Discuss, consider and take appropriate action on applying to the funding announcement: Texas Conversion to the National Incident-Based Reporting System (NIBRS), Second-Round Funding Announcement offered by the Office of the Governor.
Background
On June 10th the FBI announced that they were discontinuing use of Uniform Crime Reporting Program and required law enforcement agencies to convert to the National Incident-Based Reporting System (NIBRS) by January 1st, 2021. The State of Texas through HB 11 of the 84th Regular Session introduced the requirement for the state to begin a transition to NIBRS and set the goal for conversion by 2019. The legislature also has made $14 million in grant funding available to law enforcement agencies for the conversion, which does not require a grant match.
