Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Honorable Monica Notzon, 111th District Court Judge
a.
Discussion and possible action to approve the posting and filling of the following Slot, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective June 23, 2025:
Issue: Post and fill vacant slot 2605 Court Interpreter.
Solution: A request is being made for court approval to fill the vacant position and, as per Agenda Item 13 of the 1/23/2017 Commissioner's Court Meeting, the base salary pay is to begin at $44,000.
Result: The position will be posted and applications will be accepted and screened by the Human Resource Department.

Honorable Victor Villarreal, County Court at Law II
a.
Discussion and possible action to approve a 12-month agreement (effective October 1, 2024 to September 30, 2025) between Webb County for the benefit of the Webb County Court-at-Law II Juvenile Drug Treatment Court Program and Attorney Estella Rodriguez in the amount not to exceed Seven Thousand Forty-Two Dollars ($7,042.00). The services will allow the Juvenile Drug Treatment Court Program participants to have access to legal guidance and legal representation while in the program; as listed and approved on the grant application through Department of Justice O-OJJDP-2023-171678 and authorize the Webb County Judge to sign all relevant documents and any other matters incident thereto. All required documents were sent for review to the Economic Development Department and the acceptance of the grant award is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: Webb County Court-at-Law II established a Juvenile Drug Treatment Court to service area juvenile drug offenders to community resources, including legal and mental health services.
Solution: Effectively service area juveniles through legal guidance and representation.

The services will allow the Juvenile Drug Treatment Court Program to have access to professional mental health services for participants; as listed and approved on the grant application through Department of Justice O-OJJDP-2023-171678 and authorize the Webb County Judge to sign all relevant documents and any other matters incident thereto.All required documents were sent for review to the Economic Development Department and the acceptance of the grant award is compliant with the Webb County Single Point of Contact (SPOC) procedures. Honorable Selina Mireles, Child Protection Court

Discussion and possible action to enter into a one (1) year (June 23, 2025, through June 23, 2026) software and licensing agreement with BizStream regarding the implementation and use of their case management software system for the Texas Emergency Network Diversion (TEND) Court in an amount not to exceed Six Thousand Eight Hundred Twenty-Eight Dollars ($6,828.00), authorizing the County Judge to sign and execute all relevant documents; and any other matters incident thereto. Issue: The TEND Court has been active since 2021, and is in need to have a centralized case management software system for data.
Solution: Digitized the TEND Court current files.
Result: The TEND Court files will be in a more suitable, controlled environment by utilizing this case management software system.

Commissioners Court

Discussion and possible action to, at Texas Department of Transportation’s request, enter into Advance Funding Agreement Amendment #1 with the Texas Department of Transportation to terminate AFA CSJ 0922-33-176 for replacement/rehabilitation of the off the State System Bridge at Espejo Gates Rd at Valenzuela Creek due to project inactivity for over thirty-six (36) months and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Requested by TxDOT]

Community Action Agency
a.
Discussion and possible action to approve the acceptance of Amendment #2 to Contract #61250004368 for the Community Service Block Grant (CSBG) from the Texas Department of Housing and Community Affairs (TDHCA) for program year 2025. This amendment is a grant increase in the amount of Two Hundred Forty-Two Thousand One Hundred Forty-Five Dollars ($242,145.00). This action will not have an impact to the County General Fund. Documentation has been reviewed by Webb County Economic Development Department and is compliant with SPOC policies and procedures. [Account #2368-5170-521 (Grant Revenue)]
Issue: TDHCA has awarded CAA a grant increase under the CSBG Program in the amount of $242,145.00.
Solution: The Court approval of CSBG Amendment #2 will benefit both operations and administrative expenses.
Result: Webb County CAA Social Services will continue to provide direct services to eligible low-income residents of Webb County under the CSBG Program.
Issue: TDHCA has awarded CAA a grant increase under the CSBG Program in the amount of $242,145.00.
Solution: The Court approval of CSBG Amendment #2 will benefit both operations and administrative expenses.

Solution: Advertise and hire a replacement who can assist with the delivery of healthy hot meals to the elderly.
Result: We will be able to continue servicing the elderly with hot healthy meals under the Meals on Wheels and Elderly Nutrition Program.

Economic Development
a.
Discussion and possible action to allow the acceptance of a grant from the Texas Department of Transportation in the amount of $12,463.78 for the 2025 STEP – Operation Slowdown Campaign, effective July 1, 2025, and designate the Webb County Judge as the authorized official in all matters related to this grant, and any other matters incident thereto. This grant requires a 20% match totaling $2,492.76 for fringe benefits. All required documents will be sent for review to the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Mike Villarreal, Constable Pct. 2; Account #1001-1160-001-463903-085 (Federal Matching)]
Issue: Increase effective enforcement and adjudication of traffic safety-related laws to reduce fatal and serious injury crashes and public information and education efforts during the enforcement period.
Solution: Constable Pct. 2 has been awarded a state grant to join forces with other State and Local Law Enforcement Agencies to improve effective enforcement and execution of traffic safety regulations in order to decrease fatal and serious injury collisions, as well as public awareness and education efforts throughout the Enforcement period, in a designated area within Pct. 2.
Result: We will be able to improve the safety of our community for drivers. We will raise awareness about the importance of being a safe driver in our community. If this grant is received, it may result in a reduction in fatal collisions and serious injuries.

Discussion and possible action to authorize the submission of a grant application for a foundation grant in the amount estimated at TEN THOUSAND DOLLARS AND NO CENTS ($10,000.00) as prepared, written, and submitted by the CAA grant writer in collaboration with CAA management and submitted to the Alice Kleberg Reynolds Foundation for general operational support for the Meals on Wheels Program; and, designating the Webb County Judge as the authorized official to execute all relevant documents; and any other matters incident thereto. This grant requires no cash match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: There is often a need for additional services/expanded capacity to serve more impoverished elderly and/or disabled residents of Webb County.
Solution: Proposed supplemental grant application will allow expanded capacity for additional home deliveries of hot, nutritious meals to elderly and/or disabled residents of Webb County, Texas.
Result: CAA’s Meals on Wheels Program will be able to provide additional services.
Issue: There is often a need for additional services/expanded capacity to serve more impoverished elderly and/or disabled residents of Webb County.

Discussion and possible action to approve and ratify a Resolution and Order to submit a grant fund application to the State of Texas, Department of Transportation, regarding the “Texas Department of Transportation SET-ASIDE” Program in the amount of FIVE HUNDRED FIFTY-SEVEN THOUSAND SIX HUNDRED NINETY-NINE DOLLARS ($557,699.00) which can be used for the development of engineering plans, specifications, and the construction of pedestrian sidewalks within the City of El Cenizo, Texas, with a 20% cash match and authorizing the County Judge to execute any and all relevant documents, and any other matters incident thereto. This formal request (Order) shall authorize the County Judge to act as the County’s Executive Officer and authorized representative in all matters pertaining to the County’s participation in this Grant. All grant documents were sent for review through the Economic Development Department and the solicitation is complaint with the Webb County Single Point of Contact (SPOC) procedures.
Issue: A Resolution and Order is required to authorize submission of the grant application.
Solution: Approve the Resolution and Order for the submission of grant application.
Result: Economic Development to submit the grant application to the Texas Department of Transportation.

This formal request (Order) shall authorize the County Judge to act as the County’s Executive Officer and authorized representative in all matters pertaining to the County’s participation in this Grant. All grant documents were sent for review through the Economic Development Department and the solicitation is complaint with the Webb County Single Point of Contact (SPOC) procedures.

Discussion and possible action to accept grant funding and enter into an agreement with the U.S. Department of Housing and Urban Development (HUD) under the Fiscal Year 2024 Economic Development Initiative (EDI) - Community Project Funding (CPF) for the project, El Cenizo Street Improvements Project for ONE MILLION SEVEN HUNDRED SIXTY-SIX THOUSAND TWO HUNDRED SEVENTY-NINE WITH 00/100 ($1,766,279.00). Authorizing the County Judge to sign all relevant documents and any other matters thereto. All required documents were sent for review through the Economic Development Department and the request complies with the Webb County Single Point of Contact (SPOC) procedures. There is no impact on the general fund. This grant award does not require a county cash/in-kind match.

Discussion and possible action to authorize the Economic Development Department to develop and submit a 2025-2035 Webb County Recreation Master Plan for submission to the Texas Parks and Wildlife Department for their approval and authorize the Webb County Judge to appoint a Planning Committee to oversee the development of this plan.
Issue: The existing Webb County Recreational Plan is from 2015-2025 and needs to be updated/replaced.
Solution: Appoint a working/Planning Committee of appropriate size to work in conjunction with the Economic Development staff, oversee progress and provide direction and input into the development process.
Result: To develop a plan to be adopted by the County and submitted to the State for their approval. A state approved plan will give future project applications additional scoring points.
Issue: The existing Webb County Recreational Plan is from 2015-2025 and needs to be updated/replaced.
Solution: Appoint a working/Planning Committee of appropriate size to work in conjunction with the Economic Development staff, oversee progress and provide direction and input into the development process.

Discussion and possible action to ratify a contract extension until September 12, 2025, with the U.S. Department of Agriculture (USDA) - Rural Development (RD) for the Rio Bravo Street Improvements Project, and further authorizing the Webb County Judge to execute all relevant documents and any other matters incident thereto. This amendment will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures.

Discussion and possible action to settle a collision claim with the third party’s insurance carrier, Apollo Managing General Agency (Apollo Claim #2025-04398), for a motor vehicle accident involving a Webb County vehicle; said accident occurred on March 17, 2025, at 8400 Las Cruces Rd. This settlement is proposed to Webb County, as the third party was responsible for rear-ending our county vehicle. Apollo Insurance is reimbursing us for the $4,822.00 in fees the County incurred for the vehicle repairs. Discussion and possible action to settle a property claim with the insurance carrier Network Adjusters, representing Allied World Surplus Lines Insurance Company (Claim #2025014946), related to a motor vehicle accident involving a Webb County unit that occurred on May 21, 2025, at Los Botines South US-83 by accepting the settlement amount of $13,675.50 which will be paid to Enterprise, and the vehicle lease will be terminated.
