Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:
Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 21st day of October 2025. Present also were Ms. Carmen L. Saldaña, Recording Secretary representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Treasurer, Raul Reyes presented the Bills and Disbursements for the period of 10/10/2025 - 10/23/2025 that included the Recap of Checks, EFT's, and the payments released by general order.

County Treasurer, Raul Reyes presented the Liability Disbursements of the County payroll for the pay period of 10/03/2025 - 10/16/2025, as well as the Casa Blanca Golf Course payroll from prior date of 10/17/2025 and the estimated payroll for the future pay period of 10/31/2025. Casa Blanca revenue for period of 09/29/2025 to 10/12/2025 was presented as well.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

Auditor

Discussion and possible action to approve payment for memberships of non-profit state associations for fiscal year 2026 as required by Local Government Code Section §89.002 subject to funding availability and any other matters incident thereto.
Issue: Local Government Code §89.002 requires that the Commissioners Court may spend, in the name of the county, money from the county's general fund for membership fees and dues of a nonprofit state association of counties if:
(1) a majority of the court votes to approve membership in the association;
(2) the association exists for the betterment of county government and the benefit of all county officials;
(3) the association is not affiliated with a labor organization;
(4) neither the association nor an employee of the association directly or indirectly influences or attempts to influence the outcome of any legislation pending before the legislature, except that this subdivision does not prevent a person from providing information for a member of the legislature or appearing before a legislative committee at the request of the committee or the member of the legislature; and
(5) neither the association nor an employee of the association directly or indirectly contributes any money, services, or other valuable thing to a political campaign or endorses a candidate or group of candidates for public office.
Solution: Obtain court approval as required.
Result: State associations approved by Commissioners Court will be processed for payment timely.

Issue: Webb County CAA El Aguila is a Rural Public Transit and a grant-funded agency.
Solution: Approval by the Webb County Commissioners' Court to carry over the Federal 5339 Discretionary grant monies will allow Webb County to continue to access and utilize these funding during the new, current fiscal year.
Result: Approval of the contract carry over will ensure continuation of transportation services for the residents residing in the rural areas of Webb County.
Issue: Webb County CAA El Aguila is a Rural Public Transit and a grant-funded agency.
Solution: Approval by the Webb County Commissioners' Court to carry over the Federal 5339 Discretionary grant monies will allow Webb County to continue to access and utilize these funding during the new, current fiscal year.

Result: Authorizing the contractual agreement renewal will allow the Veterans Treatment Program to provide an Electronic Healthcare Record System through Accucare to ensure fidelity to the Drug Court Model.

Discussion and possible action to authorize the submission of Webb County Regional Veterans Treatment Court Program grant application to the Texas Veterans Commission (TVC) as developed, written, and submitted by the Regional Veterans Treatment Court Program Director in collaboration with the Community Action Agency's Grant Writer and in the amount estimated at $400,000.00 for salaries, fringe benefits, drug testing, supplies, travel/training, and financial assistance to veterans participating in the Regional VTC Program in order to provide court-supervised treatment for at-risk veterans charged with misdemeanor and/or felony offenses in the counties of Dimmit, Jim Hogg, Jim Wells, Maverick, Starr, Val Verde, Webb, and Zapata Counties; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any cash match; and, thus, there will be no impact to the general fund. Issue: Many military veterans grappling with alcohol and/or drug dependency struggle within the traditional criminal justice system.
Solution: The Regional Veterans Treatment Court Program provides supportive diversion from the criminal justice system to help veterans deal with the complex issues and struggles underlying their maladaptive behavior and help restore quality of life.
Result: Grant application to continue efforts of the Webb County Regional Veterans Treatment Court Program to assist veterans and their families within the eight-county region.
Issue: Many military veterans grappling with alcohol and/or drug dependency struggle within the traditional criminal justice system.

This grant does not require a cash match, and, thus will have no impact on the General Fund. All required documentation has been submitted to the Economic Development Department for review and was found to be compliant with the Single Point of Contact (SPOC) policy.
