County Treasurer, Raul Reyes presented the Bills and Disbursements for the period of 4/24/2026 - 5/07/2026 that included the Recap of Checks, EFT's, and the payments released by general order.

Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Discussion and possible action to enter into a one (1) year (September 1, 2026 through August 31, 2027) lease extension by amending the Interlocal Agreement between the Texas Parks and Wildlife Department and Webb County regarding the storage of Parks and Wildlife Patrol Boats at the Lake Casa Blanca Storage Facility at a monthly rate of Two Hundred Dollars ($200.00) for a total storage rate of Two Thousand Four Hundred Dollars ($2,400.00) over the term of the lease extension, authorizing the County Judge to execute all relevant documents and any other matters incident thereto. Issue: Webb County has been renting lease storage space for patrol boats used by Texas State Park Game Wardens to patrol Lake Casa Blanca since 2019.
Solution: Enter into an agreement with the Texas Parks and Wildlife Department to allow Game Wardens to enforce state laws at Lake Casa Blanca International State Park.
Result: Allow Game Wardens to use patrol boats to enforce state laws at Lake Casa Blanca International State Park.

Economic Development

Discussion and possible action to accept a grant award and authorize Webb County to enter into a grant agreement with the Texas Parks and Wildlife Department for the Community Outdoor Outreach Program in the amount of $97,519.00, with no cash match, for a series of educational excursions held at several State Parks and Natural Areas, engaging youth from our community in outdoor cultural and natural activities. Additionally, to authorize the Webb County Judge to sign all relevant documentation. This contract and agreement began on March 1, 2026, and will conclude on September 1, 2027. All required documents were reviewed by the Economic Development Department, and the solicitation is compliant with Webb County Single Point of Contact.
Issue: Webb County submitted a COOP grant application to TPWD.Solution: Accept award and enter into an agreement.
Result: Webb County is able to implement the project.

Discussion and possible action to authorize the submission of a grant application in the amount estimated at $20,000.00 as prepared, written, and submitted by the CAA grant writer in collaboration with CAA management and submitted to the Max and Victoria Dreyfus Foundation for diapers for the diaper resource center and items for a proposed food pantry; and designating the Webb County Judge as the authorized official to execute all relevant documents; and any other matters incident thereto. This grant requires no cash match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: The Webb County Fire Marshal’s Office identified a need for additional H2S (Hydrogen Sulfide) gas detectors to improve responder safety and ensure adequate equipment availability for emergency personnel across the county.
Solution: The Fire Marshal’s Office coordinated with Oscar Martinez Jr., Landman for Lewis Energy, who facilitated communication with Sabino Energy Services LLC, an affiliate of Lewis Energy Services. As a result, twelve (12) H2S (Hydrogen Sulfide) gas detectors were generously donated to Webb County.
Result: The Webb County Fire Marshal’s Office received the twelve (12) H2S (Hydrogen Sulfide) gas detectors and will allocate eight (8) units to the Webb County Fire Department to enhance field operations and safety. Discussion and possible action to issue a “Certificate of Compliance with Plat Requirements” to authorize an electrical service connection pursuant to Section 232.029(c)(2), Local Government Code., to Tract 42, Ranchitos Los Centenarios Subdivision, as further described in Vol. 04, Pg. 37, of the Webb County Plat Records (ID 15737).
Issue: Item is a regulatory compliance issue regarding real property development provisions of state law and local regulations with particular emphasis on the Model Subdivision Rules enacted for residential subdivisions. Commissioners Court must certify to certain property conditions before utility service connections may be authorized.
Solution: As reflected in agenda backup, staff has verified compliance matters and recommends the Court’s approval of this certificate.
Result: If approved, applicant may connect property to electrical utility services. If not approved, utility connection to property is prohibited.

Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as wear and deterioration, damage, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department.
Solution: Authorize the Purchasing Agent to attempt to sell the County surplus or salvage property through a public auction, dispose of, or destroy property that cannot be sold in a public auction because it has been deemed worthless or disposed of through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products and/or donate as permitted by state law.
Result: Generate auction revenue from the sale of county property, reduce county expenditures by transferring surplus property to other departments.
