Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:
Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 7th day of October 2025. Present also were Ms. Carmen L. Saldaña, Recording Secretary representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Treasurer, Raul Reyes presented the Bills and Disbursements for the period of 09/19/2025 - 10/09/2025 that included the Recap of Checks, EFT's, and the payments released by general order, as well as the Payment Ratifications.
Motion by Commissioner, Pct. 3 John C. Galo, seconded by County Judge Tano E. Tijerina to approve checks pending approval, checks approved by general order and Payment Ratifications
Vote: 5 - 0 Motion Carried - Unanimously
County Treasurer, Raul Reyes presented the Liability Disbursements of the County payroll for the pay period of 09/05/2025 - 09/18/2025 and 09/19/2025 - 10/02/2025 as well as the Casa Blanca Golf Course payroll from prior date of 10/03/2025 and the estimated payroll for the future pay period of 10/17/2025. Casa Blanca revenue for period of 09/15/2025 to 09/28/2025 was presented as well.

Human Resources Director, Monica Flores presented the Wage and Pay Scale Budget Amendments Report.

Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. Discussion and possible action to enter into a Memorandum of Understanding (MOU) between Webb Consolidated Independent School District (WCISD) and Webb County regarding reunification efforts during emergency evacuations at certain Webb County community centers in coordination with the WCISD Police Department and authorizing the County Judge to sign and execute all relevant documents. [No Impact on General Fund]
Issue: Mirando City, TX and Bruni, TX require reunification centers in their communities where families can meet during disasters.
Solution: Enter into an MOU allowing WCISD so that its police department may coordinate with the County Judge for use of Webb County's EJ Salinas Community Center and Bruni Community Center as reunification sites during disasters.
Result: The Webb CISD Police Department will be able to designate Webb County community centers as reunification sites when developing their Standard Response Protocol and the communities of Mirando City, Texas and Bruni, Texas will have more options for reunification in times of disaster.
Issue: Mirando City, TX and Bruni, TX require reunification centers in their communities where families can meet during disasters.

Discussion and possible action to accept a donation through the Webb County Meals on Wheels Sponsor a Meal Program from Texas Community Bank for a total amount of One Thousand Two Hundred Dollars ($1,200) as per Texas Local Government Code 81.032 (Acceptance of Donation) for the Webb County Community Action Agency’s Meals on Wheels Program; and any other matters incident thereto. The Webb County Community Action Agency/Meals on Wheels Program currently intends to use these unrestricted funds for the acquisition of needed bulk food. [Account #2371-5150-357270 (Donations)]

Fees to be collected: $200 per complaint, $40 per hour for requested presence after service of notice to vacate.
Issue: SB1333 allows for collection of fees by the County Sheriff and Constables associated with its execution.
Solution: Allow for collection of fees as outlined by SB1333, specifically a complaint fee and a reasonable hourly rate to remain on property at the request of the requestor to keep the peace.
Result: Successful implementation of SB1333 allowing for a streamlined process of removing persons unlawfully occupying dwellings in Webb County.

Result: Webb County Clerk will be better able to more efficiently process the mailing of letters for its Department.

Discussion and possible action to approve the 2025-2026 budget for the Webb County Court at Law 2 DWI Court Program, associated with Substance Abuse and Mental Health Services Administration (SAMHSA) Grant Award Number 5H79TI085858-02 and authorizing the County Judge to sign all relevant documents, and all other matters incident thereto. There is no impact to the County budget. All required documents were sent for review through the Economic Development Department and the budget and award are compliant with the Webb County Single Point of Contact (SPOC) procedures. The total grant award will be budgeted into fund Account #2356 with sub-accounts for Payroll, Health Insurance, FICA, Retirement, Unemployment, Workers Compensation, Professional Services, Contractual (SCAN), Administrative Travel, Materials & Supplies, and Other. Amounts are subject to change according to changes in Webb County rates. In the event of such changes, line item transfers will be requested and executed, and a new detailed budget will be submitted for the Commissioners Court review and approval. Honorable Isidro Alaniz, District Attorney

Discussion and possible action to authorize the sale of one (1) Sig P320 Asset No. 31738 handgun to retiring DA Investigator Martin Cuellar in the amount of $1 pursuant to the Texas Government Code; §614.051 (PURCHASE OF FIREARM BY HONORABLY RETIRED PEACE OFFICER) and any other matters incident thereto. Investigator Michael Wu will be honorably retiring on September 30, 2025 with 15 years of service as a peace officer in the District Attorney’s Office.
Issue: Peace Officer is retiring on September 30, 2025, and the District Attorney would like to present his gun to him as a show of appreciation to his 15 years of service to the District Attorney’s Office. The Texas Government Code §614.051 permits government entities to sell the issued weapon that was assigned to the peace officer.
Solution: Authorize the sale of subject weapon to the honorably retired peace officer in accordance with Texas Gov. Code requirements.
Result: The peace will get the firearm presented to him as a token of appreciation.

Discussion and possible action to ratify the purchase of televised commercial advertisement from FOX Laredo for the FOX National Football League (NFL) Sunday Football Television advertising in Laredo by the Webb County District Attorney’s Office, for the “Make the Right Call” campaign. The campaign discourages drinking and driving in Webb County. The FOX advertisement package commercial ads commence September 2025 and follow the entire season through the end of January 2026, at a total cost of Thirty Two Thousand Eight Hundred Seventy Dollars ($32,870.00) for Two Hundred Twenty (220) ads. The Webb County District Attorney’s Office will be featured in the advertisement and authorizing the Webb County Judge to execute all relevant documents, and any other matters thereto.
