COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.

Auditor
a.
Discussion and possible action to approve the carryover budget under the CAA Meals on Wheels Donation Account to FY 2026 in the amount of Twenty-Four Thousand, Two-Hundred Ninety-Eight Dollars and Sixty-Seven Cents ($24,298.67) account #2371-5150-357270. [Requested by Community Action Agency]
Issue: Year end balances must be carried over to continue providing services to qualified individuals through the end of the calendar year.
Solution: Approving the budget will allow Webb County to continue to access and utilize these funds during the new, current fiscal year.
Result: The carryover approval will allow for the continuation of services through the end of the current fiscal year.

Discussion and possible action to accept a declaration of public purpose pursuant to Tex. Const. Art. 3 Sec. 52 for the purchase of Totes, Water Bottles, Lip moisturizers, Twist Chill Fans, Tally Books for the benefit of the children of Webb County and Community of Pct. 2; and any other matters incident thereto.
Issue: The Commissioner Pct. 2 Department requests authorization to purchase Totes, Water Bottles, Lip moisturizers, Twist Chill Fans, Tally Books for school events that is necessary for the benefit of the children of Webb County and community of Pct. 2.
Solution: Authorization by Commissioners Court is necessary to approve said purchase.
Result: Authorizing the purchase of these items will better serve the children of Webb County and community of Pct. 2.
Issue: The Commissioner Pct. 2 Department requests authorization to purchase Totes, Water Bottles, Lip moisturizers, Twist Chill Fans, Tally Books for school events that is necessary for the benefit of the children of Webb County and community of Pct. 2.

Discussion and possible action to approve Work Authorization #1 for Surveying Services with Top Site Civil Group, LLC in the amount of THREE THOUSAND NINE HUNDRED DOLLARS ($3,900.00) for the preparation of boundary surveys for the following properties which will be rehabilitated/reconstructed under the Community Action Agency Self Help Center Program: (1) 616 Morales, El Cenizo, Texas, (2) 3509 Reyes, El Cenizo, Texas, (3) 512 Rio Hudson, Rio Bravo, Texas, (4) 1531 Margarita Lane, Rio Bravo, Texas, and (5) 1207 Paseo de Tiber, Rio Bravo, Texas, and as required by Title 10 Texas Administrative Code, §20.10 and Texas Department of Housing and Community Affairs State Grant Number CSH-23-0520, and authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. Honorable Guadalupe Gomez, Constable Pct. 1
a.
Discussion and possible action to approve an Agreement for one year (October 1, 2025 – September 30, 2026) between the United States Department of Justice, Drug Enforcement Administration (DEA) and Webb County Constable Pct. 1 in the amount of $22,155.25, to fund Account #2583-3150-001-413000 and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. There will be no financial impact to the general fund, as FLSA pay, and fringe benefits will be paid through State Forfeiture Fund 2181 in the total amount of $5,116.00. [Fund #2181 (Forfeiture funds)]
Issue: Collaboration between federal, state and local law enforcement agencies is necessary to pursue and dismantle organized crime organizations along Webb County and the state of Texas.
Solution: Accept federal assistance to continue local participation in Join Operations under the Organized Crime Drug Enforcement Task Forces Program.
Result: Disruption of organized crime activity along the Texas border and in Webb County.
Issue: Collaboration between federal, state and local law enforcement agencies is necessary to pursue and dismantle organized crime organizations along Webb County and the state of Texas.

Discussion and possible action to enter into an Electronic Recording Agreement with Hopdox, LLC to provide electronic recording services between Webb County acting by and through the Webb County Clerk’s Office and various title insurance companies, attorneys, mortgage bankers, full-service banks, and/or other trusted entities as provided under Chapter 195 of the Local Government Code which allows to submit electronic documents for recording in the Official Public Records of Webb County, Texas; authorizing the Webb County Judge to execute all relevant documents and any matters incident thereto. [No Fiscal Impact on Webb County)]
Issue: Webb County desires to provide for the electronic recording of real estate, business records, and other legal documents in the Webb County Clerk’s Office, which will allow for the office to provide a faster and more highly efficient method for title insurance companies, attorneys, mortgage bankers, full-service banks, and/or other trusted entities and organizations to prepare, sign, transmit and pay for the recording in electronic format legal documents, which shall be considered an “original” record of the transaction in substitution for, and with the same intended effect as, paper documents as such documents will bear a digital or electronic signature, while still allowing for paper documents bearing handwritten signatures to also be electronically recorded.

Discussion and possible action to Rescind the action taken by the Webb County Commissioners Court at its meeting of July 28, 2025 to award Request for Proposal (RFP) 2025-004 “Webb County Clerk Record Management Software-3 Year Contract” to Fidlar Technologies, Inc. and award to Tyler Technologies and any matters incident thereto. [No Effect on County Budget as RFP award is being rescinded]
Issue: On May 12, 2025, the Webb County Commissioners Court authorized the Purchasing Agent to advertise Request for Proposals for software services being requested by the Webb County Clerk pertaining to Record Management of its land and official public records. At its July 28, 2025 meeting, the Court awarded RFP 2025-004 to Fidlar Technologies, Inc. Webb County Clerk has raised concern with awarded vendor being able to timely implement their services as the current land management software provider contract with Webb County will expire within the next six months.
Solution: Rescind the award to Fidlar Technologies, Inc. who were awarded RFP 2025-004 and select a different provider, Tyler Technologies, who also had submitted a proposal to RFP-2025-004.
Result: Rescind award of RFP 2025-004 to Fidlar Technologies.

Discussion and possible action to approve a professional services agreement (September 30, 2025 September 29, 2026) between Webb County Veterans Treatment Program and Cordant Forensic Solutions for drug testing services at costs that are outlined and defined per service as set forth in the agreement funded by SAMHSA Grant No. 1H79TI087234-02 for 12 months of service; authorizing the County Judge to sign all relevant documents and any other matters incident thereto. Issue: Drug testing services for the Veterans Treatment Court requires authorization by the Commissioners Court.
Solution: Approval of the Contractual Services will allow the program to drug test participants as required by SAMHSA Funding Agency.
Result: The Veterans Treatment Program will be able to continue to provide services and operate fully as a treatment program.

Economic Development
a.
Discussion and possible action to authorize the acceptance of a grant award for the Fiscal Year 2026 Violence Against Women Justice and Training (VAWA) Grant #3521808 from the Office of the Governor, in the amount of $10,000.00, for training and supplies for investigators and patrol officers working at the Webb County Sheriff’s Office serving victims of violent crimes against women; to authorize the County Judge to execute all relevant documents. This grant requires a thirty percent (30%) cash match, or $3,000.00, which will be met by the Webb County Sheriff’s Office through state forfeiture funds. Therefore, this grant will have no impact on the General Fund. All required documents were submitted to the Economic Development Department and found to be in compliance with the Single Point of Contact (SPOC) policy. Issue: Violence against women is a critical issue globally, encompassing physical, sexual, emotional, and economic abuse. It includes domestic violence, sexual assault, human trafficking, and exploitation. Rooted in gender inequality and harmful cultural norms, it often goes unreported due to fear or lack of support. Effective solutions require stronger laws, education on gender equality, and better resources for victims to help prevent and address these crimes.
Solution: Accept this grant award that aims to improve the tools, techniques, and training for investigators handling cases of domestic violence, sexual assault, dating violence, and stalking. This includes those who respond to calls for assistance, conducting victim interviews, completing incident reports, offering victim referrals to service providers, initiating arrests of perpetrators, preparing cases for prosecution, and preparing testimony and evidence for trial.
Result: Enhanced capabilities for local law enforcement responders, including advanced investigative techniques to address emerging criminal trends like cyberstalking and enhance the effectiveness of law enforcement responses to the needs of victims of violent crime.

Discussion and possible action to accept a FY 25 Truancy Prevention and Intervention Program grant in the amount of $16,541.54 from the Office of the Governor as developed, prepared, written and submitted by the Justice of the Peace, PCT.4 in conjunction with the CAA Grant writer to continue to divert at-risk truant juveniles from entering into the criminal justice system, and designating the Webb County Judge as the authorized official; and any other matters incident thereto. This grant requires no matching and/ or in-kind requirements; and, furthermore, the difference in salary and fringe benefits will be paid from Account #2014-2180-001-410000 (Juvenile Case Manager fund). Thus, there is no impact to the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. Issue: Truancy can be considered a gateway to juvenile delinquency and is a nationwide problem that negatively affects not only the delinquent youth and their families but also adversely impacts schools, neighborhoods, and the local community at large. In addition, youth at-risk for juvenile delinquency who enter into the juvenile justice system tend to face limited future career, educational, and other socio-economic prospects, especially in the South Texas area.
Solution: Grant award to continue to provide prevention, diversion, and intervention strategies through the court of the Justice of the Peace, Precinct 4 in Laredo/Webb County area.
Result: Increased focus on diversion strategies to steer at-risk juveniles from the juvenile and criminal justice system.

Discussion and possible action to approve an updated Memorandum of Understanding (MOU) between Webb County (the Webb County Sheriff’s Office Safe Haven Program, the 406th District Court) and Casa Misericordia Domestic Violence Shelter to reflect the appointment of the new presiding judge of the 406th District Court. This update revises the previously approved MOU authorized by Commissioners Court on February 14, 2022, which established the partnership required under the Justice for Families/Safe Haven Grant Program through the U.S. Department of Justice, Office on Violence Against Women (OVW). All other terms and conditions of the MOU remain unchanged.
Issue: The Justice for Families/Safe Haven Grant Program requires a current and valid MOU documenting collaboration among partner agencies. Due to a change in judicial leadership in the 406th District Court, the MOU must be updated to accurately reflect the current presiding judge and ensure compliance with OVW grant requirements.
Solution: Approval of the revised MOU will ensure Webb County remains in compliance with federal grant documentation standards and will continue to support the coordinated efforts of the Casa Misericordia Domestic Violence Shelter, the 406th District Court, and the Webb County Sheriff’s Office in addressing domestic violence in the community.
Result: This action maintains the integrity of the existing partnership, ensures uninterrupted program operations under the Justice for Families/Safe Haven Grant, and continues providing comprehensive services to victims of domestic violence, sexual assault, dating violence, and stalking in Webb County.

Discussion and possible action to authorize the Economic Development Department to develop and submit the 2026-2027 Fund for Veterans' Assistance (FVA) Veterans County Service Officer (VCSO) Funding Opportunity to the Texas Veterans Commission (TVC) in an amount not to exceed One Hundred Seventy-Six Thousand Dollars ($176,000.00). These grant funds will extend current transportation services for grant budget period September 1, 2026 through August 31, 2027. Which we offer to Webb County veterans and their families, and authorizing the Webb County Judge to execute all relevant documents on this application. This grant does not require in-kind or cash match commitment. The Webb County Veteran Service Office has provided all the necessary documentation to the Economic Development Department for review. The solicitation is in compliant with Webb County Single Point of Contact (SPOC) procedures. This action will have no impact on the General Fund. [Requested by David Garza, Veteran’s Office]

Solution: Approval of Letter of Intent will allow for the submittal application of the Texas Veterans Commission Grant for Veterans County Service Officer Funding Opportunity, which will enable funding for continued services.

Discussion and possible action to authorize the Webb County Judge to sign a resolution in support of the FY25 Supporting Border Crisis Response and Enforcement grant application to the Office of the Governor in the amount of $1,000,000.00 for the purpose of upgrading the current VHF P25 5-site Simulcast radio communication system. This grant does not require a cash match and will not impact the General Fund. All required documents have been submitted to the Economic Development Department and have been reviewed for compliance with the Single Point of Contact (SPOC) policy. Issue: Webb County’s current VHF P25 5-site simulcast radio communications system does not provide full coverage across the county’s 3,300+ square miles. In particular, the FM 1472/Mines Road area, an active zone for immigration enforcement and border security, suffers from poor radio communications due to its location between two existing tower sites. This gap hinders critical interoperability among multiple local, state and federal public safety agencies operating in the region.
Solution: A $1,000,000 grant would fund the addition of Motorola P25-compliant equipment to a new tower site in the FM 1472/Mines Road area. The agreement was originally set to expire in August 2025; however, due to lack of funding, the program was temporarily paused effective July 1, 2025, and resumed on November 11, 2025, through December 31st, 2025. This extension will allow the continuation of the program, which provides job training opportunities for senior citizen volunteers at no cost to Webb County, and authorizes the Webb County Judge to execute all relevant documents and any other matters incident thereto.

Discussion and possible action to enter into an Interlocal Agreement for Cooperative Water Sampling and Blending Analysis with the City of Laredo and Legacy Water Supply Corporation to evaluate the quality, compatibility, blending potential, and treatment characteristics of groundwater from deep Carrizo Aquifer wells and surface water from the Rio Grande River sources from facilities operated by the Parties for a total estimated cost of Fifty Thousand Six Hundred Eighty-Three Dollars ($50,683.00) to be divided three ways amongst the parties being Sixteen Thousand Eight Hundred Ninety-Four Dollars and Thirty-Three Cents ($16,894.33) each and any matters incident thereto; authorizing the County Judge to sign all relevant documents. Issue: Legacy Water Supply Corporation wants to evaluate the quality, compatibility, blending potential, and treatment characteristics of groundwater from deep Carrizo Aquifer wells and surface water from the Rio Grande River sources from facilities operated by the City of Laredo and Webb County.

Discussion and possible action to authorize staff to initiate discussions with representatives of water rights owners to purchase municipal water rights for the Webb County Utility and any matters incident thereto. [No effect on budget at this time]
Issue: Development is expected to increase in south Webb County over the next decade requiring the County Water Utility to provide additional water and wastewater connections and affecting the County's water availability.
Solution: Acquire additional water rights.
Result: The County will have sufficient water rights to provide potable water for the anticipated growth.

Discussion and possible action to authorize the Purchasing Agent to donate surplus used copiers to local civic or charitable organizations qualified under the Texas Local Government Code §263.152, subject to the organization assuming all transfer-related costs and signing any required property transfer/donation documentation required by Webb County and any other matters incident thereto.
Issue: The County has determined that used Toshiba and Lexmark copiers/printers are no longer needed for county operations and meet the definition of surplus property under Texas Local Government Code Chapter 263.152.
Solution: Consideration to authorize the donation, which would serve a public purpose by supporting the programs and community services provided by Civic and nonprofit organizations in the County of Webb.
Result: If approved, the Purchasing Agent will proceed with the donation of the surplus property as directed by the commissioner’s court.
