Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

CONSENT ITEMS
5.
Drug Court Program
a.
Discussion and possible action to continue paying grant-funded personnel under the Office of the Governor, Grant No. 4448103, FY25 Specialty Court Program, Ninety (90) days, until official notification of the grant continuation award is received from the Criminal Justice Division (CJD) and Office of the Governor, Public Safety Office. All personnel costs will be reimbursed with grant funds. [Account 2710-1020-001-41000 (Payroll)]
Issue: Current grant funding expired August 31, 2025. The Adult Drug Court Specialty Program. The Adult Drug Court Specialty Program has not received notice of award for grant renewal, Grant No. 4448104.
Solution: Grant a 90-day payroll extension for personnel working under the grant.
Result: the Drug Court will continue to provide services without interruption.

Discussion and possible action to enter into a one-year (September 10, 2025 through September 9, 2026) contract extension with NEUMO F/K/A GovOS to extend the current Public Records Management Software License and Service Agreement in an amount not to exceed Seventy-Two Thousand Four Hundred Fifty Dollars ($72,450.00) with further action to transfer funds from Accounts #1001-1280-001-460105, #1001-1280-001-460105-020, #1001-1280-001-461000, #1001-1280-001-443000-030, #1001-1280-001-443000-035, #1001-1280-001-444500, #1001-1280-001-432001, #1001-1280-001-470000 to Account #1001-1280-001-443000-110, authorizing the County Judge to execute all relevant documents, and any other matters incident thereto. Issue: The current Public Records Management Software and License Agreement is set to expire September 9, 2025.
Solution: The Commissioners Court approval of a one-year contract extension will allow the Webb County Clerk to continue to efficiently manage its public record system.
Result: The Webb County Clerk will be able to use its public records management system under an extended software management license from NEUMO F/K/A GovOS.

Honorable Isidro Alaniz, District Attorney
a.
Discussion and possible action to authorize the acceptance of a Victim Coordinator and Liaison Grant (VCLG) grant award in the amount of $49,500 for the salaries and applicable fringe benefits for the Crime Victim Advocate and as prepared, written, and submitted by the Webb County Sheriff’s Office Grant Writer; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any type of match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures.
Issue: Victims of violent crime suffer significant financial duress, emotional trauma, and physical injuries. While the State of Texas has set up a system to compensate these victims for their expenses and financial losses due to death, disabling injuries, and emotional trauma utilizing collected court costs from convicted offenders, the victims often must navigate the complex state compensation system and extensively document their benefit eligibility while still under emotional and physical distress.

Economic Development
a.
Discussion and possible action to authorize the submission of a grant application for supplemental meal delivery services to elderly and/or disabled homebound residents of Webb County in the amount estimated at $30,000 as prepared, written, and submitted by the CAA grant writer in collaboration with the Meals on Wheel Program Manager and CAA management to the Texas Department of Agriculture (TDA) for FY 2026 Texans Feeding Texans: Home-Delivered Meals (HDM) Grant Program and designating the Webb County Judge as the authorized official to execute all relevant documents; and any other matters incident thereto. There will be no additional County Match needed. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Guillermo Walls, CAA Director; Grant Fund #2370]

Discussion and possible action to approve the submission of a continuation Rural Law Enforcement Grant (Texas Senate Bill 22) application in the amount estimated at $275,000 to the Texas Comptroller of Public Accounts as developed, written, and submitted by the District Attorney’s Office for salary/fringe benefits; This grant does not require any cash match. [Requested by Honorable Isidro R. Alaniz, District Attorney; Fund #2717]
Issue: District Attorney’s Offices all over Texas are having a hard time retaining and hiring employees due to the competitive salaries in the private sector and other government agencies.
Solution: Use the amount if awarded to pay higher salaries and be able to retain employees
Result: This will allow the District Attorney’s Office to retain and recruit talented employees.

c.
Discussion and possible action to request a contract extension until December 11, 2025, with the U.S. Department of Agriculture (USDA) - Rural Development (RD) for the Rio Bravo Street Improvements Project in order to complete project closeout, and further authorizing the Webb County Judge to execute all relevant documents and any other matters incident thereto. This amendment will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures.
Issue: The contract with USDA-RD expires on September 12, 2025.
Solution: Amend the contract with USDA-RD contract for an additional 90 days.
Result: The project will be successfully closed out within the active performance period.

d.
Discussion and possible action to approve Budget Amendment No. 2 for ARPANGO-0012 Laredo-Webb Neighborhood Housing Services, Inc. DBA NeighborWorks Laredo, a Non-Governmental Organization (NGO) to ensure expenditure of all contract funds is requesting a total of $9,215.48 of their award be transferred withing existing line item as indicated, and authorizing the County Judge to sign all relevant documents and any other matters thereto. All required documents were sent for review through the Economic Development Department and the solicitation complies with the Webb County Single Point of Contact (SPOC) procedures. There is no impact on the general fund. ARPANGO-0012.
Issue: Budget Amendment #1 transferred out monies from line-time "Foundation" in order to align with the actual bid allocation. Neighborworks received credit for the project and testing fees were less than budgeted.
Solution: Amend the budget to align with the current bid allocation.
Result: All expenditures will be expended accordingly.

Discussion and possible action to approve the use of the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Stoddard Enterprise LLC., in an amount not to exceed $2,118.19 for the purchase of Retrofit drains for the Dean Senator Judith Zaffirini Justice Center – Building Envelope and Site Rehabilitation Project; and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)
Issue: The Zurn RD2150 retrofit drains originally scheduled for use at the (9) existing primary drain locations do not have the appropriate length tail-piece. These will be returned with a credit after restocking charges.
Solution: Consideration to authorize the use of $2,118.19 from the owner's contingency allowance funds to purchase (9) 6”dia. OMG Hercules RetroDrain with custom tail-piece length. (additional information is available upon request).
Result: If approved, the Contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. This Contingency Allowance Authorization does not increase or decrease the original contract sum.

Discussion and possible action to enter into a preliminary Engineering Agreement with Union Pacific Railroad for the construction of two At-grade crossings at the proposed Web County Vallecillo Loop Extension Roadway Project, in the amount of $50,000.00; and have the County Judge sign any relevant documents; and any other matters incident thereto. [Account #1001-1130-001-432001 (Professional Service-General Fund)]
Issue: The Vallecillo Roadway Project will affect the railroad’s track, right of way, or operations at or near the project area more particularly described on Exhibit A.
Solution: This agreement will allow Union Pacific to move forward with using their internal engineering forces to design the At-grade crossings. We have completed coordination with them and are moving forward with the design of the roadway.
Result: Union Pacific Railroad agrees to collaborate on the conceptualization and development of the Project in accordance with the terms and conditions of the Agreement and any Federal regulations.

Discussion and possible action to enter into a one (1) year Technical Support and Software Maintenance Renewal agreement with Environmental Systems Research Institute, Inc. (ESRI) under Texas Direct Contract #DIR-CPO-4699 commencing October 1, 2025, through September 30, 2026, to provide software maintenance support for the Geographic Information System (GIS) Mapping and 911 software utilized by the Webb County Planning Department at a cost of TEN THOUSAND, FIVE HUNDRED, FORTY SIX DOLLARS AND SIXTY-FOUR CENTS ($10,546.64), and authorizing the County Judge to sign and execute all relevant documents; and any other matters incident thereto. Discussion and possible action to accept a declaration of public purpose pursuant to Tex. Const. Art. 3 Sec. 52 for the purchase of furniture and supplies and any other matters incident thereto.
Issue: The Public Health Services Department requests authorization to purchase items necessary to furnish the new South Health Facility.
Solution: Authorization by the Commissioners Court is necessary to purchase furniture and supplies.
Result: Authorizing the purchase of furniture and supplies will allow the Public Health Services Department to furnish the new building.

Discussion and possible action to authorize the Purchasing Agent to process surplus and/or salvage property in accordance with the Texas Local Government Code, Section 263.152 (Disposition) and to publish notice to the public as per Local Government Code Section 263.153 (Notice) for surplus and/or salvage property being auctioned.
Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as wear and deterioration, damage, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department.
Solution: Authorize the Purchasing Agent to attempt to sell the County surplus or salvage property through a public auction, dispose of or destroy property that cannot be sold through a public auction because it has been deemed worthless or disposed of through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products and/or donate as permitted by state law.
Result: Generate auction revenue from sale of county property, reduce county expenditures by transferring surplus property to other departments.

Discussion and possible action to accept the rankings and award Competitive Sealed Proposal (CSP) 2025-006 1848 Restaurant & Pavilion Renovation Project to the highest-ranking offeror for the renovations to the Webb County 1848 Fairgrounds located at 7128 E. Saunders St., Laredo, Tx. and to further authorize the County Judge to sign all relevant documents and any other matters incident thereto. [Account #3901-7230-001-474501 (Fairgrounds Project Series 2020)]
Issue: Commissioners Court authorized the formal solicitation of competitive sealed proposals for the renovations to the Webb County 1848 Fairgrounds. Qualified proposals meeting all the requirements were submitted to the evaluation committee for scoring.
Solution: Consideration to award to the best value proposal presented by the Purchasing Agent and as recommended by the Evaluation committee.
Result: If approved, General Counsel will prepare the construction contract for execution by the County Judge as directed by the Webb County Commissioners Court.

Issue: At its February 10, 2025, meeting, the Webb County Commissioners Court authorized the advertisement for Request for Proposal for property and casualty insurance and TPA services pursuant to the Texas Local Government Code, Section 262.030 (Alternative Competitive Proposal Procedures for Certain Goods and Services) (d). The current property and casualty insurance coverage is scheduled to expire on September 30, 2025.

Discussion and possible action to confirm the approval of the following employee benefit items as adopted by the Commissioner’s Court on August 25, 2025, to be effective January 1, 2026; and any matters incident thereto.
Issue: The County’s medical and dental premiums, including employer contributions, may require adjustments to ensure that funding levels align with employee needs and program sustainability.
Solution: Confirm the August 25, 2025, approvals for medical increases in the base plan by 20%-40% and the CDHP plan by a $1-15% increase, a $5 increase on the employee-only dental base plan and an 8% increase on all other dental tiers. Increase the county contribution to the Health Savings Account (HSA) from $600 to $900, increase employer contributions from $840.62 to $1,475.00 per employee per month and increase dental employer contributions from $25 to $27.07 per employee per month, and the implementation of the CVS weight management program. In addition, increase the individual Stop-Loss deductible from $225,000 up to $250,000.
Result: Ensure that Webb County maintains adequate funding levels for employee medical and dental plans, support employees with enhanced contributions, and provides access to additional health and wellness programs.

Public hearing to consider and discuss the Archival Plan for Fiscal Year 2025-2026 or funding of the automation project and the Records Management Plan for preservation services performed by the Webb County Clerk. Discussion and possible action on a Participation Agreement Tax Increment Reinvestment Zone Number One (Downtown Laredo) with the City of Laredo regarding the City’s offer to appoint two County representatives to the TIRZ #1 Board beginning with tax increment for tax year 2025, and continuing until the termination of the Zone on December 31, 2046 and obligating the County to annually contribute to the tax increment fund of the Zone:(i) one hundred percent (100%) of any County tax increment resulting from rollback taxes; and (ii) one hundred percent (100%) of County tax increment attributable to the portion of their respective tax rates attributable to maintenance and operation and any matters incident thereto; authorizing the County Judge to sign all relevant documents.

Discussion and possible action to consider a Chapter 381 Economic Development Agreement between Webb County and Gateway Municipal Utility District No. 1 to jointly finance public improvements within a 3,315 acre service area (development)by contributing 75% of the property tax increment generated by service area (development) beginning with 2026 tax year collections and continue through 2054 or until all reimbursable costs are paid and any matters incident thereto; authorizing the County Judge to sign all relevant documents.
