SUBJECT

ART IN PUBLIC PLACES NO. 24-01 AT 1611-1623 WEST SAN BERNARDINO ROAD

BACKGROUND

The Planning Commission approved Precise Plan No. 19-02 on January 28, 2020 to allow the construction of a 105,645-square foot, 24-unit, two-story industrial condominium development located on an existing 4.55-acre lot in the M-1 Zone. The project is currently under construction. The total valuation for the entire project is $11,927,000. The required art work allocation for the site is $119,270(1% of the total building valuation). 

DISCUSSION

Standards
The code requires the following standards for artwork:
  • Location - Artwork shall be situated in areas readily visible to the general public and be located in an area specifically designated on approved building plans. Appropriate locations may include entryways, greenbelts, and building exteriors.
  • Materials - Artwork shall be constructed of permanent materials requiring a low level of maintenance. The application is reviewed for durability and weather resistance of the art media.
  • Maintenance - The continued maintenance of artwork shall be the responsibility of the owner. Artists and developers shall include maintenance provisions in the artist's contract which stipulate the length of time the artist shall be responsible for repairs.  Where artwork is placed on private property pursuant to the requirements of this article, the applicant shall execute and record a covenant with the Los Angeles County Recorder which sets forth the applicant's obligation to properly maintain the approved artwork.  If any approved artwork placed on private property pursuant to this article is removed without city approval, the city shall pursue enforcement of the covenant and any other appropriate remedies that will ensure compliance with the requirements of this article.
The applicant is proposing to install bronze sculptures/statues in front of the project site, on the landscaped area between Building 1 and the public right-of-way (sidewalk). The artist selected is Jordan Rose of the Randolph Rose Collection. The Randolph Rose Collection is a family-owned business, in operation since 1972, specializing in custom hand-made bronze sculptures, statues, fountains, and plaques for public and private spaces. 

The bronze sculptures will depict a family comprising parents and school-aged children walking happily holding hands for safety. One child is carrying a book and one with a backpack. The father with the little girl will be 6 feet tall (72"), the mother will be approximately 68" tall, and the children will be approximately 48" tall. According to the applicant, the design of the sculptures was selected due to the site's location across the street from Manzanita Elementary School and immediately adjacent multifamily residential to the east. 
  • Location - The sculptures will be located in the front of the project site, on the landscaped area between Building 1 and the public right-of-way (sidewalk). The location is visible from public view. 
  • Materials - The sculptures will be bronze.
  • Maintenance - Coats of wax will be applied to protect and seal the finished sculptures. The business park would be responsible for maintaining the artwork and will be required to record a covenant reviewed and approved by the City Attorney.



Budget
The budget submitted which includes the total cost of the artwork is $119,200. The cost includes construction plans, landscape architect review and coordination, site preparation, and the bronze sculptures/statues. Please see below for the cost breakdown of the required Art In Public Places allocation:

LEGAL REVIEW:

It is recommended that the Planning Commission approve the design for the bronze sculptures/statues.
