COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.

- Exterior capital improvements (fascias, soffits, awnings, settlement cracks, walkways)
- Interior capital improvements (drywall, ceilings, moisture remediation)
- Window and door replacements or upgrades, including weather stripping and hardware

- HVAC servicing and replacement of aging units beyond life expectancy
- Plumbing improvements (piping insulation, fixture stabilization, installation of backflow preventers)

Discussion and possible action to accept a declaration of public purpose pursuant to Texas Constitution Article 3 Section 52 for a county sponsorship in the amount of Two Thousand Five Hundred Dollars ($2,500.00), from community promotion funds for the Laredo Chamber of Commerce VISION 2026 conference on January 27, 2026 in Laredo, Webb County, Texas; this event will discuss issues promoting healthcare, economic development, local infrastructure and downtown revitalization; and any other matters incident thereto. Community Action Agency

Discussion and possible action to approve the annual payment of membership dues for Meals on Wheels America. The membership dues are in the amount of $250.00 for the period covering January 1, 2026, through December 31, 2026. [Account #2025-5320-521-464010 (Dues & Memberships)]
Issue: Membership will continue to provide the information needed for new funding opportunities, to be part of the new Member-only platform, Meals On Wheels Connect, that can be used to lean on one another for support, guidance and pep-talks.

Discussion and possible action to accept a monetary donation in the amount of $14,325.00 from SE Legacy Development, LLC, in support of the Webb County Community Action Agency’s Meals on Wheels Program, pursuant to Texas Local Government Code §81.032 (Acceptance of Donation) with donor recognition requested under the brand name “Talise”; authorizing deposit of funds into Account #2371-5260-521-460105 (Minor Tools & Apparatus); and any other matters incident thereto. The Webb County CAA Meals on Wheels Program currently intends to use these unrestricted funds for the purchase of commercial kitchen cooking equipment.
Issue: The Webb County Community Action Agency (CAA) received a donation for the Meals on Wheels Program.
Solution: With the court’s authorization to accept the funds, this donation will provide new cooking equipment for the Webb County CAA’s Meals on Wheels Program operations.
Result: The Webb County CAA will be able to utilize these funds to enhance services to meet the growing needs of the local community and its most vulnerable citizens.

Honorable Victor Villarreal, County Court at Law 2 Judge
a.
Discussion and possible action to approve a 12-month agreement (FY3 effective October 1, 2025 to September 30, 2026) between Webb County for the benefit of the Webb County Court-at-Law II DWI Court Program and Serving Children and Adults in Need (SCAN, inc) in the amount not to exceed Two Hundred Twenty Thousand Dollars ($220,000.00). SCAN, inc will provide substance abuse and treatment counseling for DWI Court participants; as listed and approved on the grant application through U. S. Department of Health & Human Services SAMHSA and authorize the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Account #2356-2070- 003-457008-025]

Economic Development
a.
Discussion and possible action to accept grant award from Apache Corporation for the FY 2025-2026 Apache Corporation Tree Grant Program Application for the donation of trees for the Larga Vista Community Center/Park, Oilton Park in Precinct 2, and La Presa Community Center/Park, and Webb County Public Health Facility in Precinct 1; and authorizing the County Judge to act as the County’s Executive Officer and Authorized Representative in all matters pertaining to the County’s participation in the Apache Tree Grant Program. All required documents were sent for review to the Economic Development Department, and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. This grant does not require a cash match.

Discussion and possible action to authorize the resolution and submission of the "Office of the Governor Public Safety Office, Criminal Justice Divisions Specialty Courts Grant Program, FY 2027 grant application", as developed, written, and submitted by and for the Webb County Adult Drug Court Program in an amount not to exceed Three Hundred Fifty Thousand Dollars ($350,000.00) and authorizing the Webb County Judge to execute all relevant documents including a Resolution; and any other matters incident thereto. This grant does not require any kind of match; therefore, there is no impact on the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) Procedures. Discussion and possible action to authorize Webb County Court-at-Law II to submit a grant application as developed, written, and submitted by Webb County Court-at-Law II. The grant is through the Governor of the State of Texas, Public Safety Office Criminal Justice Division; Specialty Courts Grant Program, FY2027. The grant would expand The DWI Court Program if awarded with a contractual partnership with AMISTAD Consultation and Evaluation services LLC of San Antonio, Texas for the evaluation services and consulting of the grant. The court would then also partner with SCAN for treatment to court participants. The request is $250,000.00 for one year. Grant funds shall be utilized to provide outpatient services to area DWI Offenders charged before the county courts-at-law and district courts that qualify for outpatient treatment. Authorizing Webb County Judge to execute all relevant documents any other matter incident thereto. This grant does not require a match; and thus, will not have an impact on the general fund. All required documents were sent for review through Economic Development and the solicitation is compliant with the Webb County single point of contact (SPOC) procedures. Issue: Webb County has seen an influx of DWI Cases filed.
Solution: The grant if awarded would allow to expand services and for the hiring of additional support staff to assist the court with cases.
Result: DWI Court will be able to fully service more participants. The court positions will be fully operational for DWI Court Program.

Discussion and possible action to authorize Webb County Court-at-Law II to submit a grant application as developed, written, and submitted by Webb County Court-at-Law II. The grant is through the Governor of the State of Texas, Public Safety Office Criminal Justice Division; Specialty Courts Grant Program, FY2027. The grant would expand services for the Juvenile Drug Treatment Court if awarded with a contractual partnership with PILLAR which is a non-profit mental health organization and licensed outpatient substance abuse treatment facility. The grant would also contract with AMISTAD Consultation and Evaluation services LLC of San Antonio, Texas for the evaluation services and consulting of the grant. The request is of $250,000.00 for one year. Grant funds shall be utilized to provide outpatient services to area juveniles charged before the county courts-at-law that qualify for outpatient treatment. Authorizing Webb County Judge to execute all relevant documents any other matter incident thereto. This grant does not require a match; and thus, will not have an impact on the general fund. All required documents were sent for review through Economic Development and the solicitation is compliant with the Webb County single point of contact (SPOC) procedures. Discussion and possible action to authorize the acceptance of a grant award for supplemental meal delivery services to elderly and/or disabled homebound residents of Webb County in the amount of THIRTY-SIX THOUSAND FOUR HUNDRED FOURTEEN DOLLARS AND NINETY-THREE CENTS ($36,414.93) from the Texas Department of Agriculture (TDA) FY 2026 Texans Feeding Texans: Home-Delivered Meals (HDM) Grant Program as prepared, written, and submitted by the CAA grant writer in collaboration with the Meals on Wheel Program Manager and CAA management for Meals on Wheels Program costs, including food costs, small equipment expenses, transportation costs, office supplies, advertising expenses, new serving supplies, and new durable cookware; and designating the Webb County Judge as the authorized official to execute all relevant documents; and any other matters incident thereto. There will be no additional County Match needed. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: There is a need for additional services/expanded capacity to serve more impoverished elderly and/or disabled residents of Webb County through the Meals on Wheels Program.
Solution: Supplemental grant award will allow expanded capacity for additional home deliveries of hot, nutritious meals to elderly and/or disabled residents of Webb County, Texas.
Result: With this grant award, CAA’s Meals on Wheels Program will be able to provide additional services.
Issue: There is a need for additional services/expanded capacity to serve more impoverished elderly and/or disabled residents of Webb County through the Meals on Wheels Program.
Solution: Supplemental grant award will allow expanded capacity for additional home deliveries of hot, nutritious meals to elderly and/or disabled residents of Webb County, Texas.
Result: With this grant award, CAA’s Meals on Wheels Program will be able to provide additional services.
i.
Discussion and possible action to approve a budget increase request to the Texas Veterans Commission (TVC) Fund for Veterans’ Assistance Grant Award VCO25-T-001 for use by the Webb County Veterans Service Office Transportation Program in the amount of Seventy Thousand ($70,000.00) Dollars to be distributed in the remaining grant year 2025-2026. This action will have no impact on the General Fund. No match is required from Webb County. [Requested by David Garza, Veterans Service Office]
Issue: On May 15, 2025, the Texas Veterans Commission (TVC) authorized and awarded the Webb County Veterans Service Office $100,000 to operate the Veterans Transportation Assistance Program (VTAP) for the grant period July 1, 2025 through August 31, 2026. Demand for transportation services has increased, and TVC extended the duration of its grants by an additional two months. Discussion and possible action to itemize and set subdivision fees for plat development reviews that require the installation of private on-site sewage facilities (OSSF) and private water wells to meet the subdivision requirements of Chapter 232 of the Texas Local Government Code and Chapter 16 of the Texas Water Code.
Issue: Increased residential subdivision development in the rural areas of Webb County has resulted in an enhanced review process for plats that require the installation of multiple private OSSF facilities and individual waters wells for compliance with platting requirements. The water well review process will require greater coordination between the Webb County Engineering and Planning Departments. The adoption of subdivision plat fees is authorized pursuant to Sec. 232.0021 of the Texas Local Government Code.
Solution: The adoption of modified subdivision plat fees will allow the Engineering and Planning Department’s to have access to the proper tools and equipment to streamline the compliance review process.

Discussion and possible action to accept the rankings and award RFP 2026-004 "Vending Machine Services for Webb County" to the highest ranking proposer to furnish, install, operate, maintain, and service snack and beverage vending machines across multiple County facilities and to provide both beverages and dry goods, including machines capable of accepting cash and card-based payments, in accordance with Texas Local Government Code Section 262.030 (Alternative Competitive Proposal Procedures for Certain Goods and Services) and to further authorize General Counsel to prepare a contract for an initial term of three (3) years, with the option to authorize up to two (2) additional one-year renewal periods, subject to annual budget appropriation and satisfactory vendor performance between Webb County and vendor and any other matters incident thereto.
Issue: The current contract for vending machine services expired May 22, 2025. On September 22, 2025, item no. 20b.
