COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Cooperative Purchasing Propgram, Sections 271.101, 271-102 (Cooperative Purchasing Program Participation) and any other matters incident thereto.
Issue: Webb County benefits from vendors that provide value pricing on various commodities ordered throughout the fiscal year.
Solution: Utilizing national cooperative pricing through online marketplace vendors is a mechanism which provides Webb County competitive pricing and value for commodities being ordered. Unifirst Uniform Service has met the competitive requirements of the State of Texas.
Result: Authorizing the use of national co-ops for purchases will provide more options, competitive pricing and cost savings for the department.

Discussion and possible action to authorize the County Judge to sign a “Concurrence on a De Minimis Impact Finding under Section 4(f) of the Department of Transportation Act of 1966” for 2.51 acres of new ROW to be taken from Lake Casa Blanca International State Park for the expansion of US 59 Loop from four 12-ft. wide main lanes to six 12-ft. wide main lanes divided by a concrete traffic barrier and the construction of a new overpass at the US 59 / E. Corridor Rd. intersection and concurring with TxDOT’s de minimis impact determination under 23 CFR 774.3(b) and any matter incident thereto. [No effect on the County budget]

Discussion and possible action to update the international travel per diem rates for meals in the Webb County policy (Section 8.0 Meal Reimbursements), for county elected officials and employees, in accordance with the most current GSA (U.S. General Services Administration), Per Diem rates; and any other matters incident thereto.
Issue: The current Webb County policy on meal reimbursements, adopted in 2025, needs to be amended to be uniformed with GSA as it pertains to domestic and international travel.
Solution: Adopt the amount allowed for meals when traveling using the most current published GSA Per Diem Rates, which vary by destination including international destinations.
Result: Allow Webb County per diem rates for meals to adjust to the most current GSA Per Diem Rates.
Issue: The current Webb County policy on meal reimbursements, adopted in 2025, needs to be amended to be uniformed with GSA as it pertains to domestic and international travel.

Issue: Estado De Mexico officials will be hosting Webb County officials for international government meetings with municipal, state, and federal officials for economic development and cultural exchange, as well as discussions for Mercado Festival event to be held in Webb County.
Solution: Approve the travel and attendance.
Result: Participation will strengthen international relations and exchange.

Community Action Agency
a.
Discussion and possible action to accept a gift distribution in the amount of $3,229.35 from Target through the Meals on Wheels American National Organization in support of the Webb County Community Action Agency’s Meals on Wheels Program; and any other matters incident there. This is a gift distribution, and, therefore, does not have an impact on the general fund.
Issue: The Meals on Wheels Program was selected to receive a gift distribution from Target Circle.
Solution: Request authorization from the court to accept donation.
Result: These funds will be available to be used for the needs of the Meals on Wheels clients.

This position will be 100% grant funded; and, thus, there will be no impact to the General Fund. Honorable Isidro Alaniz, District Attorney
a.
Discussion and possible action to ratify the purchase of a televised commercial advertisement from FOX Laredo for the FOX National Football League (NFL) Sunday Football Television advertising in Laredo by the Webb County District Attorney’s Office, for the “Make the Right Call” campaign. The campaign discourages drinking and driving in Webb County. The FOX advertisement package commercial ads commence in September 2026 and follow the entire season through the end of January 2027, at a total cost of Thirty-Five Thousand Eight Hundred Dollars ($35,800.00) for Two Hundred Fifty One (251) ads. The Webb County District Attorney’s Office will be featured in the advertisement and authorizing the Webb County Judge to execute all relevant documents, and any other matters thereto. Economic Development
a.
Discussion and possible action to authorize Amendment No. 3 to the FY 2026 Comprehensive Energy Assistance Program (CEAP) grant contract #58260004558 from the Texas Department of Housing and Community Affairs (TDHCA) to increase grant funding in the amount of Sixty-Five Thousand, Nine Hundred Thirty-Seven Dollars ($65,937.00), and continue to designate the Webb County Judge as the authorized official to sign all relevant documents; and any other matters incident thereto. No impact on the General Fund. Documentation has been reviewed by Webb County Economic Development Department and is compliant with SPOC policies and procedures. Discussion and possible action to accept the Texas Veterans Commission (TVC) Fund for Veterans’ Assistance (FVA) General Assistance Grant Award No. VCO27-R-002, in the amount of One Hundred Seventy-Six Thousand Dollars ($176,000.00), for the continued operation of the Webb County Veterans Service Office Transportation Program during the 12-month budget period beginning September 1, 2026, and ending August 31, 2027; authorize the County Judge to execute all necessary documents; and address any other matters incident thereto. This grant requires no cash-match commitment and will have no impact on the General Fund. [Requested by David Garza, Veterans Service Office]
Issue: On November 24, 2025, the Commissioners’ Court authorized the submission by the Veterans Service Office of a grant application for Texas Veterans Commission (TVC) Fund for Veterans’ Assistance (FVA) in an effort to enhance the services and support currently being provided to Webb County Veterans, Dependents and Surviving Spouses with no means of transportation to and from medical appointments which may not be available without further funding. Authorization from the Commissioners’ Court is required in order to accept the award.
Solution: The Commissioners’ Court authorizes the acceptance of the state funds to continue to provide extended services for transportation to medical appointments within the Webb County area and up to 200 miles radius to address the needs of the transportation program participants.
Result: Acceptance of the Texas Veterans Commission Fund for Veterans’ Assistance Grant will enable the Webb County Veterans Service Office to continue providing comprehensive services to veterans, their dependents, and surviving spouses throughout Webb County, including essential transportation to medical appointments within a 200-mile radius—services that might otherwise be unavailable without this grant funding.

Fire Suppression & EMS Services

Discussion and possible action to approve the purchase of thirty (30) sets of bunker gear from Casco Industries, Inc., (Buy-Board #698-23) for an amount not to exceed $122,999.80 for the Webb County Fire Department in accordance with the Texas Local Government Code; Section 271.101 & 271.102 (Sub-Chapter F. Cooperative Purchasing Program) with further action to transfer funds from Capital Outlay to Account #1001-3140-001-460105 (Minor Tools & Apparatus); and any other matters incident thereto. [Account #1001-3140-001-470000 (General Fund-Fire & EMS Services-Administration-Capital Outlay)]
Issue: The Webb County Fire Department needs to replace thirty (30) sets of bunker gear that will soon expire.
Solution: Consideration to authorize the purchase of new bunker gear, also known as personal protective equipment (PPE) for firefighters. This request is budgeted under the FY 2025 budget within the Fire Department’s budget.
Result: Upon court approval, the order for the PPE will be placed. New PPE will provide up-to-date gear for firefighters to protect themselves from the heat, flames, and other hazards of firefighting.

(ESRI) under Texas Direct Contract #DIR-CPO-4699 commencing October 1, 2026, through September 30, 2027, to provide software maintenance support for the Geographic Information System (GIS) Mapping and 911 software utilized by the Webb County Planning Department at a cost of TWELVE THOUSAND THREE HUNDRED THIRTY DOLLARS ($12,330.00), and authorizing the County Judge to sign and execute all relevant documents; and any other matters incident thereto. Discussion and possible action to authorize the Purchasing Agent to process surplus and/or salvage property in accordance with the Texas Local Government Code, Section 263.152 (Disposition) and to publish notice to the public as per Local Government Code Section 263.153 (Notice) for surplus and/or salvage property being auctioned.
Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as wear and deterioration, damage, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department.
Solution: Authorize the Purchasing Agent to attempt to sell the County surplus or salvage property through a public auction, dispose of, or destroy property that cannot be sold in a public auction because it has been deemed worthless or disposed of through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products and/or donate as permitted by state law.
Result: Generate auction revenue from the sale of county property, reduce county expenditures by transferring surplus property to other departments.

This MOU becomes effective on the date of the final signature and remains in effect for one year unless terminated earlier. The MOU may be renewed by written agreement of both parties. This MOU does not obligate funds; therefore, there is no impact on the General fund.
Issue: The Texas Military Department (TMD), an agency of the State of Texas, desires to use the premises for state weapons qualification, firearms sustainment training, and related safety activities in support of state mission requirements. Discussion and possible action to confirm the approval of the following employee health benefit items as adopted by the Commissioners Court on August 24, 2026, to be effective January 01, 2027; and any other matters incident thereto.
Issue: The recommended premium and plan adjustments for plan year 2027 have been approved and are scheduled to be implemented on January 01, 2027.
Solution: Confirming the August 24, 2026, approvals for medical increases in the base plan and consumer driven health plan (CDHP) by 5% on all tiers with no change in the county contribution of $1,475.00 per employee per month, a reduction of 5% on all tiers to the vision rates and no change to the dental employee premiums. Additionally, removal of the GLP1’s used for weight loss from the health plan along with the removal of the CVS Weight Loss Management Program.
Result: Ensure that Webb County maintains adequate funding levels for employee medical, dental and vision plans.

The actuarial analysis will encompass the post-employment health plan and Incurred But Not Report (IBNR) reserves for Webb County's medical, prescription and dental plans. Issue: Governmental account reporting needed by the Auditors' office on a yearly basis.
Solution: Approval by the Court to accept Lewis & Ellis as actuaries to provide the report will enable Risk Management to return in report on a timely basis.

Discussion and possible action to approve the 2027 Renewal Notice and Benefit Confirmation forms with the Texas Association of Counties (AmWIN Group Benefits) for the County Silver Choice Retiree Program. There will be no increase in the monthly premium in the retiree Medical and Prescription supplement plan effective January 01, 2027, which covers County retirees 65 and over and their dependents; and authorize the County Judge to sign and execute all relevant documents, and any matters incident thereto.
Issue: Webb County presently acts as the administrator for the Silver Choice program with TAC for those retirees' receiving coverage through the program. There is no cost and no contribution from the County and the Risk Management Office merely drafts the total premiums from the Silver Choice retirees' accounts and forwards the premiums to TAC.
Solution: Continue to administering the program for the Silver Choice Retirees for the plan year 2027 and sign the agreement with TAC.
Result: The coverage for those Silver Choice retirees who chose to remain in the program will continue without interruption.

The building currently has a dirt floor, which causes stored equipment to become dirty and increases maintenance and cleaning needs. Installation of concrete slabs is necessary to provide a clean and suitable storage area and help protect and maintain County equipment.
