Hear report on Texas 85th Legislature House Bill 2321 regarding changes to the ?Low Income Vehicle Repair Assistance, Retrofit, and Accelerated Retirement Program (LIRAP) and the Associated Local Initiative Program (LIP).

Background

On 3/28/17 the House Environmental Regulations Committee held a public hearing on HB 2321, which would make a number of changes to the LIRAP/Drive a Clean Machine and Local Initiative Projects (LIP) programs. 
 
Some of the key elements of the bill:
1.       Allows for new vehicle leases rather than just new vehicles purchases
2.       Increases the vehicle repair assistance from $600 to $800
3.       Increases amounts for vehicle replacement from $3,000 to $4,000 for regular vehicles and $3,500 to $4,500 for hybrids
4.       Changes allowable model years for new vehicles from 2-3 or 3-4 depending on vehicle type
5.       Increases max odometer reading for the new vehicle from 70,000 to 85,000
6.       Allows up to 50% of the funding for LIRAP/DACM and LIP to be used for LIP (currently limited to just 10%)
7.       Makes local initiative project approval only contingent upon approval by a county court

As of June 2016 Travis County and Williamson County manage the DriveACleanMachine Program under an Inter Local Agreement approved by Commissioners Court. The Local Initiative Program (LIP) remains under Williamson County auspices.
