COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Community Action Agency
a.
Discussion and possible action to authorize the Webb County Community Action Agency (CAA) to enter into a vendor agreement with the Retail Energy provider (listed below) for the continued implementation of the Community Services Block Grant (CSBG) and the Comprehensive Energy Assistance Program (CEAP). These vendor agreements are a Texas Department of Housing and Community Affairs (TDHCA) requirement for the implementation of the programs, authorizing the County Judge to sign all relevant documents; and, any other matters incident thereto. These vendor agreements are a requirement by the Texas Department of Housing and Community Affairs (TDHCA) for the implementation of these social programs. This agreement shall be effective starting on January 1, 2026, and for a period not to exceed two years from that effective date. [Account #2362-5360-521 (Comprehensive Energy Assistance Program)]

Honorable Isidro Alaniz, District Attorney
a.
Discussion and possible action to approve a Cooperative Agreement between Webb County District Attorney’s office and Laredo Police Department concerning the joint efforts between officers and prosecutor who will work closely with the LPD ATTF unit, The grant runs from March 18, 2025 to March 17, 2026..The Laredo Police Department will reimburse Webb County for payroll expenses including salary and fringe benefits in an amount not to exceed $154,968. There is no cash match required for this grant.
Issue: There is evidence that an increasing amount of auto theft exists in Laredo, Texas area and that such illegal activity has a substantial and detrimental effect on the welfare of the people of Texas.
Solution: Disrupt the illicit auto theft in Laredo by immobilizing targeted violators and auto theft organizations.
Result: There is evidence that auto theft exists in Laredo, and surrounding areas and that such illegal activity has a substantial and detrimental effect on the welfare of the community. The D.A.’s Office prosecutor will collaborate between state and local law enforcement agencies by providing legal expertise and lead by task force participants. The objective is to disrupt the illicit drug traffic in Laredo and surrounding areas by immobilizing targeted violators and trafficking organizations; therefore, minimizing the harmful effects of Auto theft, illegal drugs, and organized crime.

Discussion and possible action to accept the award and enter into an agreement with the Texas Comptroller and accept the award in the amount of $275,000 through the Rural Prosecutor’s Office Salary Assistance Grant. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. This grant does not require a cash match. There will be no impact on the County's General Fund. [Fund #2717]
Issue: District Attorney’s Offices all over Texas are having a hard time retaining and hiring employees due to the competitive salaries in the private sector and other government agencies.
Solution: Use the amount awarded to pay higher salaries and be able to retain employees

c.
Discussion and possible action to approve an agreement between the Webb County District Attorney's Office and the United States Marshals Services for reimbursement of employee overtime incurred from joint law enforcement operations project JLEOTFOT, for the performance period of October 17, 2025, through September 30, 2026, in the amount of Twenty-One Thousand Five Hundred Dollars ($21,500.00). District Attorney Forfeiture funds will be utilized to cover the applicable fringe benefits associated with this project's employee(s) overtime, therefore there will be no impact to the General Fund; and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. Issue: Collaboration between Federal, State and local law enforcement agencies is necessary to pursue and dismantle organized crime organizations along the Texas border and within our community.
Solution: Accept Federal assistance to continue local participation in USMS investigations, strategic initiatives and prosecution of organized crime.
Result: Disruption of organized criminal activity in Webb County and along the Texas border.
Issue: Collaboration between Federal, State and local law enforcement agencies is necessary to pursue and dismantle organized crime organizations along the Texas border and within our community.

8.
Economic Development
a.
Discussion and possible action to authorize the submission of a grant application for a FY 2026 Community Challenge Grant in the amount estimated at FIFTEEN THOUSAND DOLLARS AND NO CENTS ($15,000.00) as prepared, written, and submitted by the CAA grant writer in collaboration with CAA management and submitted to the AARP Livable Communities Grant Program for equipment, minor tools/apparatus, materials, and supplies for Meals on Wheels and Emergency Preparedness and designating the Webb County Judge as the authorized official to execute all relevant documents; and any other matters incident thereto. This grant requires no match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Guillermo Walls, CAA Director]
Issue: There is often a need for additional services/expanded capacity to serve the residents of Webb County, including for emergency preparedness endeavors.
Solution: Proposed supplemental grant application will allow expanded capacity for the Community Action Agency to better serve the low-to-moderate income older residents of Webb County, Texas.
Result: Community Action Agency (CAA) will be able to provide additional services for these older residents.

Discussion and possible action to ratify the submission of the Operation Stone Garden (OPSG) FY 2025 grant application and the accompanying resolution; to authorize the Economic Development Department to prepare and submit the FY 2025 OPSG grant application to the Office of the Governor in an amount not to exceed TWO MILLION TWO HUNDRED FIFTEEN THOUSAND SIX HUNDRED NINE DOLLARS AND TWENTY CENTS ($2,215,609.20) for overtime, associated fringe benefits, equipment, supplies, fuel, helicopter maintenance and fuel, vehicle and tire maintenance, data services, Management and Administration (M&A), and maintenance of OPSG-acquired assets for local law enforcement agencies; and to approve and ratify a resolution authorizing the County Judge to serve as the County’s Executive Officer and Authorized Representative for all matters related to the County’s participation. This grant does not require a county cash or in-kind match.
Issue: Complex and dynamic law enforcement challenges exist in the Southwest border area of the United States, including Laredo/Webb County. For example, transnational criminals seek to exploit existing law enforcement jurisdictional boundaries by conducting their illegal enterprises across traditional jurisdictional divisions.
Solution: Grant application: (1) to ensure first responders are equipped with enhanced tools/equipment/resources needed to confront well-funded criminal organizations and (2) for the coordination of law enforcement efforts between various local and federal law enforcement agencies.
Result: Enhanced capabilities of local law enforcement responders; further coordination of response across local and federal jurisdictions.

Issue: Delays on construction will cause project completion to fall outside TDCHA contract period.
Solution: Approve contract extension with TDHCA that will provide ample time to finish construction.
Result: Project completion will occur within TDHCA contract performance period.

Discussion and possible action to approve Change Order #7 with AOC Calton, Ltd. d/b/a Summit Building & Design for an increase of 40 days for a final date of March 31, 2026, to allow completion of construction on the Webb County Southern Health Facility Project, contingent on approval from state funding agency and authorizing the County Judge to execute all relevant documents and any other matters incident thereto.
Issue: The contract with Summit Building & Design is due to expire on February 19, 2026 and construction is still ongoing.
Solution: Approve Change Order #7 in order to Summit Building & Design to have additional days to complete construction.
Result: Additional days will allow for project completion within an approved contract timeline.

Issue: The Webb County Medical Examiner will be visited by a forensic doctor that will cover for Dr. Corinne E. Stern.

Planning & Physical Development
a.
Discussion and possible action to grant a waiver from the ground water study requirements under Section 232.0032, Texas Local Government Code (TLGC), for all subdivision plat applications subject to Section 232, Subchapter A, TLGC (non-residential subdivisions in border counties) and located in the Carrizo-Wilcox Aquifer as authorized by Section 232.0032(a-1), TLGC and any other matters incident thereto.
Issue: Section 232.0032 of the TLGC requires subdivision plat applications subject to Section 232, Subchapter A, TLGC to submit an extensive groundwater study where no organized water services are available. The groundwater study requirement does not mandate that the developer provide water services, just demonstrate that it is available. The groundwater study adds an additional unnecessary burden to commercial developers in border counties that already have strict water and wastewater regulations under the Model Rules and 232, Subchapter B, TLGC for residential subdivisions.
Solution: Section 232.0032(a-1) allows counties to grant a waiver from groundwater study requirements if there is evidence that there is sufficient groundwater available, will continue to be available and the proposed subdivision is located in the Carrizo-Wilcox Aquifer. The County has evidence through recent groundwater studies that there is sufficient groundwater and will continue to be available in the area of the aforementioned aquifer.

Discussion and possible action to authorize the Purchasing Agent to advertise a Request for Proposals for the procurement of employee health benefits such as health, dental, vision, prescription drug, stop loss, third-party administration and other related health benefits pursuant to the Professional Services Procurement Act and any other matters incident thereto. [Account Numbers 6100-1090-001-432056 (Administration Fees), #6100-1090-001-4325056-025 (Aetna Stop-Loss), #6100-1090-001-432056-030 (Administration Fees Dental), #6100-1090-001-452015-005 (Plan Premiums Vision Aetna), & #6100-1090-001-432057 (Cafeteria Administration)]
Issue: Commissioners Court recently approved a consulting agreement with Gallagher Benefit Services, Inc.; The effective date of agreement is February 1, 2026.
Solution: Part of Gallagher's scope of services is to assist with the development of all phases of the RFP specifications, which include providing expert responses to offerors questions submitted to the Webb County Purchasing Agent during the procurement of these health benefits, and to assist with the negotiation of favorable renewals for employee group benefits and services such health, dental, vision, prescription drug and stop-loss and third-party administration.
Result: If approved, the Purchasing Agent will coordinate with the Risk Management Director and Consultant to begin the process of developing an RFP package for the employee health benefit services.

Solution: Part of Gallagher's scope of services is to assist with the development of all phases of the RFP specifications, which include providing expert responses to offerors questions submitted to the Webb County Purchasing Agent during the procurement of these health benefits, and to assist with the negotiation of favorable renewals for employee group benefits and services such health, dental, vision, prescription drug and stop-loss and third-party administration.
Result: If approved, the Purchasing Agent will coordinate with the Risk Management Director and Consultant to begin the process of developing an RFP package for the employee health benefit services.

Issue: The CBA officer in the grant slot has accrued leave and is transferring from the grant funded slot to a Webb County slot.
Solution: Allow the one-time transfer of accruals for CBA member from Grant SB22 slot #4058 to Webb County slot #455.
Result: Webb County will not payout accruals and will allow the employee to use earned accruals.

The platform accepts purchase orders at a minimum threshold cost of $5,280.00. With a purchase order at that price, Webb County CAA would have to spend THREE THOUSAND DOLLARS ($3,000.00) greater than if the county would pay using a credit card for the $2,280.00 subscription rate.
