Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:

Commissioners Court Administrator, Leroy Medford stated the purpose of the meeting is to present to the Court the proposed budget for the upcoming Fiscal Year and advised he will be speaking individually with the departments or elected officials for any requests.

Budget Officer

Budget Workshop to discuss the FY 2026-2027 proposed budget for FY and allow elected officials, department heads, and the general public an opportunity to address the Court on any matters related to the budget.

Budget Officer, Mr. Lalo Uribe presented a draft of the Webb County Budget for the fiscal year 2026-2027 via Webex.

Motion by Commissioner, Pct. 1 Jesse Gonzalez, Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to approve a 6% increase for Webb County elected officials and for the new incoming elected officials to revert to their base salary as per the Wage & Pay Scale Policy

Motion by Commissioner, Pct. 1 Jesse Gonzalez, seconded by Commissioner, Pct. 2 Rosaura "Wawi" Tijerina to approve the 18 new positions recommended by the Budget Officers

Amended motion by Commissioner, Pct. 1 Jesse Gonzalez, seconded by Commissioner, Pct. 2 Rosaura "Wawi" Tijerina to include the 8 Reclassifications and 8 Transfers

Motion by Commissioner, Pct. 1 Jesse Gonzalez, Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to approve a 6% increase for all Webb County General Fund employees and to consider a one-time bonus for employees as stated by Commissioner, Pct. 4. Ricardo A. Jaime if allowed once reviewed by the County Auditor

Discussion and possible action to transfer county payroll savings accumulated as of August 14, 2026, in the amount of $1,787,842 in to the operational reserve and other county projects; and any other matters incident thereto.

Issue: Budget officer has directed a quarterly payroll sweep.

Solution: Complete second quarter payroll sweep.

Result: Savings for operational reserve and various county projects.

Accounts Payable Manager, Elizabeth M. Perez advised the court of the following correction to use the Capital Outlay account #1001-3140-001-470000 for the amount of $173,000.

Senior Accountant, Amber Lecea stated the County Clerks Office was previously awarded $10k to purchase equipment for a new system and is requesting an additional $7k to total an amount of $17k and she was advised by the Court to meet with the Budget Office.
