Discussion and possible action to proclaim the month of April, 2025 as Child Abuse Prevention & Awareness month and Sexual Assault Awareness month in Webb County.
County Judge Tano E. Tijerina read a proclamation and proclaimed the month of April 2025 as Child Abuse Prevention & Awareness month.
Dr. Severita Sanchez, Childrens Advocacy Center Executive Director, spoke on the importance of protecting the children by encouraging the community to report possible abuse. Dr. Sanchez thanks the court for their continued support, as well as monetary support, in order to continue spreading awareness and provide care services for those children in need.
Cynthia Flores, SCAN Sexual Assault Program Representative, informs the court on the staggering numbers of sexual assault claims affecting adults and children, as well as expressing concern about the fact there are so many assaults that go unreported.

Dr. Julie Basaan, Executive Director for Area Health Education Center (AHEC), expressed to the court the fact that our Laredo community is the #1 community in the country due to strongly educating and practicing health throughout our youth in Webb County. Representatives from AHEC, Hazel Medellin, Lizette Lara, Vicky Morales, Carla Ortiz, Nancy Cadena, Rosina Martinez, Eric Castillo and Randy Villanueva introduced themselves to the court and expressed their dedication and close involvement with the health education program.

Essentially, March is the month to focus on promoting healthy eating for the elderly population.
Solution: The CAA Meals on Wheels Program seeks to celebrate a historic day in 1972 when a national nutrition program for seniors was added to the Older Americans Act. This legislation supported the Meals on Wheels network that now collectively serves 2. 8 million seniors each year. Issue: It is a federal requirement that Webb County adopt the Fair Housing Policy within its jurisdiction in order to continue to apply for grants.
Solution: The adoption of the Fair Housing Policy in Webb County and inform citizens of Webb County of their legal rights in housing discrimination.
Result: The federal requirement for Fair Housing will be met by promoting Fair Housing within Webb County’s jurisdiction, thus allowing Webb County to continue applying for grants.

County Judge Tano E. Tijerina read a proclamation and proclaimed the month of April 2025 as Fair Housing Month.
Guillermo Walls, CAA Director, informed the court of the implementation of the Fair Housing Act established on April 11 by President London B. Johnson, which has provided individuals with the ability to rent or own property free from discrimination, encouraging the state of Texas to pass the Texas Fair Housing Act in 1989.

Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
