Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:
Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 25th day of October 2024. Present also were Ms. Carmen L. Saldaña, Recording Secretary representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Treasurer, Raul Reyes presented the Payment Ratifications.
County Treasurer, Raul Reyes presented the Liability Disbursements of County payroll for the pay periods of 10/04/2024 - 10/17/2024 as well as the Casa Blanca Golf Course payroll for 10/18/2024, along with the estimated payroll for the next pay period.

County Judge Tano E. Tijerina reads a proclamation and proclaims the month of November 2024 as Pancreatic Cancer Awareness Month, as well as November 21, 2024, as Pancreatic Cancer Awareness Day.
Ms. Patty Vela, advocate for Pancreatic Cancer, expressed concern over the rise of Pancreatic Cancer diagnosis and the importance of spreading awareness. Ms. Jasmine Mendoza spoke about the passing of her mother and the experience she went through after being diagnosed with Pancreatic Cancer in the hopes of everyone becoming more aware and educated over the disease.

Belinda Trevino, a volunteer with the American Cancer Society, thanks the court for their continuous support for all types of cancers, as well as bringing awareness to all the organizations available.

Human Resources Director, Monica Flores presented the Wage and Pay Scale Budget Amendments Report.

Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Issue: Commissioners Court approval is required to authorize the continuation of professional services with ACT. The Veterans Treatment Program was awarded a 4-month No Cost Extension beginning June 1, 2024 - September 29, 2024, to ensure completion of the originally approved project.
Solution: Authorize to extend the current agreement from June 1, 2024 - September 29, 2024.
Result: Authorizing an extension to the original contractual agreement will allow the Veterans Treatment Program to ensure fidelity to the Drug Court Model.
Issue: Commissioners Court approval is required to authorize the continuation of professional services with ACT. The Veterans Treatment Program was awarded a 4-month No Cost Extension beginning June 1, 2024 - September 29, 2024, to ensure completion of the originally approved project.

Issue: The Laredo/Webb County community remains a medically and mentally underserved area, forcing young people and adults with mental health issues to travel to facilities outside the area for necessary services.
Solution: Grant application to fund overtime and relevant fringe benefits for Mental Health Unit members to transport patients to out-of-town facilities, ensuring they receive the necessary care.
Result: Grant funding will enable members of the Mental Health Unit to carry out complex and time-consuming tasks, such as executing court orders, managing mental health commitments, and transporting patients to out-of-town facilities, ultimately benefiting mentally ill patients, their families, and the wider community.
