COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Civil Legal Division
a.
Discussion and possible action to approve Contract Amendment No. 2 for one (1) year (October 12, 2026, through October 11, 2027) to the Agricultural Grazing and Hunting Lease (Cuchillas and Lomas Pastures) with James E. Kainer as Lessee, for the total sum of Thirty-Four Thousand Three Hundred Eighty Dollars ($34,380.00) at $15.00 per acre over the lease term with said pastures comprising approximately 2,292 acres, authorizing the County Judge to sign and execute all relevant documents; and any matters incident thereto. [Receivable to Webb County School Land Fund]
Issue: The Cuchillas & Lomas Pastures (School Lands) were granted to Webb County by the State of Texas with said pastures held in trust on behalf of the School Districts in Webb County. Webb County partly derives income from said pastures by leasing them on behalf of the School Districts.
Solution: James Kainer has been leasing the School Lands off Highway 59 from Webb County. However, the current lease is set to expire October 11, 2026. The contract amendment No. 2 exercises the option in the lease for both parties to mutually agree to extend the lease through October 11, 2027.
Result: Webb County will be getting receivables to the School Lands Funds from Hunting and Grazing activities on said pastures.

Discussion and possible action to accept Check #24726 in the amount of $300.00 donated by Crane Engineering Corp. to the Bruni Community Center for the purchase of school supplies, Backpacks, and Christmas Toys to be distributed to economically disadvantaged children in the Bruni Community Center area which said purchase and distribution is found to be a public purpose and authorizing the creation and maintenance of a list of the eligible recipients of the school supplies, backpacks and Christmas toys and to further authorize the deposit of funds into Materials & Supplies #1001-6240-001-461000; and any other matters incident thereto.

Community Action Agency
a.
Discussion and possible action to approve the posting and filling of the following slot to be funded from the Community Services Block Grant (CSBG), Elderly Nutrition, and Meals on Wheels grant funds subject to any applicable Civil Service guidelines, effective July 27, 2026; and any other matters incident thereto. This position will be 100% grant funded; and, thus, there will be no impact to the General Fund. Issue: Currently, there is a vacant Driver/Custodian position.
Solution: Seek authorization from the Court to post and fill the vacant slot.
Result: The position will be filled and, thus, allow the department to effectively continue to serve the clients and citizens of Webb County.

Discussion and possible action to accept a monetary donation in the amount of $1,000.00 from the NRG Customer Assistance And Relief for Electricity program (NRG CARE Program), in support of the Webb County Community Action Agency&rsquo Comprehensive Energy Assistance Program; and any other matters incident thereto. [Account #2923]
Issue: The Webb County Community Action Agency (CAA) received a donation from the NRG CARE Program.
Solution: The Court’s approval and acceptance of this donation will allow the Webb County CAA to continue to provide direct services to eligible low-income residents of Webb County under the CEAP Program.
Result: These funds will be available to assist eligible low-income Webb County residents with their NRG affiliate utility bills.
Issue: The Webb County Community Action Agency (CAA) received a donation from the NRG CARE Program.
Solution: The Court’s approval and acceptance of this donation will allow the Webb County CAA to continue to provide direct services to eligible low-income residents of Webb County under the CEAP Program.

Drug Court Program
a.
Discussion and possible action to clarify a funding source to continue payroll costs (salaries and fringe benefits) of previously-approved grant-funded personnel in the amount of $50,951.00 for the Webb County Regional Veterans Treatment Court Program due to the funding agency extending the grant performance period from 12 months to 14 months without providing additional funds; and any other matters incident thereto. This agenda item will clarify and formally request that the applicable salaries and fringe benefits be paid through an alternative funding source for the remaining months in the current fiscal year in order to bridge the funding gap. Issue: The Texas Veterans Commission extended the performance period from the standard 12 months without providing any additional grant funding to cover expenses for the additional time period.
This item was previously approved by the Webb County Commissioners Court on June 8, 2026 (Item 17) but a funding source was not clearly mentioned or identified.
Solution: Clarify the proper account to fund the program for the applicable time frame.
Result: Our U.S. veterans in need of court-mandated intervention and assistance will continue to receive services without any interruption.
Issue: The Texas Veterans Commission extended the performance period from the standard 12 months without providing any additional grant funding to cover expenses for the additional time period.

Discussion and possible action to authorize the acceptance of the Substance Abuse and Mental Health Administration (SAMHSA) Continuation Grant application as developed, written, and submitted by and for the Webb County Adult Drug Court Program in an amount of Four Hundred Thousand Dollars ($400,000.00) and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any kind of match; therefore, there is no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Margarita Garza, Drug Court Director]
Issue: Webb County Adult Drug Court SAMHSA Grant application was selected for funding; a Notice of Award was received on 07/10/2026.
Solution: Authorize the acceptance of Year 4 continuation grant.
Result: Webb County Adult Drug Court Program will continue to provide substance-use disorder treatment, mental health and recovery support services to all eligible individuals in Webb County.

Discussion and possible action to authorize the submission of a request to the U.S. Department of Justice for a three-month no-cost extension for the Justice for Families Grant No. 15JOVW-22-GG-00225-JFFX, extending the grant period through December 31, 2026, to allow the completion of all approved project objectives; authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. This request will have no impact on the General Fund. All required documents have been reviewed by the Economic Development Department, and the request is in compliance with Webb County Single Point of Contact procedures.
Issue: Additional time is needed to complete remaining grant-funded activities, finalize pending expenditures and satisfy all programmatic and financial requirements before the current grant period ends.
Solution: Authorize Webb County to submit a three-month no-cost extension request to the U.S. Department of Justice, extending the grant period through December 31, 2026, without increasing the federal award or changing the approved scope of work.
Result: Approval of the extension will allow Webb County and its project partners to complete outstanding training, purchases, services, closeout activities and successfully fulfill the grant’s approved objectives.

Discussion and possible action to authorize the acceptance of a High Intensity Drug Trafficking Areas Grant (HIDTA Program) from the Executive Office of the President, Office of National Drug Control Policy in the amount of $530,150 for the continued salary and fringe benefits of seven Task Force Investigators; and authorizing the Webb County Judge to act as the County’s Executive Officer and Authorized Representative in all matters pertaining to the County’s participation in this grant. There is no cash match requirement for this grant; however, the District Attorney's Office requests additional funding in the form of cash match to cover expenditures in excess of the grant award. The cash match is in the amount of $148,000 for the county's budget process. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Contract Term: January 1, 2026 to December 31, 2026. [Requested by Isidro "Chilo" Alaniz, District Attorney, Account #1001-1160-001-463903-025 9Federal Matching Narcotics Task Force DEA)]
Issue: There is evidence that trafficking in narcotics and dangerous drugs exists in Laredo, Texas and that such illegal activity has a substantial and detrimental effect on the health and welfare of the people of Texas.
Solution: Gather and report intelligence data relating to trafficking in narcotics and dangerous drugs. Conduct undercover operations and engage in other traditional methods of investigations.
Result: Disrupt the illicit drug traffic in Laredo by immobilizing targeted violators and trafficking organizations.

This grant requires no cash match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Guillermo Walls, CAA Director]

Discussion and possible action to approve and execute the FY 2026 Federal Application 5339 — Discretionary Transportation Grant from Webb County Community Action Agency to the State of Texas through TGEMS (TxDot website) in the amount of EIGHTY FOUR THOUSAND SIXTY TWO DOLLARS ($84,062.00) acting through Texas Department of Transportation wherein Webb County El Aguila Rural Transit will be approving and executing grant by the desired deadlines, and designating the Webb County Judge as authorized official in all matters pertaining to this grant; and, any other matters incident thereto. This grant does not require a cash match, and thus will have no impact on the General Fund. All required documentation has been submitted to the Economic Development Department for review and was found to be compliant with Single point of Contact (SPOC) policy. [Requested by Webb County Community Action Agency]

This grant does not require a cash match, and thus will have no impact on the General Fund. All required documentation has been submitted to the Economic Development Department for review and consideration and was found to be compliant with the Single Point of Contact (SPOC) policy. [Requested by Webb County Community Action Agency]

This grant requires no cash match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Discussion and possible action to approve a credit to the contingency allowance as stipulated under §4.3 (allowances) under the construction agreement between Webb County and Stoddard Enterprises, LLC., in the amount of $40.70 for the Webb County Dean Senator Judith Zaffirini Justice Center Building Envelope Roof Project and to further authorize the Webb County Judge to sign any relevant documents; and any other matters incident thereto. Issue: The Webb County Medical Examiner will be visited by two anthropologists from the University of North Texas to examine the remains.
Solution: Consideration to ratify the authorization to use the Webb County credit card for hotel-related expenditures for two visiting anthropologists.

Issue: Webb County's Insurance policies are approaching renewal. The insurance carriers require a completed renewal application to provide renewal terms and premium quotes for the next policy year. Submission of the applications does not bind coverage.

Solution: ARDURRA Group has coordinated with the landowners of this tract and were given permission to survey the 1 Ac. tract in order to issue to Brighton Group and proceed with acquisition services for said tract. The landowner requested compensation due to the size of the tract and an appraisal was ordered and completed on May 18, 2026, by Appraisal Haus and issued to Webb County Engineering on May 20, 2026.
