COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

a.
Discussion and possible action to approve the posting and filling of the following Slot, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective May 9th, 2025:

Building Maintenance
a.
Discussion and possible action to approve the posting and filling of the following Slot #0041 by promoting from within and posting and filling of Slot 0622; subject to the availability of payroll funds and any applicable Civil Service guidelines, effective April 28, 2025.
Issue: Slot #0041 became vacant February 28, 2025, and will be filled within. Slot 0622 became vacant April 1, 2025.
Solution: Approval to post and fill vacant slots.
Result: This action will allow the Building Maintenance Parks & Grounds Department to continue to function efficiently and effectively.

b.
Discussion and possible action authorizing the purchasing department to solicit bids for the repair and replacement of the flooring for the newly acquired county building located at 4801 Fesco Blvd.; and any other matters incident thereto.
7.
Civil Legal Division
a.
Discussion and possible to enter into an agreement for the performance period of May 1, 2025, through August 31, 2026, between Webb County and SylogistGov, Inc., by and through the Office of the Attorney General (OAG), Contract No. C-0221. Said agreement is for the Statewide Automated Victim Notification Service (SAVNS) that automates notifications to crime victims; and authorizing the Webb County Judge to execute all relevant documents and any other matters thereto. There is no cash match, and thus, there is no impact on the general fund. [Requested by The Webb County Sheriff's Office, Account Number 2712-3010-001-443000-035]
Issue: In the past decades, many crime victims, such as victims of sexual assault and domestic violence, were unaware if their respective crime perpetrators were able to post bail and be released from the correction's system. In late 1993, one particular victim who had been raped, assaulted, and stalked in Jefferson County was unaware that her former boyfriend had been released and was subsequently ambushed by him after she left work. She was shot seven (7) times at point-blank range and killed on that day, her 21st birthday.
Solution: As a result of community outrage, an automated telephone notification system for crime victims and other concerned citizens was instituted: Victim Information and Notification Every day (VINE) Service. This nationwide system is funded by Texas counties through the Texas Office of the Attorney General (OAG) and is currently utilized by Webb County.
Result: The crime victims of Laredo/Webb County can enroll in this program and will be provided with automated notification upon an offender’s custody status change, such as release, transfer, and/or relevant district court dates.

Discussion and possible action to authorize the County Judge to issue a letter of concurrence to the Foreign-Trade Zones Board, U.S. Dept. of Commerce in support of establishing a usage driven FTZ designation (Minor Boundary Modification), City of Laredo Foreign Trade Zone (F.T.Z.) No. 94 for Uni - Trade Brokers L.C., located at 101 North America Industrial Park, Laredo, Texas 78045, and being 43,489.71 sq. ft of Foreign Trade Zone space (30,077.25 sq. ft. inside the warehouse + 13,412.46 sq. ft. in the patio), within Webb County’s Taxing Jurisdiction. within Webb County’s Taxing Jurisdiction, and any matters incident thereto. [Requested by Kuehne + Nagel Inc./City of Laredo]
b.
Discussion and possible action to authorize the County Judge to issue a letter of concurrence to the Foreign-Trade Zones Board, U.S. Dept. of Commerce in support of establishing a usage driven FTZ designation (Minor Boundary Modification), City of Laredo Foreign Trade Zone (F.T.Z.) Discussion and possible action to accept the declaration of public purpose pursuant to Texas Constitution Article 3 Section 52 for a county donation to LULAC Council #22387 in the amount of $4,000; supporting their continued efforts in Webb County and their Orgullo Latino Legacy Awards scholarship program providing scholarships to low income level students from both LISD and UISD; and authorizing a transfer of funds into promotions account, if necessary, and any other matters incident thereto. [Account #1001-1140-001-463526 (Community Promotions)]
d.
Discussion and possible action authorizing support for Senate Bill 1646 aimed at tackling the issue of copper theft in Texas and Senate Bill 1217 that will help get more Texas communities connected to broadband services by providing tax exemption opportunities on telecommunication equipment; and any other matters incident thereto.
e.
Discussion and possible action to rescind previous court action regarding agenda item #7a. from meeting of December 9, 2024, designating/appointing new members to the Webb County Historical Commission; and authorizing the reinstatement and reappointing, for a two year term effective January 1, 2025, all previously appointed Commissioners; increasing the Commission by an additional two seats and appointing Dr. Alison Hadley and Dr. Ricardo Lozano to fill the newly created seats and any other matters incident thereto.
f.
Discussion and possible action to rescind award to Brighton Group, LLC for the “Construction Management & Consulting Services for Webb County” (RFQ) 2025-008, previously authorized on April 14, 2025 under agenda item #39; and any other matters incident thereto.
9.
Community Action Agency
a.
Discussion and possible action to approve the posting and filling of the following slot, full-time with benefits, to be funded from the Community Service Block Grant (CSBG) Account #2368-5170-521-410000 and the Comprehensive Energy Assistance Program (CEAP) Account #2326-5360-521-410000. This position will be 100% grant funded and there will be no impact to the General Fund. Effective April 28, 2025.
Issue: Slot became vacant as of April 22, 2025.
Solution: Advertise and hire a replacement who possesses the specialized experience and the qualifications necessary for this position.
Result: Filling the position will allow the department to effectively continue the flow of work.

10.
Economic Development
a.
Discussion and possible action to authorize the Economic Development Department to develop and submit a 2025-2035 Webb County Recreation Master Plan for submission to the Texas Parks and Wildlife Department for their approval and authorize the Webb County Judge to appoint a Recreation Master Plan Committee to oversee the development of this plan.
Issue: The existing Webb County Recreation Master Plan is from 2015-2025 and needs to be updated/replaced.
Solution: Appoint a Recreation Master Planning Committee of appropriate size to work in conjunction with the Economic Development staff, oversee progress and provide direction and input into the development process.
Result: To develop a plan to be adopted by the County and submitted to the State for their approval. A state-approved plan will give future project applications additional consideration.
Issue: The existing Webb County Recreation Master Plan is from 2015-2025 and needs to be updated/replaced.

Discussion and possible action to accept a donation of THIRTEEN THOUSAND FIVE HUNDRED DOLLARS ($13,500.00) from the American College of Environmental Lawyers (ACOEL) to implement the Webb County Atmospheric Water Generator Pilot Program, which will provide Fifteen (15) atmospheric water generators and Five (5) years of filters to resident households of colonias adjacent to HWY 59 and Colonia La Presa; and authorizing the County Judge to act as the County's Executive Officer and Authorized Signatory regarding all matters related to the County’s involvement in the Atmospheric Water Generator Pilot Program. It should be noted that this pilot program does require a county in-kind match of NINE THOUSAND EIGHT HUNDRED FORTY-ONE AND TWENTY-SEVEN CENTS ($9,841.27). All necessary documentation has been submitted to the Economic Development Department, and the solicitation aligns with the Webb County Single Point of Contact (SPOC) policies and procedures.
Issue: The residents of colonias adjacent to US HWY 59 and Colonia La Presa lack access to a conventional water system for potable water.
Solution: To accept the donation to implement the Webb County Atmospheric Water Generator Pilot Program for the residents of colonias adjacent to US HWY 59 and La Presa.
Result: If the pilot program results successful, additional projects will be implemented to reach additional homes in colonias adjacent to HWY 59 and Colonia La Presa.
Issue: The residents of colonias adjacent to US HWY 59 and Colonia La Presa lack access to a conventional water system for potable water.

11.
Elections Administration
a.
Discussion and possible action to purchase a PowerEdge R650 Server and a Microsoft SQL Server 2022 Standard license and all related services and hardware required in order to run and maintain Webb County’s Voter Registration and information database run smoother and securer in the amount of $20,462.08 from SHI (Microsoft Licensing) (DIR-CPO-5237) and $26,476.96 from Dell (Server Hardware) (TX-DIR-TSO-3763) for a total amount of $46,939.04 pursuant to the Texas Local Government Code: Sub-Chapter F. cooperative Purchasing Program, Sections 271.101, 271.102 (Cooperative Purchasing Participation) and to further authorize the Webb County Judge to sign all relevant documents and any matters incident thereto. [Account #1001-1110-001-451201(Election Expense)]
Issue: Our new voter Registration Database will require an up to date Server in order to keep voter registration database safe and secure. The Elections Office does not currently have a dedicated secure standalone server for Voter Registration.
Solution: Authorizing the purchase for this new Server and the Microsoft license will make voter Registration data securer while providing a faster and easier voter check-in process on when voting.
Result: Elections Office will have a new dedicated standalone Server and license making the office securer and more efficient with on voter registration, processing and database keeping.

Engineering
a.
Discussion and possible action to approve the use of the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Quantcorp Construction LLC., in an amount not to exceed $72,970.30 for ARPA Project No. 0002-Webb County Southern Fire Station and to further authorize the Webb County Judge to sign any relevant documents; and any other maters incident thereto. [Account #2703-5205-001-474501-101 (Construction in Progress-Southern Fire Station)]
Issue: Work that needs to be done is as follows:

Solution: Consideration to authorize the use of $72,970.30 from the Owner's Contingency allowance funds.
Result: If approved, the Contractor will be authorized to use the Owner's Contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.

Discussion and possible action to approve additional calendar days for Quantcorp Construction LLC., for ARPA Project No. 0002-Southern Fire Station. The Contract Sum will not be increased or decreased; and authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [No impact to the account]
Issue: The following items have impacted the progress of this project:
Solution: Approval of days. The new contract time will be increased by thirty-five (35) days.
Result: Substantial completion date will be from May 5, 2025 to June 9, 2025.
Issue: The following items have impacted the progress of this project:
- Easement paperwork for AEP had to be revised, corrected and then approved by Commissioners Court (4/14/2025).
- Paperwork will be signed and delivered to AEP to schedule for Electrical transformer delivery: 45 calendar days-June 2, 2025.
- Transformer installation and primary line wiring and connection (by AEP).
Solution: Approval of days. The new contract time will be increased by thirty-five (35) days.
Result: Substantial completion date will be from May 5, 2025 to June 9, 2025.

Fire Marshal
a.
Discussion and possible action to authorize the transfer of unit #58-29 - 2023 Ford F150 XL Super-Crew Cab 4x2 - VIN #1FTEW1CP7PKE83634 from the Fire Department to the Fire Marshal’s Office and any other matters incident thereto. [Account #1001-3130-001-462605 (General Fund-Fire Marshall-Administration-Fuel & Lubricants)]
Issue: The Webb County Fire Marshal’s Office requests court approval for the transfer of Unit 58-29 to the Fire Marshal’s Office for operational use by an Investigator.
Solution: Consideration to authorize the approval to transfer county leased unit no longer being used by the Webb County Fire Department to the Webb County Fire Marshal’s Office for official use.
Result: If approved, the vehicle lease records will be updated to reflect the new assignment of leased unit.
Issue: The Webb County Fire Marshal’s Office requests court approval for the transfer of Unit 58-29 to the Fire Marshal’s Office for operational use by an Investigator.

Planning & Physical Development
a.
Discussion and possible action to grant Preliminary and Final Plat Approval to a plat of San Andres Properties Subdivision, being 02.7455 acres out of Porcion 10, Abst. 280., T. Sanchez Original Grantee as described in Vol. 5577, Pg. 537 of the Webb County Deed Records. The area in Webb County’s jurisdiction is only approximately 245 sq. ft., there are no proposed public improvements (ID 14061).
b.
Discussion and possible action to approve the posting and filling of the following #2928, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective April 28, 2025:
Issue: Slot became vacant April 25, 2025.
Solution: Filling the slot will allow the Planning Department to continue to serve the community efficiently.
Result: The Planning Department will have the staff necessary to fulfill its duties to the public.

Discussion and possible action to issue a “Certificate of Compliance with Plat Requirements” to authorize an electrical service connection pursuant to Section 232.029(c)(2), Local Government Code., to an unplatted 2.0 acres out of Abst. 296, Porc. 32 a.k.a. Tract 22-E, Old Milwaukee West Subdivision, as described in Vol. 5442, Pages 872-876 of the Webb County Deed Records (14358).
Issue: Item is a regulatory compliance issue regarding real property development provisions of state law and local regulations with particular emphasis on the Model Subdivision Rules enacted for residential subdivisions. Commissioners Court must certify to certain property conditions before utility service connections may be authorized.
Solution: As reflected in agenda backup, staff has verified compliance matters and recommends the Court’s approval of this certificate.
Result: If approved, applicant may connect property to electrical utility services. If not approved, utility connection to property is prohibited.

Discussion and possible action to authorize the Purchasing Agent to process surplus and/or salvage property in accordance with the Texas Local Government Code, Section 263.152 (Disposition) and to publish notice to the public as per Local Government Code Section 263.153 (Notice) for surplus and/or salvage property being auctioned.
Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as wear and deterioration, damage, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department.
Solution: Authorize the Purchasing Agent to attempt to sell the County surplus or salvage property through public auction, dispose of or destroy property that cannot be sold through public auction because it has been deemed worthless or disposed of through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products and/or donate as permitted by state law.
Result: Generate auction revenue from sale of county property, reduce county expenditures by transferring surplus property to other departments.

Discussion and possible action to authorize the purchase of (2) Cisco IP Phone 8851 – VOIP phone with Cisco Smart Net Total Care-extended service agreement; (1) LEXMARK MX331ADN B&W LASER MULTIFUNCTION PRINTER/REG; (1) LEXMARK MS331 DN B&W LASER PRINTER/REG; and (2) LEXMARK TONER CARTRIDGE YIELD 3,000/REG in the subtotal amount not to exceed $2,000 and to further authorize the funding source from the Technology fund under Article 102.0173 of the Texas Code of Criminal Procedure. Issue: We currently have 18 Cisco IP Phones with over 10 years of use, which are starting to die out. We plan to replace them strategically to avoid depleting the technology fund allowance. Secondly, we need to replace the courtroom multifunction black and white copier/printer, which is experiencing issues. Lastly, our black and white printer backup in the traffic department has stopped working. The last listed printer is used when the main copier is out of commission.
Solution: With the approval of the Commissioner’s Court, we would be able to proceed with these purchases.
Result: Our priority is to provide high-quality customer service, and these technological tools enable us to deliver excellent service.

17.
Isidro "Chilo" Alaniz, District Attorney
a.
Discussion and possible action to enter into an Interlocal Agreement (on behalf of the District Attorney) with Zapata County (for the Zapata County Sheriff) for the loan/transfer of law enforcement equipment (Tasers) for a term of six months commencing on April 28, 2025 with a transfer of the equipment upon the expiration of the agreement and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [No effect on the County budget]
Issue: The Webb Zapata District Attorney desires to loan and transfer certain law enforcement equipment to the Zapata County Sheriff.
Solution: Enter into an Interlocal Agreement to effectuate the loan/ transfer of the equipment.
Result: Effective loan/transfer of equipment to the Zapata County Sheriff.

Discussion and possible action to ratify an amendment to the Inter-Governmental Service Agreement (IGSA)70DCR18DIG00010 and 70CDCR21FIGR00212 in which ICE has adjusted the funds paid to CoreCivic (the owner of the Laredo Processing Center, in Laredo, TX) by entering into a de-obligation agreement for excess funds in the amounts as follows: A decreased from $13,932,339.49 by $186,539.69 to $13,745,799.80; and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. Issue: Due to the terms and requirements of the Sheriff’s Office vehicle leasing agreement, the patrol units are exceeding the warranty conditions as a result of the type of usage, yearly mileage, and the maintenance required by patrol units. The agreement requires that the units be replaced every 2 ½ years or 70,000 miles. The Sheriff’s Office patrol unit’s median mileage is 80,000 miles. This mileage is over the warranty period and at a time when the units begin to experience major repair expenses, such as issues with the electronics, engine or transmission, and air conditioning, in addition to the routine fluids/oil changes, tire rotations, brake maintenance and other repairs, depleting the funds allocated to the Repairs/Maintenance-Vehicle account.
Solution: Transfer of funds to repair and maintain the units in the Sheriff’s Office fleet.
Result: Provide regular maintenance and preventive measures on the Sheriff’s Office units.

Discussion and possible action to approve the attached Resolution for Operation Lone Star Alternative Public Defense Program and an Addendum to the Webb County Indigent Defense Plan and any other matters incident thereto.
Issue: There has been a reduction of all detention facilities that hold illegal aliens that are charged with criminal trespass and a possible reduction of charges of criminal trespass placed on these people. This is mainly due to the new Presidential administration policies.
Solution: The Regional Public Defender's office will continue representation of these offenses moving forward.
Result: Moving forward with the initiative will allow for a more effective and stream-line process for attorney representation.

Issue: Fairgrounds pavilion is rented out to the public for private events. Webb County currently has to rent tables and chairs for these events.
Solution: Purchase 1,000 chairs to accompany the 100 tables already purchased so that we do not have to rent them anymore.
Result: The Webb County pavilion will be fully equipped to continue to lease the pavilion and provide tables and chairs for these private events.
