COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Issue: Funds available in account will not cover costs needed for allowed Police Unit under Grant.
Solution: Approval of line item transfer.

Issue: Additional funds are needed in the specified accounts to continue advertising current services, maintain transportation assistance through Professional Services, and cover Administrative Travel reimbursements.
Solution: Approve line-item transfers to allocate funds to the necessary accounts.
Result: The approved line-item transfers will ensure sufficient funds for advertising, administrative travel, and professional services. This will enable the continued delivery of high-demand transportation services and provide local veterans and their families with information about free services offered by the Webb County Veterans Service Office. There are no increases in salaries, and the transfer of grant funds will have no impact on the General Fund.

Discussion and possible action to increase American Rescue Plan Act (ARPA) Waterline Extension Project #4 Phase I funding an amount not to exceed $1,515,321 for Ardurra Group Inc professional service contract amendment #1, #2 and #3 and reduce the ARPA funding for the Water Utility MOU Waterline Extension Phase II and to further authorize the additional budget amendment for the Water Utility Fund for the MOU Waterline Extension Phase II budgetary amendment for the required funding for the same amount and any matters incident thereto. Discussion and possible action to instruct the Webb County Auditors office to release the payment of $11,800.00 to Angel Care for EMS services provided from February 28, 2025 to March 1, 2025, and to request County Administrators and Civil Legal Division to negotiate a contract with Angel Care for future EMS services at the county fairgrounds; and any other matters incident thereto.

Discussion and possible action to ratify and approve the construction contract with Stoddard Enterprise, LLC in the amount of Six Million Sixty-Two Thousand Seven Hundred Twenty Dollars ($6,062,720.00) for the Justice Center - Building Envelope and Site Rehabilitation Project (improvements to the roof and exterior of the Dean Senator Judith Zaffirini Justice Center) and any matters incident thereto. Issue: The main TV of the courtroom well is meeting its displays lifespan and needs replacement. It is a daily used piece of Audio/Video equipment for the Courts hybrid conference hearings. The line item for materials and supplies is near depletion due to the updating of the court coordinators desktops at the beginning of the fiscal year.
Solution: Approve line item transfers.
Result: The court will have the monies allocated in the line items to complete payment.

Discussion and possible action to authorize the Purchasing Agent to secure professional Appraisal services from a qualified firm for a fair market value Appraisal of a building listed for sale which is located at 720 Convent St., and adjacent parking lot located at 1101 Matamoros St., Laredo, Webb County, Texas, for county consideration to make an offer to purchase; and any other matters incident thereto. Discussion and possible action to approve and pass a resolution regarding various compliance matters required by the Texas Department of Housing and Community Affairs, Self-Help Center Contract #CSH24-0168 and authorizing the Webb County Judge to sign all relevant documents. All grant documents were sent for review through the Economic Development Department and this solicitation is compliant with the Single Point of Contact (SPOC) Procedures. This agenda item concerns compliance with state grant regulations; and, thus, there is no financial impact to the Webb County budget.
Issue: Civil Rights and other compliance requirements must be implemented by Webb County in order to comply with grant funding agency program requirements.
Solution: Civil Rights, Citizen Participation, Planned Grievance Procedures, Section 3 Policy, Excessive Force Policy, Section 504 Policy, Limited English Proficiency and Fair Housing Policies must be implemented.
Result: The Self-Help Center Program will be in compliance with funding agency requirements.
Issue: Civil Rights and other compliance requirements must be implemented by Webb County in order to comply with grant funding agency program requirements.

This position will be 100% grant funded and there will be no impact to the General Fund.
Issue: Slot became vacant as of February 18, 2025.
Solution: Advertise and hire a replacement who possesses the specialized experience and the qualifications necessary for this position.
Result: Filling the position will allow the department to effectively continue the flow of work.

These vendor agreements are a Texas Department of Housing and Community Affairs (TDHCA) requirement for the implementation of the programs, authorizing the County Judge to sign all relevant documents and any other matters incident thereto. These agreements shall be effective from the 1st day of January 2025 for a period not to exceed two years from the effective date. [Account #2362-5360-521 (Comprehensive Energy Assistance Program)]

All grant documents were sent for review through the Economic Development Department and this solicitation is compliant with Single Point of Contact (SPOC) Procedures. This agenda item concerns compliance with state grant regulations; and, thus, there is no financial impact to the Webb County budget.
Issue:Texas Department of Housing and Community Affairs (TDHCA) requires grantees to adopt housing assistance program guidelines for awarded contracts.
Solution: Webb County Commissioner's Court approves and adopts the housing assistance program guidelines.
Result: Webb County will be in compliance with TDHCA program requirements.

f.
Discussion and possible action to accept a donation from Vistra Operations Company, LLC in the amount of Two Thousand Five Hundred Dollars ($2,500) as per Texas Local Government Code 81.032 (Acceptance of Donation) for the Webb County Community Action Agency’s Social Services Program; and any other matters incident thereto. The Webb County Community Action Agency/Social Services Program currently intends to use these unrestricted funds to acquire needed education and training. [Account # 2368-5150-34805 (CSBG Other Revenue) and Account #2368-5170-521-458000 (CSBG – Admin. Travel)]
Issue: The Webb County Community Action Agency (CAA) received a donation check in the amount $2,500.
Solution: This donation will provide supplemental but needed funding for the Webb County CAA’s Social Services Program for training and education.
Result: The Webb County CAA will be able to utilize these funds to increase organizational/staff capacity in order to better serve the needs of the local community and its citizens.
Issue: The Webb County Community Action Agency (CAA) received a donation check in the amount $2,500.
Solution: This donation will provide supplemental but needed funding for the Webb County CAA’s Social Services Program for training and education.
Result: The Webb County CAA will be able to utilize these funds to increase organizational/staff capacity in order to better serve the needs of the local community and its citizens.
g.
Discussion and possible action to approve the acceptance of Amendment #1 to Contract #61250004368 for the Community Service Block Grant (CSBG) from the Texas Department of Housing and Community Affairs (TDHCA) for program year 2025. This amendment is a grant increase in the amount of One Hundred Sixteen Thousand One Hundred Fifty-Eight Dollars ($116,158.00). This action will not have an impact to the County General Fund. Documentation has been reviewed by Webb County Economic Development Department and is compliant with SPOC policies and procedures. [Account #2368-5170-521 (Grant Revenue)]
Issue: TDHCA has awarded CAA a grant increase under the CSBG Program in the amount of $116,158.00.
Solution: The Court approval of CSBG Amendment #1 will benefit both operations and administrative expenses.
Result: Webb County CAA Social Services will continue to provide direct services to eligible low-income residents of Webb County under the CSBG Program.
Issue: TDHCA has awarded CAA a grant increase under the CSBG Program in the amount of $116,158.00.
Solution: The Court approval of CSBG Amendment #1 will benefit both operations and administrative expenses.
Result: Webb County CAA Social Services will continue to provide direct services to eligible low-income residents of Webb County under the CSBG Program.
h.
Discussion and possible action to authorize and make an exception for a one-time annual credit card charge not to exceed Two Thousand Two Hundred Eighty Dollars ($2,280.00) for an annual resubscription from Monday.com Work Management Pro Platform for the Webb County Community Action Agency Department utilizing the Webb County credit card designated only for airfare related expenditures and any other matters incident thereto. [Account #2638-5170-521-461000 (Materials & Supplies)]
Issue: The Webb County Community Action Agency is resubscribing to a work management platform to improve efficiency within the department. The platform accepts purchase orders for an Enterprise Plan at a cost of $5,280.00 for ten users. This is THREE THOUSAND DOLLARS ($3,000.00) greater than if the county would pay using a credit card.
Solution: Consideration to authorize the use and make an exception to the rule of using the County Credit Card for only airfare-related expenditures.

Discussion and possible action to adopt policy and resolution in support of Fair Housing Month as proclaimed for April 2025 and to authorize the County Judge to sign all relevant documents and any other matters thereto.
Issue: It is a federal requirement that Webb County adopt the Fair Housing Policy within its jurisdiction in order to continue to apply for grants.
Solution: The adoption of the Fair Housing Policy in Webb County and inform citizens of Webb County of their legal rights in housing discrimination.
Result: The federal requirement for Fair Housing will be met by promoting Fair Housing within Webb County’s jurisdiction, thus allowing Webb County to continue applying for grants.
Issue: It is a federal requirement that Webb County adopt the Fair Housing Policy within its jurisdiction in order to continue to apply for grants.
Solution: The adoption of the Fair Housing Policy in Webb County and inform citizens of Webb County of their legal rights in housing discrimination.
Result: The federal requirement for Fair Housing will be met by promoting Fair Housing within Webb County’s jurisdiction, thus allowing Webb County to continue applying for grants.

This grant requires no cash match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Texas-based gangs are involved in cross-border smuggling and trafficking, with many of these gangs also engaging in criminal activities in both Texas and Mexico.
Solution: Accept this grant award that aims to equip first responders with advanced tools and resources while enhancing coordination between local, state, and federal law enforcement to effectively combat transnational crime.

Essentially, March is the month to focus on promoting healthy eating for the elderly population.
Solution: The CAA Meals on Wheels Program seeks to celebrate a historic day in 1972 when a national nutrition program for seniors was added to the Older Americans Act. This legislation supported the Meals on Wheels network that now collectively serves 2. 8 million seniors each year. The Webb County CAA Meals on Wheels Program provides nutritious meals to seniors throughout the City of Laredo/County of Webb that help them maintain their health and independence.
Result: March 2025 will be proclaimed by the Commissioners’ Court as March for Meals Month in Webb County, Texas.

Essentially, March is the month to focus on promoting healthy eating for the elderly population.
Solution: The CAA Meals on Wheels Program seeks to celebrate a historic day in 1972 when a national nutrition program for seniors was added to the Older Americans Act. This legislation supported the Meals on Wheels network that now collectively serves 2. 8 million seniors each year. The Webb County CAA Meals on Wheels Program provides nutritious meals to seniors throughout the City of Laredo/County of Webb that help them maintain their health and independence.
Result: March 2025 will be proclaimed by the Commissioners’ Court as March for Meals Month in Webb County, Texas.
