REPORTING OUT FROM CLOSED SESSION
With regard to Item No. 2, John Doe v. West Covina on a motion by Councilwoman Diaz and a second by Mayor Pro Tem Cantos voted 3-0 to defend Mayor Lopez-Viado and Milan Mrakich since they were named as defendants in the John Doe case.

ACTION: Motion by Councilwoman Diaz and a second by Councilman Wu, 3-2 (No: Gutierrez, Cantos) to adopt Resolution No. 2026-39.

ACTION: Motion by Councilwoman Diaz and a Second by Councilman Wu, 3-2 (No: Gutierrez, Cantos) to adopt Resolution No. 2026-40.

ACTION: Motion by Councilwoman Diaz and a Second by Councilman Wu, 4-1 (No: Gutierrez) to approve Ordinance No 2541.

ACTION: Motion by Councilwoman Diaz and a Second by Councilman Wu, 4-1 (No: Gutierrez) to approve Resolution to 2026-41 with following corrections:

  • $25,000 for first time home buyers; 
  • $250,000 cap for grading irrigation and sod for the baseball field;
  • Fix typo on Condition of Approval Letter W, moving it from 23 to 19;
  • Removes Conditions of Approval 3–6 except for number 5, only being the sidewalk at their property

CITY COUNCIL REQUESTS FOR REPORTS, STUDIES OR INVESTIGATION
 
  • Mayor Lopez-Viado requested a presentation on Precision Concrete Cutting. There was no objection.
  • Councilwoman Diaz requested a cap of $10,000 on Council allowance, with any remaining funds being returned to the general fund. There was no objection.
 
CITY COUNCIL COMMENTS
  • Councilmember Gutierrez read into the record history on Former Councilmember Lloyd Johnson. There was no objection in adding the statement to the record.
  • Council members expressed their thoughts on Former Councilmember Lloyd Johnson

A motion to adjourn the Regular Meeting was made, and the meeting was adjourned at 1:40 a.m. The next regularly scheduled Regular Closed City Council Meeting will be held on Tuesday, July 7, 2026, at 7:00 p.m. in the Council Chamber, 1444 West Garvey Avenue South, West Covina, California.
