Discuss, consider and take appropriate action on approving a Resolution Authorizing County Grant in relation to the Texas Department of Agriculture Texans Feeding Texans:  Home Delivered Meal Grant Program.

Background

The proposed resolution will certify that the county will make a grant of $30,000.00 to Williamson Burnet County Opportunity, Inc. to be used by such organization during October 1, 2016 to September 30, 2017 to provide meals to homebound elderly or disabled persons.  The grant also certifies that the county has approved Williamson Burnet County Opportunity, Inc.'s accounting system in relation to the grant requirements.  The county has participated in this same grant in the prior years.

The Texans Feeding Texans Home-Delivered Meal Grant Program was established to help supplement and extend the applicants current home-delivered meal program for seniors and/or disabled Texans.  Governmental and non-profit agencies are eligible for this grant program.
 
Counties can bring TDA dollars to their communities by making qualifying grants to meal providers. County grants should be based on the county seniors as reported by the census: 2010 Census Numbers per County.
 
A grant equivalent to $0.25 per county senior as reported in the 2010 census qualifies meal providers for funds under the Program.  County grants at rates less than $0.25 per county senior will qualify providers for correspondingly smaller TDA grants.
 
Some stats from Opportunities Meals on Wheels:
  • Opportunities Meals on Wheels served over 118,000 meals to Williamson County Seniors in 2015.
  • $7.00 provides 1 meal to 1 senior.
  • $35.00 provides meals to 1 senior for 1 week.
  • $1,820.00  feeds 1 senior for 1 year.
  • Our program allows seniors to age in place, assisting them in staying independent as long as possible.
  • Opportunities Meals on Wheels believes in neighbor helping neighbor, treating individuals with dignity and respect, and providing high quality meals. 
  • Opportunities Meals are prepared fresh daily at one of four Williamson County Senior Centers. Meals are packaged, sealed and sent with volunteers on routes for delivery.
  • Current registered home delivered/congregate clients per Williamson County site:
    • Taylor – 106 HD (includes Hutto, Granger and Thrall), 65 cong. registered, daily attendance varies
    • Round Rock – 86 HD, Average 60 cong. attending, several hundred registered
    • Leander – 125 HD (includes Cedar Park, Leander, Liberty Hill), 24 average cong. attendance, 56 registered for congregate.
    • Georgetown – 145 HD, Average 10 cong. attending
