas.

Discussion and possible action to authorize the submission of the FY 2026 Operation Lone Star Grant Program application to the Office of the Governor's Homeland Security Grants Division for an estimated amount of $5,000,000.00. The funds will support overtime operations, applicable fringe benefits, equipment, minor tools, software, internet, and supplies for the Sheriff's Office, District Attorney’s Office, Court at Law I, and the County Clerk Department.; and authorizing the Webb County Judge to execute all relevant documents, including the resolution; and any other matters incident thereto. This grant does not require any type of match. Thus, this proposed grant will have no impact on the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. Discussion and possible action to submit FY 2024-2025 5310 Federal application from Webb County Community Action Agency to the State of Texas through IGX (TxDOT website) in the amount of SIXTY THOUSAND DOLLARS ($60,000) acting through Texas Department of Transportation wherein Webb County El Aguila Rural Transit will be applying by meeting desire deadlines. This grant does not require a cash match; and thus will have no impact to the General Fund. All documents were ent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Conltact (SPOC) Procedures. [Requested by Community Action Agency]
Issue: Rural Public Transportation is a grant-funded agency.
Solution: Through the approval of the Commissioners Court to submit the Federal application Webb County, will allow the department to receive funds.
Result: Approval of capital contract carryover will ensure the continuation of transportation services to the rural areas of Webb County.

Discussion and possible action to authorize the submission of the Victim Coordinator and Liaison Grant (VCLG) application to the Texas Office of the Attorney General (OAG) in the amount estimated at $99,000 for the salary and fringe benefits of a Crime Victim Liaison for a period of two (2) years; and authorizing the Webb County Judge to execute all relevant documents, including the resolution; and any other matters incident thereto. This grant does not require any type of match. Thus, this proposed grant will have no impact on the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. This formal request shall authorize the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in this grant. There is no match requirement for this grant. All grant documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Contract Term: September 1, 2025 to August 31, 2027. [Requested by Isidro "Chilo" Alaniz, District Attorney; Fund #2739-2260]
Issue: There is a need for resources to prosecute felony cases, provide technical assistance and training to law enforcement agencies and prosecute border crime cases along the Texas-Mexico Border. The Office of the Governor of Texas has provided available resources through a grant opportunity to enhance prosecution in the area of organized crime/criminal enterprise cases.
Solution: Authorize the submission of the grant application as set forth above to ensure that the Border Prosecution Unit at the District Attorney's Office can continue to successfully prosecute border crime cases along the Texas-Mexico Border.
Result: The District Attorney's Office will have the opportunity to receive additional resources to continue prosecution specifically in the area of organized crime / criminal enterprise cases.

Discussion and possible action to purchase web security gateway equipment, licenses, and services at a total cost of Sixty Nine Thousand Four Hundred Twenty One Dollars and Ninety-One Cents ($69,421.91) from Insight Public Sector in accordance with the Texas Government Code; Section 271.101 and 271.102 Cooperative Program Participation, (OMNIA CONTRACT# 23-6692-03), and authorizing the County Judge to sign and execute all relevant documents; and any other matters incident thereto. Issue: The current device in place for internet only supports speeds up to 1GB. Webb County is upgrading the internet to 2GB and a different Content Filter Appliance is needed to support the speeds.
Solution: Replace the current appliance.
Result: Internet speeds of up to 10GB can be utilized with this upgrade.

Planning & Physical Development
a.
Discussion and possible action to authorize County staff to initiate road closure procedure for Bonita and Mackin Avenues between Despain and Foster Streets in Oilton Subdivision for the proposed Webb County Independent School District Plat.
Issue: The Webb County Independent School District is proposing a plat that incorporates a section of Bonita and Mackin Avenues. Bonita Avenue was dedicated to the public through the 1929 Oilton Subdivision Plat and is a County maintained road. Mackin Avenue has been on the log of County maintained roads for over 30 years. The school district has structural encroachments on both avenues that may be resolved by the proposed road closures and avoid further problems with the proposed plat. There is no impact to the access of nearby property owners and the district owns both sides of the roads.
Solution: Closing the roads will allow the school district to proceed with the proposed plat and resolve encroachment issues.

Result: Closing the roads will allow the school district to proceed with the proposed plat and resolve encroachment issues.

Purchasing
a.
Discussion and possible action to authorize the Purchasing Agent to process surplus and/or salvage property in accordance with the Texas Local Government Code, Section 263.152 (Disposition) and to publish notice to the public as per Local Government Code Section 263.153 (Notice) for surplus and/or salvage property being auctioned.
Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as, wear and deterioration, damaged, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department.
Solution: Authorize the Purchasing Agent to attempt to sell the County surplus or salvage property through public auction, dispose of or destroy property that cannot be sold through public auction because it has been deemed worthless or disposed of through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products and/or donate as permitted by state law.
Result: Generate auction revenue from sale of county property, reduce county expenditures by transferring surplus property to other departments.

Cooperative Purchasing Programs and any other matters incident thereto. [Account #2465-3160-001-470000 (2023 Operation Stone-garden Grant Constable Pct 3-Capital Outlay) & 2468-3160-001-470000 (2020 Operation Stone-garden Grant-Constable Pct 3-Capital Outlay)]
Issue: The performance period for OPSG grant for Constable Pct. 3 expired on February 28, 2025. That grant budget included the purchase of one (1) police unit.
Solution: Consideration to ratify and approve the purchase of a police unit with OPSG grant funds. The purchasing agent was able to secure multiple cooperative contract price quotes for a police unit. In order to meet the deadline, the order needed to be placed prior to the next regular/special meeting scheduled. The vendor selected has a contract with Good-Buy Purchasing Program meeting the competitive bidding requirements of the State.
Result: Police unit order has been placed. Request for ratification approval due to grant deadline. ETA for delivery is 1–2 weeks.

[Account #1001-2180-001-470000 (General Fund-JP Pct4 J R Salinas-Administration-Capital Outlay)]
Issue: Currently, the JP and Constables Office, Pct. 4 do not have a secured area to park for both elected officials and staff. The automatic vehicular gate will provide secured access to County employees employed for both the JP Judge and for the Constables Office.
Solution: Consideration to authorize the purchase and installation of automatic gate and fencing to the lowest and responsible bidder as presented by the Webb County Purchasing Agent.
Result: If approved, the Purchasing Agent will secure vendors certificate of insurance and issue the Purchase Order for the improvements being requested. No payment or performance bonds are required for this project. County Engineering will provide oversight.

Issue: On February 10, 2025, Commissioners Court authorized the Purchasing Agent to secure competitive pricing for the fill material needed for the Webb County Fairgrounds project. Bids were secured for both delivery and delivery and stockpile.
Solution: Consideration by Commissioners Court to authorize and identify total quantities to order for either delivery only or delivery and stockpile. Bids were requested from Emperor Services LLC., Anderson Columbia and Martin Marietta Materials. Only two bidders responded to bid pricing requests for fill material.
Result: If approved, fill material will be ordered up to the quantities and pricing authorized by Commissioners Court.

Issue: The Webb County Commissioners Court authorized the purchase of five (5) 2” overhead loading water dispensers using ARPA funds. The proposal included construction oversight but site preparation is to be done by Owner.
Solution: Bids were secured for the preparation of five (5) concrete slabs, plumbing and electrical connections, installation of water-stations supplied by Owner , disposal of debris and cleanup to include walk through for final inspection with owner to ensure all specifications & installation comply with local & state code.
Result: If approved, General counsel will prepare the construction contract for execution for the awarded sum. Awarded contractor will proceed after all bonds, insurances are obtained by General Counsel and a Notice to Proceed is issued by the County Engineering Department.
