Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:
Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 10th day of October 2024. Present also were Ms. Carmen L. Saldaña, Recording Secretary representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Treasurer, Raul Reyes presented the Bills and Disbursements for the period of 09/20/2024 - 10/10/2024 that included the Recap of Checks, EFT's, and the payments released by general order.

County Treasurer, Raul Reyes presented the Payment Ratifications.

County Treasurer, Raul Reyes presented the Liability Disbursements of the County payroll for the pay period of 09/06/2024 - 09/19/2024 as well as the requested special payroll of 09/20/2024 - 10/03/2024. Included as well was the Casa Blanca Golf Course payroll from prior date of 10/04/2024 and the estimated payroll for the next pay period 10/18/2024.

Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. Auditor

Discussion and possible action to authorize a one (1) year Software as a Service (SaaS) Financial Reporting service agreement with Gravity IGM Technology Corp. for an amount not to exceed $34,500.00 ($19,500 annual service fee plus $15,000 implementation fee) and any other matters incident thereto. [Account #1001-1260-001-443000-110 (Repairs & Maintenance-Software)]
Issue: With new financial reporting requirements as set by the Governmental Accounting Standard Board (GASB) for local governments, implementation of the proposed cloud-based software will assist the County Auditor with the annual financial reporting requirements.
Solution: Consider the approval of the proposal as recommended by the County Auditor. The Purchasing Agent advertised and secured three (3) proposals in response to public solicitation request. Gravity IGM Technology Corp. is the best price, designed in compliance with GASB 34 and Government Finance Officers Association reporting requirements and is a cloud-based software that meets the expectations for annual financial reporting requirements by the County Auditor.
Result: Approve the proposal submitted by Gravity IGM Technology Corp. for a one (1) year cloud-based software agreement as presented in order to prepare the County’s Annual Comprehensive Financial Report.

Discussion and possible action to ratify the transfers from General Fund to the Webb County Fairgrounds Special Revenue Fund for $515,997 and the Casa Blanca Golf Course Fund for $777,216 for the year end encumbrances for capital expenditures.
Issue: The Webb County Fairgrounds Special Revenue Fund and the Casa Blanca Golf Course Enterprise Fund encumbrances for capital expenditures have not be completed as of September 30, 2024.
Solution: The Commissioners Court has already allocated funding for transfers during fiscal year 2024 and the County Auditor is respectfully requesting to transfers the balances for next year to make the available funding for next year for completing the capital expenditures.
Result: The Webb County Fairground Special Revenue Fund and the Casa Blanca Golf Course Enterprise Fund will have the available funding for the capital expenditures for next year.

Civil Legal Division

Discussion and possible action to enter into a Non-Financial Professional Services Agreement between Webb County, for the Webb County Early Child Headstart Care Partnership (EHS-CCP), and Serving Children and Adults in Need (S.C.A.N.) for substance abuse education for the Webb County Early Child Headstart Care Partnership (EHS-CCP) for use in their early head start programs. This agreement establishes the terms and conditions under which S.C.A.N. will be providing their professional substance abuse education programs to the Webb County Head Start (EHS-CCP). This agreement shall be for a three year (3yr.) term for three scholastic calendar years commencing September 1, 2024, through August 31, 2027, and authorizing the County Judge to sign and execute all relevant documents, and any other matters incident thereto. Honorable Victor Villarreal, County Court at Law 2 Judge

Discussion and possible action to approve a 12-month agreement (effective October 1, 2023 to September 30, 2024) between Webb County for the benefit of the Webb County Court-at-Law II DWI Court Program and Serving Children and Adults in Need (SCAN, inc) in the amount not to exceed two hundred twenty thousand dollars ($220,000.00). SCAN, inc will provide substance abuse and treatment counseling for DWI Court participants as listed and approved on the grant application through U. S. Issue: Webb County Court-at-Law II DWI Court services DWI Offenders in Webb County.
Solution: Effectively service area offenders through substance abuse counseling, mental health and other resources provided by the court with SCAN, inc partnership.
Result: Obtaining the services by SCAN, inc is a key component of grant requirements.

Discussion and possible action to continue paying grant-funded personnel under OCDETF for work performed until notification and allocation of funds by the grant award from the U.S. Department of Justice Drug Enforcement Administration. All personnel costs will be reimbursed with grant funds. [Fund #2587-2260-001-413000]
Issue: Current grant funding expired on September 30, 2024. The D.A.’s Office has not received notice of award for the new grant. Unless this item is approved, personnel working under this grant will not be paid after September 30, 2024.
Solution: Grant a payroll extension effective October 1, 2024.
Result: The Webb County District Attorney’s Office will continue to employ the grant-funded personnel, and will continue to execute its duties against criminal activity.

Issue: The District Attorney’s Office is in need of vehicles due to several of their units having mechanical issues.
Solution: Consider to authorize the approval to transfer county owned unit no longer being used by the 406th Judicial District Court to the District Attorney's Office for official use.
Result: Fixed asset records will reflect the assignment to the Webb County District Attorney’s Office. Department currently has both fuel and maintenance accounts to cover related expenses for their fleet.

The total reimbursable amount covers overtime for investigators assigned to the DEA Task Force ($145,443.00) and payments related to 3 leased vehicles ($36,000). The period of performance for this agreement is October 1, 2024, through September 30, 2025. Issue: Collaboration between Federal, State and local law enforcement agencies is necessary to pursue and dismantle organized crime organizations along Webb County and the Texas Border.
Solution: Accept Federal assistance to continue local participation in Joint Operations under the Organized Crime Drug Enforcement Task Forces Program.
Result: Disruption of organized criminal activity along the Texas border and in Webb County.
Issue: Collaboration between Federal, State and local law enforcement agencies is necessary to pursue and dismantle organized crime organizations along Webb County and the Texas Border.
Solution: Accept Federal assistance to continue local participation in Joint Operations under the Organized Crime Drug Enforcement Task Forces Program.
Result: Disruption of organized criminal activity along the Texas border and in Webb County.

That's almost double the amount of casualties lost during wars in Afghanistan and Iraq. Women who will be victims of severe violence by an intimate partner in their lifetimes number 1 in 4. Solution: Grant award to enhance the tools, techniques, and training to those investigators who follow-up to calls for assistance, conduct interviews with these victims, file incident reports, provide these victims with information/referrals to service providers, initiate arrests of perpetrators, refer cases for prosecution, and prepare testimony/evidence for trial in cases of domestic violence, sexual assault, dating violence, and stalking.

Ms. Laura Nanez, Relay for Life of Webb County Event Leader, spoke about the importance of raising awareness about breast cancer during the month of October. Present were also volunteers Ms. Sylvia Garza, Ms. Mary Trevino and Maria Lourdes Martinez, Ambassador of Courage Breast Cancer Survivor for 2025.

Albert Torres, Director of 1848 Event Center, advised the court that the involvement of all commissioners in the Bi-National Relations Committee would be beneficial in creating international relationships.
County Judge, Tano E. Tijerina advised the court that Mr. Lalo Uribe, Budget Officer, and Mr. Leroy Medford, Commissioners Court Administrator will be a part of the Bi-National Relations Committee as well.
