Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:
Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 25th day of July 2025. Present also were Ms. Carmen L. County Treasurer, Raul Reyes presented the Bills and Disbursements for the period of 7/11/2025 - 7/24/2025 that included the Recap of Checks, EFT's, and the payments released by general order.

County Treasurer, Raul Reyes presented the Liability Disbursements of the County payroll for the pay period of 06/27/2025 - 07/10/2025, as well as the Casa Blanca Golf Course payroll from prior date of 07/25/2025 and the estimated payroll for the future pay period of 8/08/2025. Casa Blanca revenue for period of 07/07/2025 to 07/20/2025 was presented as well.

Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

Issue: Juvenile Drug Treatment Court parent/guardian of participants reach out to our office during non-working business hours, arrest, especially during a crisis, runaway status, and other evolving situations. Or our court staff must provide a number to be able to text information relevant to the court program and communicate with other agencies.
Solution: This will provide the JDT Court with a centralized call-in system.
Result: By approving the 2 cell phone devices, it will avoid the use of JDT Court staff's personal phones. Consequently, it will allow a more effective and prompt service to the JDT Court youth's specific needs.

Solution: Each member of the Commissioners Court is allowed to sponsor one event per fiscal year of a non-profit of their choice. Commissioner Tijerina will sponsor this event being requested.
Result: in-Kind sponsorship of this non-profit event will allow their foundation to raise money that goes directly to the DPS Trooper Foundation Fund.

Drug Court Program

Discussion and possible action to approve a Non-Financial Memorandum of Understanding (MOU) between Texas A&M International University (TAMIU) and the Webb County Adult Drug Court and Veterans Treatment Program to designate Counseling Practicum/Internship Sites. The terms of the MOU will be from August 1, 2025–August 31, 2026, and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. [There is no Fiscal Impact to the General Fund]
Issue: Students enrolled in the Master of Arts in Counseling Psychology program at Texas A&M International University are required to complete 600 hours of supervised training under Licensed Professional Counselors to fulfill graduation requirements.
Solution: Webb County, through the Adult Drug Court and Veterans Treatment Program, will provide students with the opportunity to complete supervised practicum and internship training. Licensed Professional Counselors will oversee and supervise their work while delivering services to participants of both programs.
Result: This partnership will offer essential counseling services to program participants while enabling graduate students to gain critical hands-on experience toward becoming Licensed Professional Counselors, a need that is significant in our community.

Discussion and possible action to approve and enter into continued agreement with Texas Veterans Commission (TVC) Fund for Veterans’ Assistance Grant Award VCO25-T-001 for use by the Webb County Veterans Service Office Transportation Program in the amount of One Hundred Thousand ($100,000.00) Dollars to be distributed over 14 months, for a budget period from July 1, 2025 thru August 31, 2026 and authorizing the County Judge to execute all relevant documents and any other matters incident thereto. No match is required. All required documents were sent to the Economic Development Department for review and were found to be in compliance with the Single Point of Contact (SPOC) policy. [Requested by Veterans Service Office]
Issue: On November 27, 2023, the Commissioners Court authorized the submission by the Veterans Service Office of a grant application for Texas Veterans Commission (TVC) Fund for Veterans’ Assistance (FVA) in an effort to enhance the services and support currently being provided to Webb County Veterans, Dependents and Surviving Spouses with no means of transportation to and from medical appointments which may not be available without further funding. Authorization from the Commissioners’ Court is required in order to accept the award.
Solution: The Commissioners’ Court authorizes the acceptance of the state funds to continue to provide extended services for transportation to medical appointments within the Webb County area and up to 200 miles radius to address the needs of the transportation program participants.
Result: Veterans, Dependents and Surviving Spouses in Webb County will benefit from services that may not be available without these funds.

Discussion and possible action to approve a Signatory Resolution and Order designating the Webb County Judge as the County’s Executive Officer and Authorized Representative for all matters related to Webb County’s participation in the Texas Community Development Block Grant Program; and further designating the Webb County Auditor as the Authorized Representative and Payment Processor for all financial matters related to the program. All required documents have been submitted for review through the Economic Development Department, and the solicitation is compliant with Webb County’s Single Point of Contact (SPOC) procedures.
Issue: In order to proceed with participation in the Texas Community Development Block Grant Program, Webb County must formally designate an authorized representative for administrative matters and a separate representative for financial matters. The Webb County Judge requires authorization to act as the County’s Executive Officer and Authorized Representative. Similarly, the Webb County Auditor must be designated to serve as the Payment Processor and Authorized Representative for all financial matters associated with the program.
Solution: Approve the proposed Signatory Resolution and Order assigning the Webb County Judge and Webb County Auditor to their respective roles as required by the Texas Community Development Block Grant Program.
Result: Upon approval, the Webb County Judge and Webb County Auditor will have full authorization to act on behalf of Webb County in all matters related to the administration and financial management of the Texas Community Development Block Grant Program, ensuring compliance with program requirements and facilitating timely execution of program activities.
