Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. Civil Legal Division
a.
Discussion and possible action to approve a one (1) year Contract Amendment (October 12, 2025 through October 11, 2026) to the Agricultural Grazing and Hunting Lease (Cuchillas and Lomas Pastures) with James E. Kainer as Lessee, for the total sum of Thirty-Four Thousand Three Hundred Eighty Dollars ($34,380.00) at $15.00 per acre over the lease term with said pasture comprising approximately 2,292 acres, authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. [Receivable to Webb County School Land Fund]
Issue: The Cuchillas & Lomas Pastures (School Lands) were granted to Webb County by the State of Texas with said pastures held in trust on behalf of the School Districts in Webb County. Webb County partly derives income from said pastures by leasing them on behalf of the School Districts.
Solution: James Kainer has been leasing the School Lands off Highway 59 from Webb County; however, said lease is set to expire October 11, 2025. The contract amendment modifies the Lease by extending the lease through October 11, 2026.
Result: Webb County will be getting receivables to the School Lands Funds from Hunting and Grazing activities on said pastures.

No. 94 for Fernando Solis & Associates, LLC, located at 20788 US Highway 83 N, Laredo, Texas, 78045, within Webb County’s Taxing Jurisdiction and any matters incident thereto. Community Action Agency
a.
Discussion and possible action to accept a donation through the Webb County Meals on Wheels Sponsor a Meal Program from La India Packing Company ($400) and proprietors Carlos ($400) and Elsa Arguindegui ($400) for a total amount of One Thousand Two Hundred Dollars ($400 x 3 checks=$1,200) as per Texas Local Government Code 81.032 (Acceptance of Donation) for the Webb County Community Action Agency’s Meals on Wheels Program; and any other matters incident thereto. The Webb County Community Action Agency/Meals on Wheels Program currently intends to use these unrestricted funds for the acquisition of needed bulk food; and any other matters incident thereto. Issue: The Webb County Community Action Agency (CAA) received three (3) different, individual checks of $400 from La India Parking Company (1) and its two (2) individual proprietors for the total amount of $1,200 ($400 each x 3 checks).
Solution: This donation will provide supplemental but needed funding for the Webb County CAA’s Meals on Wheels Program operations.
Result: The Webb County CAA will be able to utilize these funds for operations in order to continue to serve the needs of the local community and its citizens.

Discussion and possible action to approve and enter into an Agreement, Contract #61250004522 for the Community Services Block Grant (CSBG) State discretionary Funds from the Texas Department of Housing and Community Affairs (TDHCA) for PY-2025, in the amount of Two Thousand Dollars ($2,000.00) and authorizing the County Judge to sign all relevant documents. The contract shall commence on September 01, 2025 and shall end on March 31, 2026. This action will not have an impact on the General Fund. Documentation has been reviewed by Webb County Economic Development Department and is compliant with SPOC policies and procedures.
Issue: TDHCA has awarded CAA a grant increase under the CSBG Program in the amount of $2,000.00 to be used for the purchase of a Client Tracking System.
Solution: Accept the Grant State discretionary Funds to continue the payments for the current Client Tracking System.
Result: Webb County CAA will continue to intake applications through the client tracking system, offering an accurate and timely process for intake and reporting.
Issue: TDHCA has awarded CAA a grant increase under the CSBG Program in the amount of $2,000.00 to be used for the purchase of a Client Tracking System.
Solution: Accept the Grant State discretionary Funds to continue the payments for the current Client Tracking System.
Result: Webb County CAA will continue to intake applications through the client tracking system, offering an accurate and timely process for intake and reporting.
c.
Discussion and possible action to enter into a two (2) year software and licensing agreement between Webb County, for the benefit of the Webb County Self-Help Center, and MyTurn, a software platform for lending libraries that manages inventories, memberships, loans/checkouts, reservations and user analytics in the amount of Four Thousand Forty Dollars $4,040.00, and authorizing the County Judge to sign and execute all relevant documents; and any other matters incident thereto. [Account #2533-6360-521-443058-005]
Issue: The Self-Help Center Tool Lending Library currently uses a manual checkout process and intends to implement a digitized system with the objective of improving inventory control, monitoring of tool checkouts, colonia resident membership management, and the generation of demographic of usage analytics reports.
Solution: Enter into agreement with MyTurn to provide software and services to improve record management usage reports and inventory tracking.
Result: Enhance the efficiency and effectiveness of the Tool Lending Library's operations.

Honorable Isidro Alaniz, District Attorney
a.
Discussion and possible action to continue paying grant-funded personnel under OCDETF for work performed until notification or up to Ninety (90) days and allocation of funds by the grant award from the U.S. Department of Justice Drug Enforcement Administration. All personnel costs will be reimbursed with grant funds. [Fund #2587-2260-001-413000]
Issue: Current grant funding expired on September 30, 2025. The D.A.’s Office has not received notice of award for the new grant. Unless this item is approved, personnel working under this grant will not be paid after September 30, 2025.
Solution: Grant a payroll extension effective October 1, 2025.
Result: The Webb County District Attorney’s Office will continue to employ the grant-funded personnel, and will continue to execute its duties against criminal activity.

Discussion and possible action to authorize the sale of one (1) Sig P320 Serial No 58A167480 handgun to retiring DA Investigator Michael Wu in the amount of $1 pursuant to the Texas Government Code; §614.051 (PURCHASE OF FIREARM BY HONORABLY RETIRED PEACE OFFICER) and any other matters incident thereto. Investigator Michael Wu will be honorably retiring on September 30, 2025 with 8 years and 1 month of service as a peace officer in the District Attorney’s Office.
Issue: Peace Officer is retiring on September 30, 2025, and the District Attorney would like to present his gun to him as a show of appreciation to his 8 years and 1month of service to the District Attorney’s Office. The Texas Government Code §614.051 permits government entities to sell the issued weapon that was assigned to the peace officer.
Solution: Authorize the sale of subject weapon to the honorably retired peace officer in accordance with Texas Gov. Code requirements.
Result: The peace will get the firearm presented to him as a token of appreciation.
Issue: Peace Officer is retiring on September 30, 2025, and the District Attorney would like to present his gun to him as a show of appreciation to his 8 years and 1month of service to the District Attorney’s Office. The Texas Government Code §614.051 permits government entities to sell the issued weapon that was assigned to the peace officer.
Solution: Authorize the sale of subject weapon to the honorably retired peace officer in accordance with Texas Gov. Code requirements.
Result: The peace will get the firearm presented to him as a token of appreciation.
10.
Economic Development
a.
Discussion and possible action to request a 12-month extension to the U.S. Department of Justice for the Justice for Families Grant #15JOVW-22-GG-00225-JFFX extending the grant period through October 31, 2026, in order to ensure full utilization of remaining funds and completion of project objectives and authorizing the County Judge to sign all relevant documents and any other matters thereto. This request will have no impact on the general fund. All required documents were reviewed by the Economic Development Department and the solicitation is in compliance with the Webb County Single Point of Contact (SPOC) procedures.
