Discuss and take appropriate action to amend 2014 Tax Benefit Financing enrollment list to include Bar-W Ranch (formerly Wedemeyer Ranch) under Williamson County Conservation Foundation File number 20141223.

The recommended action is to enroll the tracts associated with WCCF file 2141223 for the calendar year 2014 and start tax benefit calculations effective with the 2016 tax year for initial contributions in FY 2018. This includes Williamson Central Appraisal District (WCAD) reference tracts R022220, R032260, R032261, R451803, R485001, R485224, R485225, R491371, R491374, R523943, R523945, R523947, R021711, R344166, and R491376 and subsequent tracts, if any (i.e.; descendant tracts from parent tracts) if not captured in the 2014 enrollment.

Wedemeyer Ranch (WCCF File 20141223) applied for participation in December 2014 but did not complete the Determination Letter until early in 2015. The enrollment did not get picked up for 2014 tax benefit enrollments and was missed when the 2015 enrollment list was compiled.

So as not to complicate past year audit calculations the proposal is to utilize the year of enrollment to set the participation basis value and to skip to 2016 tax year for calculations and to 2018 FY audit valuation for initial transfer to the WCCF fund corpus.
