Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Honorable Joe Lopez, 49th District Court Judge
a.
Discussion and possible action to approve amended order that had been previously approved by Commissioners Court on January 27, 2025. Commissioners Court had approved an order regarding the Designation of Court Coordinators Pursuant to Texas Government Code 74.101 and Determination of Compensation Pursuant to Texas Government Code 74.104. It was later identified that an employee, who should have been included in the original order, was inadvertently omitted. The amended order has been prepared to correct this oversight and ensure accurate documentation and implementation.

Discussion and possible action to have Commissioners Court receive and file amended FY2025 Special Inventory Tax Fund (2008) budget submitted by the Webb County Tax Assessor-Collector.
Issue: The Tax Assessor-Collector’s Special Inventory Tax Fund budget was $6,000 for FY2025.
Solution: The Tax Assessor-Collector is submitting an amended $54,118 budget for additional expenditure line items for FY2025.
Result: The Tax Assessor-Collector amended budget will allow the Tax Assessor Collector County to reconcile the bank account and submitted the applicable Journals to the County Auditor according to Texas Local Government Code 111.095 Special Funds and 113.008 Reconciliation of Depository Accounts.
Issue: The Tax Assessor-Collector’s Special Inventory Tax Fund budget was $6,000 for FY2025.
Solution: The Tax Assessor-Collector is submitting an amended $54,118 budget for additional expenditure line items for FY2025.

Building Maintenance
a.
Discussion and possible action to approve the posting and filling of the following Slots, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective August 25, 2025.
Issue: Slot #4072 became vacant July 24 and slot #5055 became vacant August 8, 2025.
Solution: Approval to post and fill slots #4072 and #5055.
Result: This action will allow the Building Maintenance and Parks & Grounds departments to continue to function efficiently and effectively.

8.
Business Office
a.
Discussion and possible action to authorize the Budget Officers and Auditors Office to enter and post budget amendments for fiscal year-end transactions necessary to process payment of all invoices dated or services rendered on or before September 30, 2025. Line item transfers are to be determined by the Business Office in coordination with the Auditors Office and presented for ratification.
Issue: Various departments and offices have depleted departmental budgets nonetheless there are invoices pending to be processed that must be paid with FY 2024-2025 funds. Invoices cannot be validated if the accounts are negative.
Solution: In order to timely process and pay invoices, Business Office will identify line items transfers and perform administrative budget amendments as needed to process invoices. A list of invoices pending process due to insufficient funds will be generated and provided to the Budget Officers by the Business Office.
Result: Invoices will be processed and sent to the Auditors for approval.

Honorable Isidro Alaniz, District Attorney
a.
Discussion and possible action to continue paying grant-funded personnel under OOG Grant No. 2466311 Region-2 Border Prosecution Unit Grant (fund 2739), (90) days, until notification about grant continuance award from the Criminal Justice Division by the Office of the Governor, Public Safety Office. All personnel costs will be reimbursed with grant funds. [Fund 2714; Account #1001-1160-001-463903-025]
Issue: Current grant funding expires on August 31, 2025. The Border Prosecution Unit (BPU) Program has not received notice of award for the new grant. Unless this item is approved, personnel working under this grant will not be paid after August 31, 2023.
Solution: Grant a payroll extension effective October 1, 2025 for Personnel working under this grant until award notice.
Result: The Webb County District Attorney’s Office will continue to employ the grant-funded personnel, and will continue to execute its duties against criminal activity.
Issue: Current grant funding expires on August 31, 2025. The Border Prosecution Unit (BPU) Program has not received notice of award for the new grant. Unless this item is approved, personnel working under this grant will not be paid after August 31, 2023.

Discussion and possible action to continue paying grant-funded personnel under the Office of the Texas Attorney General, OAG Grant No. C-00071, Victims Coordinator and Liaison Grant (VCLG), until notification about grant continuation award. All personnel costs will be reimbursed with grant funds. [Fund #2714; Account #1001-1160-001-463903-025]
Issue: Current grant funding expires on August 31, 2025. The Victims Coordinator and Liaison Grant (VCLG) has not received a notice of award for the new grant.
Solution: Grant a payroll extension effective October 1, 2025, through December 31, 2025, for Personnel working under this grant.

Discussion and possible action to authorize the County Judge to issue a letter of concurrence to the Foreign-Trade Zones Board, U.S. Dept. of Commerce in support of establishing a usage driven FTZ designation (Minor Boundary Modification), City of Laredo Foreign Trade Zone (F.T.Z.) No. 94 for Transmaritime, Inc., located at 14213 Transportation Ave., Laredo, Texas 78045, within Webb County’s Taxing Jurisdiction and any matters incident thereto. [Requested by Transmaritime, Inc./City of Laredo]
b.
Discussion and possible action to authorize the County Judge to issue a letter of concurrence to the Foreign-Trade Zones Board, U.S. Dept. of Commerce in support of establishing a usage driven FTZ designation (Minor Boundary Modification), City of Laredo Foreign Trade Zone (F.T.Z.) Discussion and possible action to accept the donation of one (1) 20’ x 8’ metal shipping container currently located on Webb County real property under lease to the U.S. Department of Agriculture (USDA) pursuant to the Texas Local Government Code section 81.032 (Acceptance of Donation). [No Impact on the General Fund]
Issue: USDA has informed Webb County that USDA will no longer continue to lease the approximately two (2) acres of real property off the Mines Road. USDA has indicated to County staff that they will abandon the 20-foot container located on the premises and, as per the lease Agreement, the property will then be turned over to Lessor (Webb County).
Solution: Recommendation is to authorize the acceptance of abandoned property as GSA will declare the shipping container as surplus property and transfer owners through the use of the appropriate GSA form.

Honorable Victor Villarreal, County Court at Law 2 Judge
a.
Discussion and possible action to adjust pay rates for Webb County Court-at-Law II JDTCourt Program Staff associated with Texas Office of the Governor Criminal Justice Division (CJD) DC Specialty Courts Program Grant No. 5091601 and request County Judge to execute all other matters incident thereto. The Fiscal Year 2024-2025 budget includes salary adjustment for the Case Manager slot, and salary adjustment for the Court Juvenile Probation Officer slot. The Case Manager position does not fall under the County’s Wage Plan, and are funded 100% by grant funds. However, the Probation Officer position is under the Webb County general fund. The grant was awarded by TX Office of the Governor to Webb County Court-at-Law II effective November 2024. Positions are also subject to annual evaluations by the Department Head, and are entitled to additional increases under the grant. There will be no impact to the General Fund. All required documents were sent for review to the Economic Development Department and the acceptance of the grant award is compliant with the Webb County Single Point of Contact (SPOC) procedures. All required documents were sent for review to the Economic Development Department and the acceptance of the grant award is compliant with the Webb County Single Point of Contact (SPOC) procedures. The services will allow the Juvenile Drug Treatment Court Program participants to have access to professional counseling, assistance seeking professional guidance and in school advocates through site coordinators; as listed and approved on the grant application awarded by TX Office of the Governor Specialty Courts Grant Program FY 2025 grant number 5091601 and authorize the Webb County Judge to sign all relevant documents and any other matters incident thereto. All required documents were sent for review through Economic Development and the solicitation is compliant with the Webb County single point of contact (SPOC) procedures. The services will allow the Juvenile Drug Treatment Court Program participants to have access to life skills training education, recreation, community involvement, motivational seminars and after school programs through site coordinators; as listed and approved on the grant application awarded by TX Office of the Governor Specialty Courts Grant Program FY 2025 grant number 5091601 and authorize the Webb County Judge to sign all relevant documents and any other matters incident thereto. All required documents were sent for review through Economic Development and the solicitation is compliant with the Webb County single point of contact (SPOC) procedures. All personnel costs will be reimbursed with grant funds.
Issue: Current grant funding expires on August 31, 2025. The DWI and Juvenile Drug Courts Program have not received notice of award for the new grant. Unless this item is approved, personnel working under this said grant will not be paid after August 31, 2025.

Honorable Raul Reyes, Treasurer

Discussion and possible action to enter into an agreement for the installation and implementation of hardware which will include 12 months of software services through Flash Parking, Inc., for the Webb County Parking Access and Revenue Control System in an amount of Fifty-Two Thousand Five Hundred Dollars before applicable taxes ($52,500.00) and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. [Requested by the Honorable Raul Reyes, Webb County Treasurer’s Office, Account Number #3872-7230-001-474501 (Tex-Mex Parking Lot Bond Series 2019A – Construction in Progress – Administration)]

Economic Development
a.
Discussion and possible action to authorize the development and submission of a grant application and resolution to the Texas Parks and Wildlife Department (TPWD) for the 2026 Community Outdoor Outreach Program for an amount not to exceed $100,000; and authorizing the County Judge to serve as the County’s Executive Officer and Authorized Representative in all matters related to Webb County’s participation in the program. There is no match required for this funding opportunity. All required documents were reviewed by the Economic Development Department and the solicitation is in compliance with the Webb County Single Point of Contact (SPOC) procedures.
Issue: Webb County youth face limited access to resources and opportunities that facilitate participation in diverse outdoor recreational activities and meaningful engagement with Texas varied natural environments. This lack of exposure hinders the development of environmental awareness, physical well-being, and appreciation for natural resources among local youth.
Solution: Webb County Commissioners Court authorizes the development and submission of the grant application and resolution.
Result: Provide underserved youth in Webb County the opportunity to experience Texas natural environments, connecting them to nature, promoting their physical and mental well-being, and cultivating environmental stewardship.

Discussion and possible action to continue paying grant-funded personnel under the Office of the Governor Grant No. 4376703, Operation Lone Star (OLS) Grant Program, for a period of ninety (90) days, pending notification of grant continuation award from the Criminal Justice Division, Office of the Governor, Public Safety Office. All personnel costs will be reimbursed through grant funds.
Issue: The current funding under Grant No. 4376703, Operation Lone Star (OLS) Grant Program, is set to expire on August 31, 2025. As of this date, the Criminal Justice Division, Office of the Governor, Public Safety Office, has not issued a notice of award for the subsequent grant cycle. Without approval of this item, personnel currently funded under this grant will be unpaid starting September 1, 2025.
Solution: Authorize a 90-day payroll extension for OLS grant-funded personnel, effective September 1, 2025, through November 30, 2025, to maintain operational continuity. All personnel costs incurred during this period will be submitted for reimbursement upon grant award.
Result: This action will allow the Operation Lone Star Program in Webb County to maintain personnel critical to its mission of deterring and interdicting criminal activity, and supporting ongoing border security efforts, without interruption.
Issue: The current funding under Grant No. 4376703, Operation Lone Star (OLS) Grant Program, is set to expire on August 31, 2025. As of this date, the Criminal Justice Division, Office of the Governor, Public Safety Office, has not issued a notice of award for the subsequent grant cycle. Without approval of this item, personnel currently funded under this grant will be unpaid starting September 1, 2025.

Discussion and possible action to enter into an interlocal agreement with Nueces River Authority to update and enhance floodplain mapping, improve flood risk management and guide future mitigation planning with the County to pay Four Hundred Eighty-Three Thousand Four Hundred Two Dollars ($483,402.00) as part of a required match payable in ten annual installments of Forty-Eight Thousand Three Hundred Forty Dollars and Twenty Cents beginning January 1, 2026, to January 1, 2035 and any matters incident thereto; authorizing the County Judge to sign all relevant documents.
Issue: The County seeks grant funding from the Texas Water Development Board Flood Infrastructure Fund to update and enhance floodplain mapping, improve flood risk management, and guide future mitigation planning recommended by the Amended 2023 Region 13 Nueces Regional Flood Plan.
Solution: Enter into an agreement with the Nueces River Authority where the Authority will assist in seeking grant funding and implementing the recommendations in return for a portion of the grant as consideration.

Result: The Webb County Tax Office will be better equipped to serve the public through an enhanced queuing process and the addition of adequate lobby seating, creating a more organized and welcoming environment for constituents.

Discussion and possible action to approve Contract Amendment No. 002 – Phase II to the Professional Services Contract with Juan Homero Sanchez, Inc. dba JHS Architects, for the Webb County Fairgrounds project in accordance with the Architectural/Engineering (A/E) Professional Services Agreement in the amount of $1,048,315 based on 5% of the estimated CMAR cost of work including Furniture, Fixtures, and Equipment (FF&E) as per the Commissioner’s Court Meeting on March 20, 2025. The additional A/E stipulated fee adjustment is 5% of the additional net project budget of $25M minus Owner Development Costs and prior fees resulting in a net A/E fee basis of $20,966,304. Issue: Overall scope of the Fairgrounds Project has grown to include an additional $25M for Phase II. As stipulated in Article 6.1 of the Agreement, additional fees shall be adjusted in conformity with the significant changes to the Owner’s initial program, size, complexity, schedule, and project budget for the Cost of the Work and FF&E.
Solution: Approve Contract Amendment No. 002 – Phase II so architect fees of 5% of the additional scope can be included in the overall project.
