COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Auditor
a.
Discussion and possible action to create a special revenue fund, interest bearing bank account and budget by Order for the professional service reimbursement agreement between Southwebb Development LP (Development) and the County in accordance to Texas Local Government Code, Section 111.07075. SPECIAL BUDGET FOR REVENUE RECEIVED AFTER START OF FISCAL YEAR, for advanced reimbursements and expenditures associated to PID review process subject to availability of funds; and any other matters incident thereto.
Issue: The County and Development are reviewing the creation of a Public Improvement District with advanced reimbursements for related professional services expenditures.
Solution: Create a special revenue fund, interest bearing bank account and budget for advanced reimbursements and expenditures to account the related PID review.
Result: Ensure advanced reimbursements and expenditures associated with PID review cost are tracked and reported.

Discussion and possible action to enter into a Retainer Agreement with Allison, Bass & Magee, L.L.P. to represent the County in Smart Communications Holding Inc. v. Webb County, Texas; Cause No. 2026CVIO01835D1 and any matters incident thereto; authorizing the County Judge to sign all relevant documents.
b.
Discussion and possible action to accept a declaration of public purpose pursuant to Tex. Const. Art. 3 Sec. 52 (status update the Webb County constituents regarding all projects) and approve all expenses related to the State of the County Address which will be held on October 15, 2026 at the Laredo County Club f; and any other matters incident thereto.

Community Action Agency

Discussion and possible action to approve the posting and filling of the following Slot, subject to the availability of payroll funds and any applicable Civil Service guidelines, effective October 13, 2026:
Issue: The employee in this position was promoted on September 18, 2026.

Solution: Request authorization by the court to post and fill the vacancy, subject to the availability of payroll funds from the Criminal Justice Division Speciatly Grant and any Civil Service Guidelines, if applicable.
Result: Posting and filling of this position will alleviate the workload and allow for a more effective and efficient flow of services to the program. This position is 100% grant-funded.

Economic Development
a.
Discussion and possible action to authorize the submission of a grant application for a FY 2027 Community Rides Pilot Grant Program in the amount estimated at ONE HUNDRED THOUSAND DOLLARS AND NO CENTS ($100,000.00) as prepared, written, and submitted by the CAA grant writer in collaboration with CAA management and submitted to the Coordinating Council on Access and Mobility Technical Assistance Center (CCAM-TAC) for grant funds for El Aguila Rural Transit Program; and, designating the Webb County Judge as the authorized official to execute all relevant documents; and any other matters incident thereto. This grant requires no cash match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Guillermo Walls, CAA Director]
Issue: There is an opportunity to apply for funds for El Aguila Rural Transit.
Solution: Proposed supplemental grant application will provide additional funding for the clients of the El Aguila Rural Transit Program.
Result: If awarded a pilot program, CAA’s El Aguila Rural Transit Program will be able to utilize supplemental funding to expand services.
Issue: There is an opportunity to apply for funds for El Aguila Rural Transit.
Solution: Proposed supplemental grant application will provide additional funding for the clients of the El Aguila Rural Transit Program.

b.
Discussion and possible action to accept the grant from the Texas Health and Human Services Commission (HHSC), Contract Number 000158100, for Fiscal Year 2026–2027. This grant is in the amount of Six Hundred Forty-Nine Thousand Nine Hundred Ninety-Eight Dollars and Seventy-Four Cents ($649,998.74), for the period beginning October 1, 2026, through September 30, 2027. The contract termination date is September 30, 2030 and authorizing the County Judge to sign all relevant documents. This action will have no impact on the General Fund. Documentation has been reviewed and is compliant with SPOC policies and procedures. [Requested by Community Action Agency; Grant Account #2371-5150-521-330300]

This grant requires no matching funds and will not impact the General Fund. All required documents have been submitted and reviewed by the Economic Development Department and the solicitation is in compliance with Webb County Single Point of Contact (SPOC) procedures. Issue: The Webb County Sheriff’s Office requires supplemental funding for equipment, minor tools, contractual services, training/travel, and supplies to support and enhance law enforcement operations.
Solution: Authorize the submission of the FY2026 Justice Assistance Grant application in an amount not to exceed $39,902.00 to provide supplemental funding for eligible law enforcement equipment, services, training/travel, and supplies.
Result: Approval will allow the Webb County Sheriff’s Office to pursue federal grant funding for needed resources that will support law enforcement personnel and enhance the delivery of public safety services without impacting the County’s General Fund.
Issue: The Webb County Sheriff’s Office requires supplemental funding for equipment, minor tools, contractual services, training/travel, and supplies to support and enhance law enforcement operations.
Solution: Authorize the submission of the FY2026 Justice Assistance Grant application in an amount not to exceed $39,902.00 to provide supplemental funding for eligible law enforcement equipment, services, training/travel, and supplies.

Discussion and possible action to accept the award and enter into an agreement with the Texas Office of the Governor — Criminal Justice Division (CJD) DC - Specialty Courts Program Grant No. 5849101, in the amount of TWO HUNDRED FORTY NINE THOUSAND SEVEN HUNDRED NINETY NINE DOLLARS and NINETY TWO CENTS ($249,799.92) beginning September 1, 2026–August 31, 2027, for the Webb County Court-at-Law II Juvenile Drug Treatment Court Program. There is no cash/in-kind match required, therefore there is no financial impact to the general fund. All required documents were sent for review to the Economic Development Department and the acceptance of the grant award is compliant with the Webb County Single Point of Contact (SPOC) procedures. Accepting the grant will authorize the County Judge to execute all relevant documents; and any other matters incident thereto. [Requested by County Court At Law 2]
Issue: Notice of Award from the Office of the Texas Governor for the Juvenile Drug Treatment Court Program was received on October 5, 2026 acceptance by the Commissioners Court is required to activate grant funding.
Solution: Accept grant award to expand services and proceed with additional treatment services provided to eligible court program participants.
Result: If accepted, funding will expand services within Webb County and provide additional treatment services to eligible participants.
Issue: Notice of Award from the Office of the Texas Governor for the Juvenile Drug Treatment Court Program was received on October 5, 2026 acceptance by the Commissioners Court is required to activate grant funding.

e.
Discussion and possible action to accept the award and enter into an agreement with the Texas Office of the Governor — Criminal Justice Division (CJD) DC Specialty Courts Program Grant No. 5846901, in the amount of TWO HUNDRED TWENTY SIX THOUSAND SIX HUNDRED SEVENTY FIVE DOLLARS ($226,675.00) beginning September 1, 2026 – August 31, 2027, for the Webb County Court-at-Law II DWI Court Program. There is no cash/in-kind match required, therefore there is no financial impact on the general fund. All required documents were sent for review to the Economic Development Department and the acceptance of the grant award is compliant with the Webb County Single Point of Contact (SPOC) procedures. Accepting the grant will authorize the County Judge to execute all relevant documents and any other matters incident thereto. [Requested by County Court at Law 2]
Issue: Notice of Award from the Office of the Texas Governor for the DWI Court Program was received on October 5, 2026. Acceptance by Commissioners Court is required to activate grant funding.

Issue: Notice of Award from the Office of the Texas Governor for the DWI Court Program was received on October 5, 2026. Acceptance by Commissioners Court is required to activate grant funding.

f.
Discussion and possible action to ratify the acceptance of a grant award and authorize Webb County to enter into a grant agreement with the Southwest Border Regional Commission (SBRC) in the amount of THREE HUNDRED THIRTY THOUSAND DOLLARS ($330,000.00), with EIGHTY-TWO THOUSAND FIVE HUNDRED TEN DOLLARS ($82,510.00) provided via cash and/or in-kind contributions as the required local match for the purchase to distribute 300 Atmospheric Water Generators (AWGs). The period of performance is from September 21, 2026, through October 1, 2027. Authorizing the County Judge to sign all relevant documents and any other matters thereto. All required documents have been reviewed by the Economic Development Department, and the solicitation is compliant with Webb County Single Point of Contact (SPOC) procedures. Issue: To ratify the acceptance of a grant award and enter into an agreement to complete the project,
Solution: To ratify the acceptance of the SBRC award and authorize Webb County to enter into the grant agreement to implement the project.
Result: Webb County will implement the project and provide immediate access to potable drinking water in the colonias along HWY 59 by purchasing and distributing 300 Atmospheric Water Generators to eligible households while pursuing a conventional water system.
Issue: To ratify the acceptance of a grant award and enter into an agreement to complete the project,

There is no cash/in-kind match required; therefore, there is no financial impact on the general fund. All required documents were sent for review to the Economic Development Department and the acceptance of the grant award is compliant with the Webb County Single Point of Contact (SPOC) procedures. Discussion and possible action to approve Work Authorization No. 2 in the amount of $4,500.00 to Terracon Consultants, Inc., for an Asbestos Survey for the Webb County Billy Hall Administration Building; and any other matters incident thereto; and have the County Judge sign all relevant documents. Issue: An asbestos containing building material (ACM) survey is required for the proposed area of renovation at the Webb County Billy Hall Administration Building.
Solution: Approval of agenda item so that the vendor may proceed to identify and quantify accessible asbestos-containing materials (ACM) at the Webb County Billy Hall Administration Building.
Result: Approval of the asbestos survey and proceed with project.
Issue: An asbestos containing building material (ACM) survey is required for the proposed area of renovation at the Webb County Billy Hall Administration Building.

Public Health Services
a.
Discussion and possible action to enter into a Memorandum of Understanding between Webb County and Ruthe B. Cowl Rehabilitation Center for Primary Health Care Services at the Southern Health Facility designating approximately 809 sq. ft. of space at the Webb County Southern Health Facility to be used by Ruthe B. Cowl Rehabilitation Center to provide physical therapy, occupational therapy and speech therapy commencing October 1, 2026 for a ten year period and any matters incident thereto; authorizing the County Judge to sign all relevant documents. Purchasing
a.
Discussion and possible action to ratify and approve Work Authorization #4 for surveying services with Top Site Group, LLC. in the amount of Two Thousand Four Hundred Dollars ($2,400.00) for the preparation of an ALTA Level Survey for Lot 1A and Lot 2A, Block 1 Guerra Subdivision located at 5110 Hwy 59 and to further authorize the County Judge to sign and execute all relevant documents and any other matters incident thereto. Issue: An ALTA survey is being requested by outside counsel for the Casa Blanca Properties located on 5110 Hwy. 59. Closing is scheduled for Thursday, October the 15th.
Solution: Approve the ratification of the ALTA survey authorized by the Purchasing Agent to meet the deadline for the closing/settlement of signing documents with the seller, payment and recording the deed to Webb County.
Result: Secure approval on ratification and proceed with the legal process of closing out the purchase of subject properties.
Issue: An ALTA survey is being requested by outside counsel for the Casa Blanca Properties located on 5110 Hwy. 59. Closing is scheduled for Thursday, October the 15th.

Risk Management

Discussion and possible action to award a one (1) year renewal contract to AirMedCare (AirEvac) ancillary benefit, for air ambulance services. All ancillary products are 100% paid by the employees. The renewal premium for AirMedCare ancillary benefit will be offered at a monthly cost of Seven Dollars ($7.00) per month for the performance period of Jan 1, 2027 through December 31, 2027; and authorize the County Judge to execute all relevant documents; and any other matters incident thereto. Issue: The existing contract expires on December 31, 2026.
Solution: Renew the contract with AirMedCare for one year.

Discussion and possible action to enter into a one (1) year (September 21, 2026, through September 30th, 2027) non-financial senior job skills training program agreement by and between Webb County (“Host Agency”) and AARP Foundation Senior Community Service Employment Agency Program, to provide job training to senior citizen volunteers at NO COST to Webb County, and authorizing the Webb County Judge to execute all relevant documents and any other matters incident thereto.
Issue: The AARP Senior Community Service Employment Program (SCSEP) agreement expired on June 30th, 2026. Due to lack of funding, the program could not be renewed until the agency received funding. This interruption prevented senior community volunteers from continuing their job training and work assignments through Webb County.
Solution: Approve a one-year (1) non-financial agreement between Webb County and the AARP Foundation SCSEP is being proposed, covering the period of September 21, 2026, through September 30, 2027. This agreement reinstates the program at no cost to Webb County and authorizes the County Judge to execute all supporting documents.
Result: Approval of this agreement will allow the SCSEP program to resume fully, ensuring senior participants can continue receiving job skills training and meaningful work opportunities. It restores continuity of services and supports the county’s ongoing commitment to senior workforce development.

Webb County has appropriated all its ARPA allocated funds to 40 adopted projects meeting all requirements set forth by the State and Local Fiscal Recovery Funds (SLFRF) program guidelines. US Treasury under SLFRF Guidelines FAQ 17.16 allows for the transfer of Obligated ARPA Funds from project to project. Webb County authorizes Brighton Group to follow all SLFRF procedures in reporting with the US Treasury.
Issue: Webb County currently has (4) ARPA Projects have been completed and closed with remaining ARPA Obligated Funds due to savings in scope and unused Owners Allowances assigned to the project by court action and executed contract. Discussion and possible action to develop a Memorandum of Understanding (MOU) between Webb County and the City of Laredo Health Department to establish a coordinated process for the regular, preferably monthly, transmission of legally permissible records or information concerning deceased individuals to the Webb County Elections Administrator officials for review and processing in accordance with applicable state and federal law, for the purpose of assisting in the timely maintenance and accuracy of the county voter registration rolls; and authorizing County staff and legal counsel to discuss the terms of the MOU and any related procedures necessary to implement the agreement; and any other matters incident thereto.
