| SUBJECT: | Commissioner Lewis request to discuss that the Commission have the opportunity to have more oversight on the Public Works Division of Public Services Department. |
RECOMMENDATION:
It is recommended that the Commission have a discussion on this request after receiving more detailed information about the formation of the Public Services Department and the services that are provided as well as the scope of services that fall under the purview of the Community & Senior Services Commission.
BACKGROUND:
In the September 10, 2019, Commission meeting Commissioner Lewis requested that the Commission have more oversight of the Public Works Division of the Public Services Department. Discussion about there being no oversight or citizen input with various committees formed within the City, such as the traffic committee as well as the homeless task force was discussed and request that this Commission discuss further options to include citizen involvement within these committees.
DISCUSSION:
In September 2018, the Public Services Department was formed by combining two departments. The Community Services Division and Maintenance Divisions of the City. The Community Services Division provides classes, sports, special events and activities for the citizens throughout the city. The Maintenance Division is responsible for the upkeep of the infrastructure of the city to include but not limited to the following activities: City reporting application, street maintenance, graffiti, sewer lines, facility maintenance, park maintenance, City tree services and fleet maintenance.
Under the purview of this formed department are the following committees formed by the Community & Senior Services Commission with the following Commissioners assigned by vote of the Commission:

- CDBG Committee - The following Commissioners assigned: Commissioners Lewis, Mason, Mullner, Stewart and Williams.
- CIP Committee - The following Commissioners assigned: Commissioners Blackburn, Mason and Valles.
- Homeless Committee - The following Commissioners assigned: Commissioners Dinh, Lewis, Mullner and Stewart.
There are no other City committees under the purview of the Public Services Department.
