COURT TO DISCUSS AND ACT ON THE FOLLOWING:
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Discussion and possible action to readopt Title VI 1964 Civil Rights Plan (Title VI) for year 2026 as required by Federal government, and designating the Webb County Judge as the authorized official to execute all relevant documents; and any other matters incident thereto. The submittal and re-adoption of the Title VI Plan incorporates a Limited English Proficiency Plan (LEP) into the Federal Transit Administration (FTA) Region Office. This Title VI plan has been reviewed by Webb County Civil Legal and/or shall be presented for review and approval by the Webb County CAA Advisory Board and Texas Department of Transportation. There will be no impact to the General Fund.
Issue: FTA requires that every three years transit systems receiving federal financial assistance to update their Title VI Plan (LEP included) in the form of a revised Title VI circular to grant recipients, which requires careful evaluation of the impact of proposed services and fare changes on minority riders.
Solution: Obtain approval and re-adoption of the Title VI Plan requirements by the respective designated board/court, and submit the newly re-adopted Title VI Program/LEP Plan to FTA to continue grant funding for Web County CAA EL Aguila Rural Transit.
Result: Compliance with FTA with proper documentation fully executed with approvals that secure grant funding for the next three years.

There currently exist several vacancies on the Board. The Commissioners Court approves all appointments to said Board.
Solution: Appointment of Mr. Martinez would allow him to serve on the Board.

This grant requires no cash match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Discussion and possible action to authorize the acceptance of a grant award for the Fiscal Year (FY) 2025 Operation Stonegarden (OPSG) Program, Grant No. 3075211, from the Office of the Governor, Homeland Security Grants Division, in the amount of $2,215,609.20. Grant funds will be used for overtime, associated fringe benefits, equipment, supplies, fuel, helicopter maintenance/fuel, vehicle and tire maintenance, data services, Management and Administration (M&A), and repairs/maintenance of OPSG-acquired assets for Webb County local law enforcement agencies, including the Webb County Sheriff’s Office, the Offices of the Constables Precincts 1–4, and the Webb County Attorney’s Office Investigators; and to authorize the Webb County Judge to sign any and all relevant documents, including the resolution and any other matters incident thereto. There is no cash match requirement and no cost to Webb County. All required documents were submitted for review through the Economic Development Department, and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: Webb County’s location along the Southwest border presents ongoing public safety and law enforcement challenges due to its proximity to international boundaries and major transportation corridors. Local law enforcement agencies must continue to address border-related criminal activity, including smuggling, trafficking, and other offenses that impact the safety and security of the community.
Solution: Acceptance of this grant award will provide first responders and local law enforcement agencies with the necessary tools, equipment, and resources to strengthen operational capabilities. The funding will also enhance coordination and collaboration among local, state, and federal law enforcement partners to more effectively address and combat transnational crime.
Result: Webb County law enforcement agencies will be better equipped to respond to border-related criminal activity, improve public safety, and strengthen coordinated enforcement efforts with local, state, and federal partners, resulting in a more effective and unified response to transnational crime.

Discussion and possible action to authorize the Economic Development Department to develop and submit a Distance Learning & Telemedicine grant application to the U.S. Department of Agriculture for up to $750,000.00, and authorizing the County Judge to act as the Authorized Representative in all matters pertaining to the County's request for funding. The purpose of the application is to expand access to telemedicine in rural Webb County. This application requires a cash match of 15% for a total cash match of up to $112,500.00. Issue: Access to healthcare in the rural areas continues to be an issue due to transportation, lack of providers, and insurance covered in the rural areas of Webb County.
Solution: The acquisition of grant funds will assist with expanding telemedicine services.
