Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:
Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 7th day of February 2025. Present also were Ms. Carmen L. Saldana, Recording Secretary representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Treasurer, Raul Reyes presented the Bills and Disbursements for the period of 1/24/2025 - 2/06/2025 that included the Recap of Checks, EFT's, and the payments released by general order.
Civil Legal, Mr. Lalo Uribe, requests from the court to additionally approve funds needed for Life Downs Third Party Funding that need to be disbursed and ratified.

County Treasurer, Raul Reyes presented the Liability Disbursements of the County payroll for the pay period of 01/10/2025 - 01/23/2025, as well as the Casa Blanca Golf Course payroll from prior date of 02/07/2025 and the estimated payroll for the future pay period of 2/21/2025.

Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. Discussion and possible action to modify the recommended $10 million dollar Liability Umbrella to industry standards, reduce the recommended amount to $2.5 million, and remove the Builders Risk requirement Insurance, as this is typically reserved for vertical construction projects, with Mor-Wil, L.L.C. for the ARPA Waterline Projects 4, 5, 9, 10, 12, & 13 from the Rio Bravo Water Treatment Plant to La Presa Project; and any other matters incident thereto.
Issue: Current recommendation from Webb County’s insurance consultant is to carry a $10 million umbrella policy for this waterline project. Project cost does not merit this recommendation.
Solution: Reduce the amount of liability umbrella to industry standards.

Discussion and possible action to approve the submission of a Violence Against Women Justice and Training (VAWA) grant application (3521808) to the Office of Governor (OOG) in the amount estimated at $10,000 for training and supplies for investigators and patrol officers working at the Webb County Sheriff’s Office serving victims of violent crimes against women and authorizing the County Judge to execute all relevant documents;including the resolution, and any other matters incident thereto. This grant requires a Thirty (30%) percent cash match, or a $3,000 cash match, which will be met by Webb County Sheriff's Office state forfeiture funds. Thus, this grant will have no impact on the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. Issue: Violence against women is a critical issue globally, encompassing physical, sexual, emotional, and economic abuse. It includes domestic violence, sexual assault, human trafficking, and exploitation. Rooted in gender inequality and harmful cultural norms, it often goes unreported due to fear or lack of support. Effective solutions require stronger laws, education on gender equality, and better resources for victims to help prevent and address these crimes.
Solution:Grant application to improve the tools, techniques, and training for investigators handling cases of domestic violence, sexual assault, dating violence, and stalking. This includes those who respond to calls for assistance, conducting victim interviews, completing incident reports, offering victim referrals to service providers, initiating arrests of perpetrators, preparing cases for prosecution, and preparing testimony and evidence for trial.
Result: Improved law enforcement services, including advanced investigative techniques, to address emerging criminal trends like cyberstalking, and enhance the effectiveness of law enforcement responses to the needs of victims of violent crime.

Solution: Grant application to expand and maximize grant resources, enabling the Webb County Sheriff’s Office to enhance transparency and accountability by continuing the use of body-worn cameras for its sworn officers.
Result: The Webb County Sheriff’s Office will be able to enhance transparency and accountability in its efforts to serve and protect the public and taxpayers of Laredo/Webb County.

This funding enhances the current services by providing family integrated-based therapy and family-based interventions to qualifying drug court participants.
Solution: Authorize the submission of the OOG for Specialty Courts Program for Fiscal Year 2026, Year 4.
Result: The Webb County Adult Drug Court will remain in compliance with the submission rules and regulations set forth by the funding agency.

Result: Grant funding will enable members of the Mental Health Unit to carry out complex and time-consuming tasks, such as executing court orders, managing mental health commitments, and transporting patients to out-of-town mental health facilities, ultimately improving care for mentally ill patients, their families, and the community.

Issue: The need for rifle-resistant body armor has increased due to the rise in active shooter incidents involving high-powered rifles, the militarization of criminal groups, and evolving threats faced by law enforcement and military personnel. Traditional body armor, which is effective against handguns, is insufficient against rifle fire, prompting the demand for more protective, rifle-resistant options in high-risk situations.
Solution: The Webb County Sheriff's Office's submission of the application will help eligible peace officers working in Webb County obtain rifle-resistant hard body armor, improving their safety.
Result: By using grant funds from this proposed application, the Webb County Sheriff's Office will be able to provide hard body armor to eligible peace officers, enhancing their safety and security.
Issue: The need for rifle-resistant body armor has increased due to the rise in active shooter incidents involving high-powered rifles, the militarization of criminal groups, and evolving threats faced by law enforcement and military personnel.
