COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.

Auditor
a.
Discussion and possible action to approve the carryover budget under the Neighbor-to-Neighbor Donation fund Account #2924-5170-521-431002 (N2N Administrative Expense) and #2924-5170-521-441205 (N2N Utilities) to FY 2026 in the amounts of One Hundred Eighty Dollars and Ninety-Four Cents ($180.94) and Four Thousand Eight Hundred Sixty-Six Dollars and Twenty-One Cents ($4,866.21), respectively. [Requested by Community Action Agency]
Issue: Year end balances must be carried over to continue providing services to qualified individuals through the end of the calendar year.
Solution: Approving the budget will allow Webb County to continue to access and utilize these funds during the new, current fiscal year.

Utilities, Two Thousand, Four Hundred Eighty-One Dollars and Seventy-Three Cents ($2,481.73) under account 2923-5170-521-441210 - S.S. Utilities, and One Hundred Eighty-One Dollars and Eighteen Cents ($181.18) under account 2923-5170-521-441211 - EF&S Services. [Requested by Community Action Agency]

Discussion and possible action to enter into a Master Services Agreement for Real Estate Appraisal Services with Flato Reality Advisors, LLC, who was selected as one of the top three ranking respondents to the Request for Qualifications 2025-016 in accordance with Texas Government Code - Professional Services Procurement Act to be used on a rotational and as-needed basis for a three (3) year performance period; authorizing the County Judge to execute all relevant documents, and any other matters incident thereto. Issue: These professional services will be on a rotation and as needed basis, subject to talk orders approved by the Governing Body.

Discussion and possible action to approve Work Authorization #1 for Surveying Services with Top Site Civil Group, LLC in the amount of FOUR THOUSAND DOLLARS ONE HUNDRED DOLLARS ($4,100.00) for the preparation of a boundary survey of approximately five acres that encompasses a salt water disposal site on the Webb County School Lands (Cuchillas and Lomas Pastures) off Highway 59 and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. Issue: Mid-River Midstream, LLC currently operates a salt water disposal site on the School Lands off Highway 59 (Cuchillas and Lomas Pastures). The surface acreage is currently under lease to Grandsolar Texas Two, LLC for solar development. There is a tacit agreement between Grandsolar Texas Two, LLC and Webb County to excise five (5) acres from the current lease with Grandsolar.
Solution: Enter into Work Authorization #1 with Top Site Civil Group, LLC to do a boundary survey of the salt water disposal site in order to amend the current GrandSolar Texas Two, LLC surface lease to excise 5 acres from said lease.
Result: Salt Water Disposal site will be properly surveyed for operations.

Discussion and possible action to enter into Work Authorization #1 with Ardurra Group, Inc. for a Phase I Environmental Service Assessment (ESA) for two adjoining properties located at 5102 U.S. 59, a 10.78 acre Vacant Commercial Tract, and Casablanca Ballroom, located at 5064 E. Saunders Street, Laredo, Texas for an amount not to exceed $7,300.00 in accordance with the Master Contract for Environmental Services and any other matters incident thereto. Issue: Webb County is in the process of purchasing the properties identified (AKA Casa Blanca Properties), a Phase I ESA is recommended to ensure that due diligence is conducted to determine if any hazardous substances and/or other contaminants may or may not be present.
Solution: Consideration to authorize work authorization #1 with Ardurra Group, Inc., the Phase I ESA will provide information to the Governing Body to make a final determination if the property is safe and suitable for its planned use.
Result: If approved, the work authorization will be executed and a Purchase Order for the approved professional services will be issued. The Phase I ESA report will be completed in 25 days from NTP.

Honorable Isidro Alaniz, District Attorney
a.
Discussion and possible action to renew the commercial space lease agreement with Peter Tsai, Lessor and Webb County District Attorney’s Office as Lessee, for a twelve (12 Mo.) term, at a monthly rental rate of $9,500 per month, with a renewal option. The warehouse space is 17,526 sq. ft., subject to annual budgetary appropriations. [Account #2162-2260-001-457006 (Forfeiture Funds)]
Issue: The Webb County District Attorney’s Office needs space to hold seized evidence.
Solution: Enter into a lease agreement.
Result: The Webb County District Attorney’s Office will have enough space to safeguard all evidence.

Community Action Agency
a.
Discussion and possible action to approve the posting and filling of the following slot to be funded from the Community Services Block Grant (CSBG) and Comprehensive Energy Assistance Program (CEAP) grant funds subject to any applicable Civil Service guidelines, effective October 27, 2025; and any other matters incident thereto. This position will be 100% grant funded; and, thus, there will be no impact to the General Fund. [Grant Account #2368-5170-521-410000 (CSBG) & #2362-5150-521-410000 (CEAP)]
Issue: Currently, there is a vacant caseworker position.
Solution: Seek authorization from the court to post and fill the vacant slot.
Result: The position will be filled and, thus, allow the department to effectively continue to serve the clients and citizens of Webb County.

Discussion and possible action to enter into a Memorandum of Understanding (MOU) between Webb County Community Action Agency and Community Action Corporation of South Texas (CACOST) to support the need for Weatherization Program assistance to the residents of Webb County. This agreement shall commence on January 1, 2026 and end December 31, 2027. No impact to the general fund.
Issue: These MOU agreements are a requirement by the Texas Department of Community Affairs (TDHCA) for the implementation of its grant programs.
Solution: Enter into an MOU with CACOST as part of its referral network in order to provide services to Webb County residents in need of weatherization services.
Result: Webb County CAA will continue to meet TDHCA requirements to secure funding for its grant programs.
Issue: These MOU agreements are a requirement by the Texas Department of Community Affairs (TDHCA) for the implementation of its grant programs.

Economic Development

Discussion and possible action to authorize the submission of a grant application for a My Community Investment grant in the amount estimated at Ten Thousand Dollars and No Cents ($10,000.00) as prepared, written, and submitted by the CAA grant writer in collaboration with CAA management and submitted to the H-E-B Foundation for grant funds for turkey vouchers for the clients of the Meals on Wheels Program; and, designating the Webb County Judge as the authorized official to execute all relevant documents; and any other matters incident thereto. This grant requires no cash match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Result: CAA’s Meals on Wheels Program will be able to provide additional services.

Discussion and possible action to approve the submission of the FY2026 Bullet-Resistant Components for Law Enforcement Vehicles grant application (5635301) to the Office of Governor (OOG) in the amount up to $840,000 to equip motor vehicles used by peace officers with bullet resistant components such as windshields, side and rear windows and door panels; and authorizing the County Judge to execute all relevant documents; including the resolution, and any other matters incident thereto. This grant does not require any kind of match and will have no impact on the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. [Requested by Sheriff Martin Cuellar]
Issue: The safety of peace officers operating county law enforcement vehicles is at risk due to the absence of bullet-resistant protection in existing fleet units.
Solution: The Commissioners Court hereby authorizes the submission of the FY2026 Bullet-Resistant Components for Law Enforcement Vehicles grant application to pursue grant funds to equip vehicles used by peace officers with bullet-resistant components.
Result: Upon approval and award of this grant, the Webb County Sheriff’s Office will enhance officer safety and operational resilience by outfitting patrol vehicles with bullet-resistant materials, reducing the risk of injury or death from ballistic threats while performing official duties.

Discussion and possible action to accept grant #2466312 titled Region 2-Border Prosecution Unit from the Office of the Governor Public Safety Office Homeland Security Grants Division in the amount of $2,609,825.00 with a performance period from September 1, 2025 to August 31, 2027; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require matching funds. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Isidro R. Alaniz, District Attorney Fund #2739-2260]
Issue: There is a need for additional resources to prosecute misdemeanor and felony cases, provide technical assistance and training to law enforcement agencies that operate within the Texas-Mexican Border area.
Solution: Authorize the acceptance of the grant award.
Result: The District Attorney’s Office will have an opportunity to receive additional resources that will aid in deterring and combating criminal activity within the Texas-Mexican Border.
Issue: There is a need for additional resources to prosecute misdemeanor and felony cases, provide technical assistance and training to law enforcement agencies that operate within the Texas-Mexican Border area.
Solution: Authorize the acceptance of the grant award.

Engineering
a.
Discussion and possible action to approve the use of the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Midas Contractors LLC., in an amount not to exceed $25,120.00 for additional Architectural services to design two (2) new parking lots for ARPA Project No. 0008 – Community Action Agency Administration, Social Services and Meals on Wheels Facility Project and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. [Account #2703-5205-001-474501-106 (Meals on Wheels Facility)
Issue: The additional parking spaces are needed for customers. These services will include; Programming/Schematic Design/Design Development, Construction Documents and Construction Phase.
Solution: Consideration to authorize the use of $25,120.00 from the owner's contingency allowance funds to: Scope for additional services includes the design of two (2) new parking lots. One parking lot at the existing Rotunda and another north of the Community Action Agency building. There will be a total of 29 parking spaces. 16 parking spots at the Rotunda location and 13 spots north of the building. Also, as part of the project there will be a new walkway from the existing building to the existing basketball court. The walkway will need to include a culvert in order to keep the drainage ways that exist in the site. A survey will also be included for the additional site components.
Result: If approved, the Contractor will be authorized to use the owner's contingency amount as approved by Commissioners Court. There will be no increase or decrease to the original contract sum.

Discussion and possible action to accept donations from various entities in the total amount of $2,865.00, as per Texas Local Government Code 81.032 - Acceptance of Donations and Bequests for the donation. Donations were received from several local businesses for Fire Safety Material for the children of the community.
Issue: Donations were received from the following businesses: KC Columbus Association, Laredo Fire Department Federal Credit Union, Iglesia Cristiana Misericordia, Gateway Core Equity LTD, Powell Watson, Bricks & Tile, and Alpha-Omega Electrical Service LLC. For a total of $2,865.00, for Fire Safety Material for the children of the community.

Discussion and possible action to reappoint Mr. Marc Gonzalez as Civil Service Commissioner for a two-year term, commencing November 13, 2025, through November 13, 2027, and any other matters incident thereto.
Issue: Commissioner Marc Gonzalez’s current term will expire on November 13, 2025. A full Commission is necessary to carry out duties, hold hearings, and render decisions in a timely manner.
Solution: Reappointing Commissioner Gonzalez will help maintain a quorum, which is required for the Civil Service Commission to conduct official business in accordance with its rules and responsibilities.
Result: The reappointment will ensure the Civil Service Commission continues to operate smoothly and efficiently, providing stability, continuity, and effective oversight for this important function.

Discussion and possible action to authorize an exception for a one-time credit card charge not to exceed One Thousand One Hundred Forty-Seven Dollars ($1,147.00) for the purchase of a five-year SSL certificate subscription for Webb County–related domains, utilizing the Webb County credit card, and any other matters incident thereto. [Account #1001-1280-001-443000-110 (Repairs & Maintenance – Software)]

Webb County Court-at-Law II DWI and Juvenile Drug Treatment (JDT) Courts were not awarded continuation funds under the Office of the Texas Governor (OOG) Specialty Courts Grant Program for FY 2025. On October 9, 2025, Webb County Court-at-Law II received an unfunded notice for Grant Nos. 5091602 (DWI Court) and 5091202 (Juvenile Drug Treatment Court). These grants were intended to continue services previously established through Grant Nos. 5091601 and 5091201, awarded in November 2024, which created four personnel slots under the Specialty Courts. The affected positions are DWI Court Case Manager – slot #4102 Full-Time, DWI Court Administrative Assistant – slot #4101 Part-Time, Judicial Communications Specialist – slot #4100 Full-Time, Juvenile Drug Treatment Court Administrative Assistant – slot #4099 Full-Time. The recommendation, if approved, is to place the two full-time employees under the wage plan grade 16, step I which is like the court coordinator. The part-time position would not be part of the wage plan. The request is that Webb County fund three (3) of the four positions that lost state funding:
