Discuss, consider and take appropriate action on approving the contract statement of work from Motorola Solutions, Inc. for the Williamson County Florence Tower Site #5 Relocation.  (Note: procurement made pursuant to the Houston-Galveston Area Council HGAC contract #RA05-15).

Background

Florence Tower relocation has been under deep discussions for a couple years now and has been part of the RCS/Emergency Services future build and ten year plan.  The lease term for this site will be expiring April of 2019.  The tower owner has limited the County's ability to incorporate our 5th tower into the redundant network with regards to microwave, this tower site is a spur into our Prime Tower and is not part of the current microwave ring with our existing (9) towers.  Not being part of the ring makes this site vulnerable and does not allow for redirection of data and voice traffic in the event of a path loss.  The northwest portion of the county and Florence/Jarrell areas of the still remains sparsely covered, loss of this site for any amount of time is detrimental to the users in the North area of the County and the tri-county lines.  Movement on to our own site will allow for this  tower to be incorporated into the existing network and allow the County to be the final decision maker with regards to build out and expansion.  Moving onto our site will also relinquish the RCS from continuing to pay lease fees to the existing tower site owner.
