The regular meeting of the Planning Commission was called to order at 7:00 p.m. in the West Covina City Council Chambers, 1444 West Garvey Avenue, West Covina, California.

ORAL COMMUNICATIONS
This is the time when any member of the public may speak to the Commission on any matter within the scope of duties assigned to the Commission relating to non-agendized or consent calendar items. Other matters included on this agenda may be addressed when that item is under consideration. CONSIDERATION OF THE ART IN PUBLIC PLACES 2024/2025 ANNUAL WORK PROGRAM
Deputy Community Development Director Burns presented the staff report.
There was a discussion by the Commission regarding the existing artwork, future projects and alternative forms of art. The Commission also discussed recommending the re-establishment of the Art In Public Places subcommittee, and types of art projects that qualify as public art. There was also a discussion regarding alternative types of art that could be encouraged.
Deputy Community Development Director Jo-Anne Burns said she would prepare a report to the City Council, including the recommendations made by the Commission during this discussion.

2024/2025 ANNUAL REPORT ON SERVICE STATIONS GRANTED A CONDITIONAL USE PERMIT TO ALLOW BEER AND WINE SALES FOR OFF-SITE CONSUMPTION
Deputy Community Development Director Jo-Anne Burns presented the staff report. She told the Commission that six applications have been presented to them and all have been approved; however, only three of those locations have been issued licenses by the Department of Alcoholic Beverage Control. She added that all three locations were in compliance with the conditions of approval in their conditional use permits and Public Safety and the West Covina Police Department had no concerns or issues pertaining to these locations. There was a short discussion by the Commission regarding this matter.

Any item that was considered during the Agenda is not appropriate for discussion in this section of the agenda. NO COMMISSION DISCUSSION OR ACTION CAN BE CONSIDERED AT THIS TIME. If the Commission desires to discuss an issue raised by a speaker or take action, the Commission may vote to agendize the matter for a future meeting.
Commissioner Reyes commented on his attendance at a Parks & Recreation workshop regarding the Park Master Plan.

Chair Becerra and Commissioner Heng said they would like to continue serving on the Design Review Subcommittee.
Commissioner Reyes commented on his attendance at a Parks & Recreation workshop regarding the Park Master Plan.

Chair Becerra requested information regarding possible incidents at service stations selling alcoholic beverages.
Deputy Community Development Director Burns said there have not been any incidents.
