Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:
Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 18th day of November 2025. Present also were Ms. Carmen L. Saldaña, Recording Secretary representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Treasurer, Raul Reyes presented the Bills and Disbursements for the period of 11/07/2025 - 11/20/2025 that included the Recap of Checks and EFT's, the payments released by general order as well as the approval of a side bill.
Motion by Commissioner, Pct. 3 John C. Galo, seconded by County Judge Tano E. Tijerina to approve by general order pending bills to be released including the 50% in invoices still needing to be paid

County Treasurer, Raul Reyes presented the Payment Ratifications.

County Treasurer, Raul Reyes presented the Liability Disbursements of the County payroll for the pay periods of 10/31/2025 - 11/13/2025, as well as the Casa Blanca Golf Course payroll from prior date of 11/14/2025 estimated at $45,000.00 with actual amount at $40,557.45 and for the future pay period of 11/28/2025 estimated at $45,000.00.

County Auditor, Rafael Perez presented the monthly report for October 2025 with a correction concerning GDJ Engineering where amount is changed from 3 million to $13,192,156.00.

CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Issue: On May 12, 2025, the Webb County Commissioners Court authorized the Purchasing Agent to advertise Request for Proposals for software services being requested by the Webb County Clerk pertaining to Record Management of its land and official public records. At its July 28, 2025 meeting, the Court awarded RFP 2025-004 to Fidlar Technologies, Inc. Webb County Clerk has raised concern with awarded vendor being able to timely implement their services as the current land management software provider contract with Webb County will expire within the next six months.
Solution: Rescind the award to Fidlar Technologies, Inc. who were awarded RFP 2025-004 and select a different provider, Tyler Technologies, who also had submitted a proposal to RFP-2025-004.

Economic Development

Discussion and possible action to authorize the acceptance of a grant award for the Fiscal Year 2026 Violence Against Women Justice and Training (VAWA) Grant #3521808 from the Office of the Governor, in the amount of $10,000.00, for training and supplies for investigators and patrol officers working at the Webb County Sheriff’s Office serving victims of violent crimes against women; to authorize the County Judge to execute all relevant documents. This grant requires a thirty percent (30%) cash match, or $3,000.00, which will be met by the Webb County Sheriff’s Office through state forfeiture funds. Therefore, this grant will have no impact on the General Fund. All required documents were submitted to the Economic Development Department and found to be in compliance with the Single Point of Contact (SPOC) policy. Issue: Violence against women is a critical issue globally, encompassing physical, sexual, emotional, and economic abuse. It includes domestic violence, sexual assault, human trafficking, and exploitation. Rooted in gender inequality and harmful cultural norms, it often goes unreported due to fear or lack of support. Effective solutions require stronger laws, education on gender equality, and better resources for victims to help prevent and address these crimes.
Solution: Accept this grant award that aims to improve the tools, techniques, and training for investigators handling cases of domestic violence, sexual assault, dating violence, and stalking. This includes those who respond to calls for assistance, conducting victim interviews, completing incident reports, offering victim referrals to service providers, initiating arrests of perpetrators, preparing cases for prosecution, and preparing testimony and evidence for trial.
Result: Enhanced capabilities for local law enforcement responders, including advanced investigative techniques to address emerging criminal trends like cyberstalking and enhance the effectiveness of law enforcement responses to the needs of victims of violent crime.
