COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. Honorable Monica Notzon, 111th District Court Judge
a.
Discussion and possible action to ratify the authorization to use the Webb County credit card for conference registration in an amount not to exceed $2,300; and any other matters incident thereto. [Account #1001-2020-001-458000 (Administrative Travel)]
Issue: Per OCA requirements, court staff must complete 16 hours of continuing education. Conferences are moving towards online payments and no longer accepting checks or P.O.'s. A credit card is required for registration.
Solution: Consideration to ratify the authorization to use the Webb County credit card for conference registration.
Result: Approve the one-time use of credit card to pay for conference registration.

Solution: A line item transfer will assist in account not reaching a deficit.

Civil Legal Division
a.
Discussion and possible action to appoint Priscilla Johnson to the Webb County Child Welfare Board pursuant to Texas Family Code Section 264.005.
Issue: Texas Family Code section 264.005 allows the commissioners court of a county to appoint a child welfare board to oversee and support child welfare services within the county. There currently exist several vacancies on the Board. The Commissioners Court approves all appointments to said Board.
Solution: Appointment of Ms. Johnson would allow her to serve on the Board.
Result: If appointed, Ms. Johnson will be able to serve as a board member immediately.
Issue: Texas Family Code section 264.005 allows the commissioners court of a county to appoint a child welfare board to oversee and support child welfare services within the county. Discussion and possible action to ratify Amendment #2 to the Contract for Architectural Services between Webb County and Madeline Anz Slay Architecture, LLC (by Slay Architecture Company, Inc. Assignee), Renovations to the Existing L.I.F.E. Pavilion, Restrooms and Restaurant Building Project, in an amount not to exceed Twenty-two Thousand Six Hundred Sixty Dollars ($22,660.00) for additional Architectural services, Structural Engineering services Electrical Engineering design and HVAC design and any matters incident thereto; ratifying the County Judge’s signature. [Account #1001-1130-001-432001 (General Fund-General Operating Exp-Administration-Professional Services)]
b.
Discussion and possible action to adopt an order of the Webb County Commissioners Court authorizing County Judge Tano E. Tijerina to execute documents related to the purchase of water rights and to execute documents required by the Texas Commission on Environmental Quality in conjunction with the change of ownership and amendment of the water rights; and designating Commissioner Rosaura "Wawi" Tijerina as alternate signatory; and any matters incident thereto. [Commit the General Fund’s fund balance in compliance with Government Accounting Standards Board Statement Number 54 (GASB No. 54) and the Texas Local Government Code Sec. 111.070 Expenditure of Funds Under Budget; Emergency Expenditure, for the County’s Capital Improvement Plan - Water Utility Fund acquisition of municipal water rights subject to reimbursement resolution as approved by the Commissioners Court on 12/08/2025]

Discussion and possible action to authorize an additional Fifteen Thousand and No/100th ($15,000.00) Dollars in 3rd party funding to the Laredo Regional Food Bank with additional action to transfer funds from Account #1001-1130-001-431007-010 (Operational Reserve); and any other matters incident thereto. [Requested by Jesse Gonzalez, Webb County Commissioner, Pct. 1] [Account #1001-1130-001-431007-010 (General Fund- Operational Reserve)]
Issue: The Laredo Regional Food Bank is in need of funding to complete pending food distribution drives for this year. The commissioners court had previously committed to assist with additional 3rd party funding assistance.
Solution: Provide the 3rd party funding assistance.
Result: Help assist the food bank with completion of food drives benefitting the less fortunate in our Webb County community.
Issue: The Laredo Regional Food Bank is in need of funding to complete pending food distribution drives for this year. The commissioners court had previously committed to assist with additional 3rd party funding assistance.

Community Action Agency
a.
Discussion and possible action to authorize and enter into an agreement between Webb County, a political subdivision of the State of Texas (for the benefit of its Community Action Agency) and Reliant Energy Retail Services, LLC (Reliant) for the Consumers Affordable Resource for Energy (C.A.R.E.) Program and any matters incident thereto; authorizing the County Judge to execute all relevant documents. The purpose of these contributions is to provide funding for energy assistance payments to NRG Affiliates’ customers. Webb County Community Action Agency will continue to utilize these funds to assist qualified NRG Affiliates’ customers. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. This agreement will have no impact on the general fund.
Issue: The Community Action Agency (CAA) still has available funding under the Reliant Energy CARE Program.
Solution: Seek the court’s authorization for the renewal agreement between CAA and Reliant Energy CARE Program.
Result: In order to effectively utilize the remaining funds, the Community Action Agency will continue to accept applications from potential qualifying NRG Affiliates’ customers in accordance with Reliant Energy Consumers Affordable Resource for Energy (CARE) Program requirements.
Issue: The Community Action Agency (CAA) still has available funding under the Reliant Energy CARE Program.
Solution: Seek the court’s authorization for the renewal agreement between CAA and Reliant Energy CARE Program.

Economic Development

Discussion and possible action to authorize the acceptance of a FY 2026-27 Meals on Wheels (MOW) Loves Pets grant award from the Meals on Wheels America National Organization in the amount of $15,000.00 for the pet food needs of clients currently enrolled in the Webb County Meals on Wheels Program and as prepared, written, and submitted by the CAA grant writer in collaboration with CAA management, and designating the Webb County Judge as the authorized official to execute all relevant documents; and any other matters incident thereto. This grant requires no cash match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Guillermo Walls, CAA Director]

Discussion and possible action to accept EMS County Assistance, first allocation of lapsed funds provided through the Seven Flags Regional Advisory Council (RAC) Trauma Service Area "T" in the amount of $4,710.97, to be utilized in the purchase of EMS/materials & supplies, training, travel, personnel cost, membership to professional/technical organizations, public education, vehicle maintenance and equipment for all stations of the Webb County Volunteer Fire Department, and authorizing the County Judge to sign all relevant documents; and any other matter incident thereto. REGULAR AGENDA
Drug Court Program
17.
Discussion and possible action to identify a funding source to continue payroll costs (salaries and fringe benefits) of grant-funded personnel in the amount of $45,310 for the Webb County Regional Veterans Treatment Court Program due to the funding agency extending the grant performance period from 12 months to 14 months without providing additional funds; and any other matters incident thereto. This agenda item formally requests that the applicable salaries and fringe benefits be paid through an alternative funding source for the remaining months in the current fiscal year in order to bridge the funding gap.
Issue: The Texas Veterans Commission extended the performance period from the standard 12 months without providing any additional grant funding to cover expenses for the additional time period.
Solution: Identify an account to fund the program for the applicable time frame.
Result: Our U.S. veterans in need of court-mandated intervention and assistance will continue to receive services without any interruption.

Economic Development

Discussion and possible action to authorize the development and submission of the Federal Emergency Management Agency (FEMA) FY2025 Assistance to Firefighters Grant (AFG) Program Application in the amount up to $665,556.00, and to authorize the Webb County Judge to execute all relevant documents, and any other matters incident thereto. This grant requires a 10% cash match. All required documents were submitted through the Economic Development Department and the solicitation complies with the Single Point of Contact (SPOC) procedures. [Requested by Fire Chief R. Elizondo]
Issue: The Webb County Fire Department has identified the need for a 3,000-Gallon BXT Tanker to improve emergency response capabilities and better serve county residents. A fire water tanker is needed to ensure a reliable and immediate supply of water for firefighting, especially in locations where a permanent fire water system or hydrant network is unavailable, insufficient, or unreliable.
Solution: The approval to develop and submit the FY2025 Assistance to Firefighters Grant Program Application to obtain funding for the acquisition of the 3000 Gallon BXT Tanker, Maintenance Package and HGAC FS12-23 (Fire).
Result: If awarded, the funding will allow the Webb County Fire Department to acquire a 3000-Gallon BXT Tanker, Maintenance Package and HGAC FS12-23 (Fire), enhancing emergency response capabilities and improving fire protection services for the residents of Webb County.

Discussion and possible action to terminate the architectural services contract and further authorize the Purchasing Agent to advertise a Request for Qualifications (RFQ) for a Courthouse Architectural Services for Round XV cycle of the Texas Historic Courthouse Preservation Program (THCPP), pursuant to the Professional Services Procurement Act and any other matters incident thereto.
Issue: In order to be eligible to submit an application under the Texas Historic Courthouse Preservation Plan (THCPP), Webb County must have an approved THCPP Preservation Master Plan draft at 95% complete. The current preservation architect, Mr. Steven Tillotson, did not provide a completed Preservation Master Plan for Rounds XIII and XIV of the THCPP, resulting in Webb County being ineligible to apply for the grant during those cycles.
Solution: Terminate the current contract with Mr. Tillotson and authorize the Purchasing Agent to advertise an RFQ for a qualified preservation architect with experience in historic courthouse preservation. The selected architect will evaluate the current state of the courthouse and set priorities for rehabilitating and maintaining the building.
Result: The current contract with Mr. Tillotson would be terminated and procurement of a new preservation architect will allow Webb County to complete the required Preservation Master Plan and become eligible to apply for funding under the THCPP. If awarded, Webb County could be eligible to receive a grant of up to $10,000,000.00 (TEN MILLION DOLLARS) for courthouse preservation and rehabilitation improvements.

(“MAG”) was retained by Webb County to conduct a comprehensive Wage and Classification Study to evaluate the County’s compensation and classification structure, assess market competitiveness, and provide recommendations to support equitable, competitive, and consistent pay practices across the organization.
Solution: MAG has completed the study and submitted its final report and implementation options, including recommendations related to compensation, classification, and salary structure adjustments. The final report is being presented for review, discussion, and consideration by the Commissioners Court.
Result: Webb County will establish a more equitable, competitive, and consistent compensation structure to support employee recruitment, retention, and organizational efficiency.

Issue: An independent roof assessment of the Webb County Billy Hall Building was conducted by AEI Consultants. The consultant stated that the approximate 23-year-old modified bitumen roof system is reaching the end of its serviceable life and recommended the roof be replaced within 1 to 2 years.
Solution: On January 12, 2026, item, 16d, Commissioners Court authorized the Purchasing Agent to advertise a Request for Qualifications for Architectural Services for roof renovations to the Billy Hall Administrative Building. At its March 23, 2026 meeting, item 26, the Commissioners Court accepted the rankings and awarded Request for Qualifications (RFQ) 2026-004 “Architectural/Engineering Roof Replacement Design and Construction Administration” for the Billy Hall Building to Raba Kistner, Inc.

Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2026-006 “Webb County Roadway Speed Study in Rio Bravo, Texas” to the highest ranking respondent for the development of a roadway speed study for the City of Rio Bravo, Texas to include but not limited to the collection of traffic data, analyze existing traffic conditions, determine how to manage the appropriate speeds and evaluate changes for safer roadways and to further authorize General Counsel to negotiate the terms, conditions and associated fees with the awarded respondent and any other matters incident thereto. Issue: The Webb County Public Health Facility requires acceleration and deceleration of vehicular lanes to improve safety, traffic flow, and proper access to the facility when entering and exiting.
Solution: Consideration to authorize the Purchasing Agent to solicit a formal ITB and to further consider designating the Webb County Engineering department to prepare the construction documents and project oversight.
Result: If approved, the Purchasing Agent will publish the ITB to secure competitive bids.
