Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 13th day of September 2024. Present also were Ms. Carmen L. Saldaña, Recording Secretary representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
 
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.

The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

Discussion and possible action to authorize Webb County to partner with Laredo College for the development and submission of the 2024-2029 U.S. Department of Commerce - NTIA Digital Equity Grant for up to Two Million Five Hundred Thousand Dollars ($2,500,000.00); and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any type of match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures.

Mr. Gabriel Lozano, Director of Grants at Laredo College, spoke of the NTIA Digital Equity Grant that will help improve digital equity and internet capacity for all of Webb County in order to help different residents improve their lives.

Public Hearing to consider the proposed budget for fiscal year 2024-2025 pursuant to Texas Local Government Code Section 111.067. At the Conclusion of the Public Hearing, the Commissioners Court shall take action on the proposed budget pursuant to Texas Local Government Code Section 111.068.

Motion by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina, seconded by Commissioner, Pct. 1 Jesse Gonzalez to approve the list of amendments included in the budget proposed as presented by Mr. Leroy Medford, Commissioners Court Administrator, as well as placing the position requested by the Sheriff's Office of Security Systems Operator under the IT department of Webb County and remove the Dispatch Supervisor position from the list for the Sherrif's Office

  • to approve requests from Mr. Rafael Perez, County Auditor, for an appropriated Line Item for capital improvements of 17.5 million that is needed for critical infrastructure as well as,
to approve additional correction the the proposed budget of an expenditure funded for 5 years for the Information Technology Department of $385,000.00 be moved from Capital Outlay to Debt Services, and

to approve the creating of a line item unders Leases and Subscriptions Base to offset the current line items of Repair and Maintenance of Equipment Software in order to have payments under proper accounts for next years budget
  • to approve proposal by Commissioners, Pct. 1 Jesse Gonzalez for the metal detector's proposed amount be increased from $20,000.00 to $40,000.00 to purchase two metal detectors instead of one for the Webb County Courthouse from the ARPA funds
  • to approve proposal from Commissioner, Pct 4. Ricardo A. Jaime for an additional $25,000.00 input to the Capital Outlay account to help the wellness program in purchasing equipment and other significant items needed for their relocation to the new building

Issue: The County intends to reimburse the expenditures hereunder after the date the original expenditure is paid or the date the project is placed in service. 

Solution: This resolution shall evidence the intent of the County to comply with state law and federal income tax law in the issuance of tax-exempt obligations for the project.

Result: Approving resolution will allow Webb County to comply with State and Federal income tax laws.

Discussion and possible action to adopt the Webb County’s Wage Scale effective October 1, 2024 as submitted.
 
Issue: The current Wage Scale has not been updated since 2020.

Solution: Remove grades five (5) and six (6) and add grades 29 and 30 (discretion to hire up to 10 steps into these additional grades). 

Result: This will establish an updated Wage Scale to mirror our current employee population.
