Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:
Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 7th day of April 2026. Present also were Ms. Amber Lecea, Senior Accountant representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Treasurer, Raul Reyes presented the Bills and Disbursements for the period of 3/20/2026 - 4/09/2026 that included the Recap of Checks and EFT's.

County Treasurer, Raul Reyes presented the payments released by general order and the payment ratifications.

County Treasurer, Raul Reyes presented the Liability Disbursements of the County payroll for the periods of 3/06/2026 - 3/19/2026 and 3/20/2026 - 4/02/2026, with a special payroll for the pay period of 3/06/2026 – 3/19/2026. Mr. Reyes also presented the Casa Blanca revenue for the periods of 3/07/2026 - 3/20/2026 and 3/21/2026 - 4/03/2026 to the court for informational purposes only.

Risk Management Director, Samantha Sanchez, advised the court about the upcoming Distracted Driving training.
County Judge Tano E. Tijerina advised Ms. Sanchez to work on an updated policy for employees using personal vehicles for county business.

CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. Discussion and possible action to authorize the submission of a grant application for a FY 2026-27 Meals on Wheels Loves Pets grant program in the amount estimated at $15,000.00 as prepared, written, and submitted by the CAA grant writer in collaboration with CAA management and submitted to the Meals on Wheels America National Organization for dog and cat food to assist clients/ participants enrolled in the Webb County Meals on Wheels Program with their pet food needs; and designating the Webb County Judge as the authorized official to execute all relevant documents; and any other matters incident thereto. This grant requires no cash match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: There is an opportunity to be able to assist currently participating Meals on Wheels clients with their pet food needs.
Solution: Proposed supplemental grant application will allow expanded capacity for the Meals on Wheels Program to assist clients with their dogs’ and cats’ nourishment needs.
Result: Community Action Agency (CAA) and its Meals on Wheels Program will be able to provide this added service for its clients who own cats and/or dogs.

This grant requires no matching funds and will not impact the General Fund. All required documents have been submitted and reviewed through the Economic Development Department, and the solicitation is compliant with Webb County Single Point of Contact (SPOC) procedures. Discussion and possible action to ratify the approval of entering into Subaward Agreement between Webb County and Casa de Misericordia Domestic Violence Shelter to formalize the distribution of federal grant funds under the Justice for Families Grant Program; said Agreement establishing the terms and conditions under which Webb County will provide a subaward to Casa de Misericordia Domestic Violence Shelter for the performance of approved project activities under the U.S. Department of Justice award, in an amount not to exceed $30,578; effective October 1, 2022, through September 30, 2026; authorizing the Webb County Judge to execute all necessary and related documents; and addressing any other matters incident thereto. This grant requires no matching funds and will have no impact on the General Fund. [Requested by Martin Cuellar, Webb County Sheriff]
Issue: Since 2013, the Office on Violence Against Women (OVW) has continuously funded services through this grant program, including a domestic violence investigator for the Webb County Sheriff’s Office and a legal advocate for Casa de Misericordia Domestic Violence Shelter.
Solution: Approval of this Agreement will allow Casa de Misericordia Domestic Violence Shelter and the Webb County Sheriff’s Office to continue their coordinated and collaborative efforts to provide services and support to victims of domestic violence within the Webb County community.
Result: Victims of domestic violence, sexual assault, dating violence and stalking in Webb County will continue to receive enhanced and coordinated services through Casa de Misericordia Domestic Violence Shelter and the Webb County Sheriff’s Office, promoting recovery, restitution, privacy, justice, and dignity.
