Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

Honorable Selina Mireles, Child Protection Court
a.
Discussion and possible action to enter into an Agreement for the performance between Webb County, Texas for the benefit of the TEND Court and MATH-A-MATICS TUTORING SERVICE PROVIDER, at a rate of Seventy-Five Dollars ($75.00) per hour. The tutoring services are for participants struggling with core subjects and elective courses for fiscal year 2026, authorizing the Webb County Judge to execute all relevant documents, and any other matters incident thereto. Issue: Youth need tutoring services in core subjects and elective courses.
Solution: Webb County's approval of the Agreement allows for court-ordered foster-placed children to be provided with much-needed tutoring sessions.
Result: The tutoring program will ensure appropriate tutoring services according to the needs of the children/youth to avoid gaps and potentially eliminate grade level retention due to lack of individual tutoring services.

Solution: Request approval to execute a line-item transfer of $145,000 to Overtime and Fringe Benefits for peace officers, contingent upon formal approval from the granting agency, to allow completion of program activities and full expenditure of grant funds.
Result: The County will be able to properly allocate funds to support peace officers’ overtime and associated fringe benefits, ensuring program activities are fully completed, and remaining funds are expended in compliance with grant requirements once formal agency approval is received.

Discussion and possible action to enter into a Lease Amendment with the United States Department of Agriculture (USDA), for the property located at 7209 East Saunders Street, Suite 7, extending the lease for an additional five years beginning June 1, 2026, through May 31, 2031, and updating the rent to Three Thousand Two Hundred Eighty-Three Dollars and Forty-Five Cents ($3,283.45) being an annual rent of $39,401.00 payable monthly in arrears and any matters incident thereto; authorizing the County Judge to sign all relevant documents. Issue: The USDA lease for the property located at 7208 East Saunders St., Suite 7 is expiring on May 31, 2026.
Solution: Renew the lease agreement with an increased rental rate for an additional 5 years.
Result: The leased space will be used for a public purpose and continue to generate rental income for the county.

Discussion and possible action to approve the posting and filling of the following Slots, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective March 23, 2026:
Issue: The employees that covered Slot #3032 & #1149 got promoted.
Solution: Request to fill these vacant slots will allow the department to continue to operate effectively.
Result: The filling of the slots #3032 & #1149 will allow the department to be full staff if the court grants approval.

Economic Development
a.
Discussion and possible action to approve and ratif the previously submitted 30-day extension request from the Office of the Governor for the Operation Stone Garden (OPSG) Program, extending the program end date from February 28, 2026, to March 30, 2026, to allow the Sheriff’s Office to complete program activities and fully utilize the remaining grant funds, and to authorize the County Judge to act as the County’s Authorized Representative in all matters related to the extension. This extension does not require additional county cash or an in-kind match. [Requested by Martin Cuellar, Sheriff]
Issue: The program’s original end date of February 28, 2026, does not allow sufficient time to complete all program activities and fully utilize the remaining grant funds.
Solution: Ratify the previously submitted 30-day extension request to the granting agency to extend the program’s end date to March 30, 2026, allowing the Economic Development Department adequate time to finalize activities and expend all remaining funds.
Result: The County will have additional time to complete all program activities and fully utilize the awarded funds in compliance with grant requirements, ensuring the program achieves its intended outcomes.

Discussion and possible action to authorize the acceptance of additional funding in the amount of $70,000 from the Texas Veterans Commission (TVC) Fund for Veterans’ Assistance (FVA) Grant Award VCO25-T-001, to be applied during the remainder of the 2025–2026 grant year for the continued operation of the Webb County Veterans Service Office Transportation Program; and to authorize the County Judge to execute all related documents and any other matters incident thereto. All required documents were sent to the Economic Development Department for review and were found to be in compliance with the Single Point of Contact (SPOC) policy. No cash match is required, and this action will have no impact on the County’s General Fund. [Requested by Veteran's Service Office]
Issue: On February 10, 2026, the Texas Veterans Commission approved and awarded the Webb County Veterans Service Office an additional $70,000 to support the continued operation of the Veterans Transportation Assistance Program (VTAP) for the grant period of July 1, 2025, through August 31, 2026.
Solution: Authorize the acceptance of these additional Texas Veterans Commission Grant Funds to ensure the continued delivery and expansion of transportation services for eligible Webb County veterans, dependents, and surviving spouses. These services will continue to provide transportation to medical appointments within Webb County and throughout a 200-mile radius, helping address critical transportation needs and improving access to essential medical care and support services for our local Veterans.
Result: Approval and acceptance of the additional funding will allow the Veterans Transportation Assistance Program to continue meeting the current level of community demand and help prevent reductions in service for eligible Webb County veterans, dependents, and surviving spouses. This funding will ensure uninterrupted, no-cost transportation to VA hospitals, specialty clinics, and other essential medical facilities within a 200-mile radius, including regional centers in San Antonio, Corpus Christi, Harlingen, and McAllen. It will also support transportation related to essential daily needs, including access to pharmacies, grocery stores, food pantries, and food delivery services when necessary. Overall, this additional funding will help preserve continuity of care, enhance quality of life, and strengthen access to critical services for the veteran community served by Webb County.

Discussion and possible action to authorize the purchase of four (4) APX NEXT Radios from Motorola Solutions, Inc. (HGAC Contract No. RA05-21) for the Webb County Fire Department pursuant to §271.101 and §271.102, of the Texas Local Government Code, Cooperative Purchasing Program in an amount not to exceed $56,889.69 and any other matters incident thereto. Issue: The Webb County Fire Department is requesting additional mobile radios to add to current inventory allowing radio communication to improve.
Solution: Consideration to purchase the requested mobile radios from a reputable vendor with a cooperative contract meeting all the competitive bidding requirements of the State of Texas.
Result: Order will be placed after Commissioners Court approval.

Discussion and possible action to enter into a software services agreement with AdComp Systems via Texas DIR Contract: DIR-CPO-5207 pursuant to Sections 271.101 and 271.102, Subchapter F; Cooperative Purchasing program; Texas Local Government Code, for a total implementation cost not to exceed $2,500.00 and an annual service fee of $12,500.00 authorizing the County Judge to sign and execute all relevant documents and any other matters incident thereto. Issue: We are currently in the process of implementing a new ERP System which includes Utilities software. However, the Utilities and I.T. Departments think Adcomp Systems provides a better solution at a better price than the ERP System.
Solution: Upgrade to Adcomp Systems Utilities software.
Result: The upgraded system will ensure continued Utilities Billing operation and integration for kiosk, online, text, and IVR payments.

Issue: The Public Health Services Department requests authorization to purchase furniture, equipment, and supplies necessary for the Southern Health Facility, Bruni Health Facility, and Webb County Community Centers as an extension of the services our department provides to the community.
Solution: Authorization by the Commissioners Court is necessary to purchase the items needed.

Discussion and possible action to authorize the Purchasing Agent to process surplus and/or salvage property in accordance with the Texas Local Government Code, Section 263.152 (Disposition) and to publish notice to the public as per Local Government Code Section 263.153 (Notice) for surplus and/or salvage property being auctioned.
Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as wear and deterioration, damage, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department.
Solution: Authorize the Purchasing Agent to attempt to sell the County surplus or salvage property through a public auction, dispose of, or destroy property that cannot be sold in a public auction because it has been deemed worthless or disposed of through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products and/or donate as permitted by state law.

Should this agreement expire, the County will not receive reimbursement for I.C.E. detainees or prisoners held by CoreCivic.

No local cash match is required due to the County qualifying for Transportation Development Credits (TDC) in the amount of $147,000, and to authorize the County Judge to execute all necessary and related documents. All grant documents have been reviewed through the Economic Development Department, and the solicitation is compliant with Webb County Single Point of Contact (SPOC) procedures, and to address any other matters incident thereto.

Discussion and possible action to ratify the approval of a new credit card issued by Webb County's designated Bank Depository, Falcon International Bank assigned to the Webb County Purchasing Agent for County authorized expenditures such as airfare expenses for County related travel and for other expenditures authorized by the County Commissioners Court on a case by case basis subject to all applicable financial controls and policies set by the Webb County Commissioners Court and any other maters incident thereto.
Issue: The previous Citibank County credit card was discontinued due to termination of its Statewide cooperative contract with TXMAS. Due to ongoing reservations for the upcoming Legislative trip to Washington, DC and other reservations for County related business the issuance of a new credit card needed to be expedited.

Issue: An independent roof assessment of the Webb County Billy Hall Building was conducted by AEI Consultants. The consultant stated that the approximate 23-year-old modified bitumen roof system is reaching the end of its serviceable life and is recommending roof replacement within 1–2 years.
Solution: Consideration to accept the rankings and award to the highest ranking firm in accordance with the Professional Services Procurement Act.
Result: If approved, General Counsel will proceed with negotiations for the terms/conditions and associated professional services fees with the selected respondent.

Currently, access to naloxone is limited to certain healthcare settings or emergency responders. Increasing public access to this medication through strategically placed vending machines can help ensure that life-saving treatment is readily available during critical situations.
Solution: Approve the installation of Naloxone vending machines at selected Webb County facilities as part of a pilot initiative to improve public access to overdose reversal medication.
