The Contractor’s low base bid is $2,913,232.28 below the Engineer’s Estimate, a cost saving of 26.5%. The bidding was competitive with the lowest two bidders being within 1.1% of each other. In addition to meeting the bid qualifications subject to being low bidder, James Construction has performed similar work on other projects and received positive recommendations from the three references contacted. Based on the references provided by the Contractor, HNTB concurs with the recommendation of the Design Engineer, HDR, for award of the Southwest Bypass Segment 2 construction contract to James Construction in the amount of $8,087,943.77. The Point of Contact for this Bid is HNTB and Road Bond Funds Project P243 will be utilized.
