Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 3rd day of March 2026. Present also were Ms. Carmen L. Saldaña, Recording Secretary representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
 
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.

The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

Discussion and possible action to authorize the Webb County Community Action Agency (CAA) to enter into a vendor agreement with the Retail Energy provider (listed below) for the continued implementation of the Community Services Block Grant (CSBG) and the Comprehensive Energy Assistance Program (CEAP). These vendor agreements are a Texas Department of Housing and Community Affairs (TDHCA) requirement for the implementation of the programs, authorizing the County Judge to sign all relevant documents; and, any other matters incident thereto. These vendor agreements are a requirement by the Texas Department of Housing and Community Affairs (TDHCA) for the implementation of these social programs. This agreement shall be effective starting on January 1, 2026, and for a period not to exceed two years from that effective date. [Account #2362-5360-521 (Comprehensive Energy Assistance Program)]

Retail Energy Provider:
Frontier Utilities 

Issue: These vendor agreements are a Texas Department of Housing and Community Affairs (TDHCA) requirement.

Solution: The Webb County CAA will enter into a two-year vendor agreement with the Retail Energy Provider for the implementation of the Community Services Block Grant (CSBG) and the Comprehensive Energy Assistance Program (CEAP).

Result: The Texas Department of Housing and Community Affairs (TDHCA) will provide funding to be utilized for payment of home energy expenses for qualifying low-income citizens of Webb County.

Discussion and possible action to authorize the submission of a grant application for a FY 2026 Community Empowerment Grant in the amount estimated at ONE THOUSAND DOLLARS AND NO CENTS ($1,000.00) as prepared, written, and submitted by the CAA grant writer in collaboration with CAA management and submitted to the Medina Electric Cooperative for nonperishable food items for a food pantry; and designating the Webb County Judge as the authorized official to execute all relevant documents; and any other matters incident thereto. This grant requires no cash match; and, thus will have no impact to the general fund.  All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Guillermo Walls, CAA Director]
 
Issue: There is a need to meet rising food insecurity in the local community. 
 
Solution: Proposed supplemental grant application will allow expanded capacity for the forthcoming
Community Action Agency’s food pantry.
 
Result: Community Action Agency (CAA) and its food pantry will be able to provide services for its neediest clients.

Discussion and possible action to approve and adopt the Webb County On-Site Sewage Facilities (OSSF) Guidelines for the purpose of install/replace approximately twenty on-site septic systems under Texas Department of Agriculture (TDA) TXCDBG Contract CFC25-0287 in order to comply with Texas Commission for Environmental Quality (TCEQ) requirements of providing safe, adequate, and sanitary sewer services to low and moderate-income applicants.

Issue: The Texas Community Development Block Grant Program (TXCDBG) requires that Webb County develop and adopt OSSF guidelines for the TXCDBG contract CFC25-0287.

Solution: Webb County Commissioners Court to approve and adopt the proposed Webb County OSSF Guidelines.  

Result: Webb County complies with TXCDBG & TCEQ  requirements of adopting the OSSF Guidelines for the installation/replacement of on-site septic systems for La Presa eligible low and moderate-income applicants under contract CFC25-0287.

Discussion and possible action to ratify the submission of the Operation Lone Star (OLS) FY 2026 grant application and the accompanying resolution; to authorize the Economic Development Department to prepare and submit the FY 2026 OLS grant application to the Office of the Governor in an amount not to exceed FIVE MILLION DOLLARS AND ZERO CENTS ($5,000,000) for overtime, associated fringe benefits, equipment, supplies, fuel, fuel, vehicle and tire maintenance, data services, Management and Administration (M&A), and maintenance of OLS-acquired assets for local law enforcement agencies; and to approve a resolution authorizing the County Judge to serve as the County’s Executive Officer and Authorized Representative for all matters related to the County’s participation. This grant does not require a county cash or in-kind match.

Issue: Complex and dynamic law enforcement challenges exist in the Southwest border area of the United States, including Laredo/Webb County. For example, transnational criminals seek to exploit existing law enforcement jurisdictional boundaries by conducting their illegal enterprises across traditional jurisdictional divisions.

Solution: Grant application: (1) to ensure first responders are equipped with enhanced tools/equipment/resources needed to confront well-funded criminal organizations and (2) for the coordination of law enforcement efforts between various local and federal law enforcement agencies.

Result: Enhanced capabilities of local law enforcement responders; further coordination of response across local and federal jurisdictions.

Solution: Enter into the Agreement on the use of Protected Health Information (PHI)

Result: Webb County Risk Management Department will continue to receive Employee Health Consultation Services from this new provider, Gallagher Benefit Services, Inc.

Issue: Funding from the Rifle Resistant Body Armor Grant Program for FY 2026 (Grant No. 4703802) was awarded to Webb County for the purchase of Rifle Resistant body armor for Webb County law enforcement Officers. 
 
Solution: Consideration to authorize the Purchasing Agent to order the grant funded equipment for law enforcement use.  Galls LLC., meets all requirements and delivery expectations and is an established vendor with State-approved cooperative contracts. 
 
Result: Proceed with the order and meet grant deadlines for completion of the approved purchase under the Rifle Resistant Body Armored Grant Program for FY2026.  The approximate delivery is 60 days from the date ordered and sizing.

Issue: The current radio system is not optimized for urban areas and secure reliable communication systems optimized for urban areas are necessary for Webb County radio system users to perform their constitutional duties to serve and protect the constituents of Webb County.

Solution: Consider approval of a finance agreement with Motorola Solutions, Inc. to install 800MHz system for urban use by all county radio system users and integrate the system with the current VHF P25 system.

Result: The signal strength and coverage of radio communications will improve in the jurisdictional area of Webb County radio system users.

Code Section 262.024 Discretionary Exemptions (A)(4) Professional Services, between Webb County and Dr. Adel Shaker M.D., L.L.B. as a temporary Locum-Tenens/Forensic Pathology Medical Examiner as needed by the Webb County Medical Examiner's Office, and authorizing him to be deputized as the temporary working Deputy Medical Examiner by Dr. Corinne E. Stern, Chief Medical Examiner for a total of 8 days starting Wednesday, February 25, 2026, through Monday, March 9, 2026, including all duties and responsibilities pursuant to the Texas Code of Criminal Procedure, the Texas Family Code, the Texas Health and Safety Codes, and including examinations of decedents that Webb County has contracted with other Counties to perform, at the fixed daily rate of Three Thousand Five Hundred Dollars ($3,500.00) and a "Per Diem" amount not exceed $63.00 per day, and authorizing the Webb County Judge to sign and all relevant documents, and any other matters incident thereto. Issue: The Webb County Medical Examiner is in need of a forensic doctor for the dates on which Dr. Corinne E. Stern will not be available. 

Solution: Ratify the Professional Service Agreement between Webb County and Dr. Adel Shaker, M.D., L.L.B., as a temporary Locum-Tenens/ Forensic Pathology Medical Examiner. 

Result: The Medical Examiner's Office will continue to run smoothly and efficiently.

Issue: Commissioners Court authorized the County Tax Assessor Collector to open a bank account to implement Hamer Enterprises Scofflaw Program.  However, the non-interest bearing escrow account resides with Texas Department of Motor Vehicles (TxDMV) as per Attachment B, Section B. of the agreement, so the account is not necessary.

Solution: Close the non-interest bearing account at Falcon International Bank.

Result: The County will maintain the required balance in the escrow account established with TxDMV and close the bank account opened with $0.01 at Falcon International Bank.
